HomeMy WebLinkAbout1982-08-23-1000AM-Special. t COMMISSIONERS' COURT SPECIAL MEETING Y- L P AUGUST 23, 1982 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, August 23, 1982, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Walter Wilcox, Commissioner'of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. Stasnyy, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Business Machine Services WTAW Bryan Clean Community System KTAM - KORA KBTX - 3 Treasurer's Office County Treasurer Sheriff The Eagle Central Texas Word Processing Candidate,County Commissioner KAGC News -4. The first matter to be discussed was the possibility of County participation in the local Clean Community System program. Barbara Vance representing "Bryan Clean Community System", and Dorothy Miller representing "Keep America Beautiful" were present with Dorothy Miller explaining to the Court the necessary steps to participate in the program. The cost for a training session for members representing the County would be approximately $900, a one time cost. On motion by Commissioner Beard, seconded by Commissioner Stasny the Court voted unanimously to participate in the program, to authorize the County Judge to appoint a Committee of three to represent the County, and to amend the Budget to fund the training session. Fi t i I The Court next considered the following bids: 1. Bids to lease seven tracts of land for oil and gas. Bids received were from: (a) Inco Development Company who bid on Tract 7 (Bridge House Property) only. (b) H. E. Allen who bid on all tracts. (c) MCZ who bid on tracts 1 through 6. After discussion Commissioner Beard moved to award the bids to Inco Development Company for tract 7 (Bridge House Prop- erty) for a paid up lease of $2,675.20 and 31%'royalty and MCZ, Inc. for tracts 1 through 6 for a total of all leases of $5,746.50 and 31% royalty. 2. Sale of four vehicles for the Sheriff's Department. Bids received were from: (a) Bryan Auto Salvage Pool - $1950 all vehicles (b) Henry Used Cars - $850.00 for 2 vehicles On motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimously to sell all vehicles to Bryan Auto Salvage Pool for $1,950 total. 3. Seal coating for 5 miles of various County roads: (a) Cox Paving Company - $74,504.00 total cost for 5 miles. (b) R. T. Montgomery $129,649.00 total cost for 5 miles. On motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimously to award the bid to Cox Paving Company. 4. One Mobil Radio for Sheriff's Department: (a) General Electric - $1,744.00 At the request of the Sheriff no action was taken on this bid. 5. Fencing for Boonville Cemetery: y (a) Ace Fence Company - $7,332.50; alt Bid $13,188.74 (b) Hurricane Fence Company - $11,720.00 (c) Sears - $7,075.00 '-•(d) Associated Fence - $9,352.10; alt Bid $8,667.80 (e) Barbin Fence Company - $10,869.00;alt Bid,$10,369.00 (f) Franklin Fence Company - $10,925.99;alt Bid 10,880.37 1. VOLLPAGE Q I 4 i~ On motion by Commissioner Beard, seconded by Comm- issioner Stasny the.Court voted unanimously to reject all bids and to authorize the County Auditor to readvertise for bids after specifications are rewritten. 6. Bids for photo-copies were delayed to allow more time to evaluate the bids. On motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimously to pay $721.00 for 1982 dues to the National Association of Counties. The next matter to come before the Court was Notice of Proposed Installation in County Right-Of-Way as follows: 1. Ferguson Crossing proposes to install a Natural Gas Pipeline in the rights-of-way of Marino Road and Boatcallie Road in Precinct 2. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the Notice and to authorize the installation of the pipeline in the rights-of-way. Copies of both notices are attached. On motion by Commissioner Stasny, seconded by Commissioner Beard the Court voted unanimously to approve the Change of Status for the following employees: James Kuboviak District Attorney's Ofc. The Commissioner of the Precinct in which the right-of-way lies must be notified prior to the beginning of construction in order that the Commissioner might be on hand to designate the actual , location of the installation. 2. That all damage to the roadways and rights-of-way will be repaired i to their original condition to the satisfaction of the Commissioner in which the roadway or right-of-way lies. 3. That BRAZOS COUNTY reserves the right to require Applicant to re- locate or lower any such line at no cost to BRAZOS COUNTY, should + same become necessary due to widening or lowering, or other alter- ation of the roadway or right7of-w4y. 4.
