R. J. Holmgreen, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. Gregg TAMU Jeanne Norton KAMU Barbi Tomlin WTAW Joe Oliver KBTX Mark Meadors KBTX l The first matter to come before the Court was a Notice of ~ Proposed Installation in County right-of-way submitted by Jerry Bishop and Associates for University Acres for authorization to install a sewage treatment effluent line in the right-of-way of Old Highway 6 in Precinct 1. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to approve the application and to authorize the installation of the line in the right-of-way of Old Highway 6 in Precinct 1. Copy is j attached. 4 The Court next considered bids received for the purchase of up to 3 rotary mowers by Precinct 1, 2 and 4 as follows: i i . j y7 ~ , I ~y r r , E# E ` I Cen-Tex Tractor - $7,495.00 each or $21,500.00 for 3 Brazos Machinery - $7,263.95 each or $21,806.85 for 3 Brazos Machinery - $8,693.00 each or $26,079.00 for 3 Normangee Tractor - $7,950.00 each or $23,850.00 for 3 Bryan Agri-Turf - $6,783.00 each or $20,351.00 for 3 On motion by Commissioner Wilcox, seconded by Commissioner Stasny the Court voted unanimously to award the bid to Cen-Tex Tractor Company and to purchase up to 3 rotary mowers at a total cost of $21,500.00 and to authorize the payment thereof. Next to be considered were bids for the purchase of 6000 tons of crushed Iron Ore Rock. On motion by Commissioner Beard, second- ed by Commissioner Wilcox the Court voted unanimously to accept the only bid received from Maupin Construction"Company in the amount of $2,75 per ton or a total cost of $16,500 and to authorize the pay- ment at the time of purchase, The 6000 tons of crushed iron ore rock to be used by any or all precincts, Next to be considered was an application by M. W, Rosier for Soil Conservation work to be done approximately 2k miles east of downtown Edge and will require approximately four to five hours of drainage work on the existing drive, On motion by Commissioner Wilcox, seconded by Commissioner Stasny the Court voted unanimously to approve the application and to authorize the Commissioner to do the necessary work, A copy is attached, Next to be considered was the final plat of LAPRIMERA SUB- DIVISION in Precinct 1, After review the Plat and on motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to approve the plat as submitted, The Court next heard a presentation by Wayne Boggs with the Water Resources Board on the National Flood Insurance Program. Mr. Boggs explained the program and outlined the responsibilities of the County should they elect to participate in the program. The Court received and ordered into the minutes a certified copy of the Order of the District Court of the appointment of Sharon Fairchild as Assistant County Auditor. Such appointment to become effective August 2, 1982. A copy of such order is attached hereto. A copy of such amendment is attached hereto. On motion by Comm- issioner Beard, seconded by Commissioner Cooley the Court voted unanimously to approve the Amendment. A copy of such amendment is attached. The next matter to come before the Court were bids for Health Insurance for the County employees. The Court heard a presentation by the Chairman of the Committee appointed to con- sider all bids received who recommended Blue Cross Blue Shield as the best bid received. The plan would provide health insur- ance with a $200 deductable, $10,000 life insurance for hourly paid employees, with an optional additional $10,000 life insur- ance for annually paid employees, dental insurance with a $50 deductible. After much discussion Commissioner Beard moved to accept the Committee's recommendation and to award the Contract to Blue Cross Blue Shield. This program affords health insurance that would pay 80% after the $200 deductable fee was met,$10,000 life insurance and dental insurance with $50.00 deductable. The insurance would be limited to full time employees, or minimum of 32 hour employees; employees with 12 years service may opt to re- main in the County group plan by paying their premium; any re- tired employees at this time may come under the County group in- surance at this time and be allowed to cover all family members; that the program would become effective September 1, 1982, and that Blue Cross Blue Shield would have a representative in the E , area no less than twice a month to help any employee with claims, and to amend the Budget as needed. TEXAS 77601 TO: BRAZOS COUNTY COMMISSIONERS COURT FROM: BRAZOS COUNTY EMPLOYEE INSURANCE COMMITTEE For the reasons detailed herein the Insurance Committee recommends that the County accept the Blue Cross Blue Shield of 1'exas bid to he the County employee's health insurance carrier. The Blue Cross Blue Shield bid was the lowest bid submitted by any of the six companies who submitted bids to the County. The bid contained coverage and benefits which compares favorably with the other bids submitted and meets the specifications approved by the committee. The bids of Aetna Insurance, Transamerica Accidental and Prudential were all rejected because they were higher than the Blue Gross and Blue Shield bid. The bid of American Security Life ' was rejected because they failed to bid all the requested alternatives, and the bid of Groups Administrators was rejected because it was made solely as a self funded insurance policy. Should the Court accept the Blue Gross Blue Shield bid, it should lie with the following conditions: 1. Blue Cross Blue Shield will establish a calendar year benefit period. 2. Blue Cross Blue Shield will have an effective coverage date of 30 days after employment begins for new employees. 3. Term life coverage will be on a 24 hour per day basis. 4. Blue Cross Blue Shield will have a field representative ' available to the employees of Brazos County no less than every other week in order to answer questions and handle complaints. The committee is requesting that the County pay 100% of the employer health benefits, including medical, dental and a $10,000.00 term life insurance policy. The committee recommends that the policy containea i $200.00 deductible. That total represents one half of the premium for 100 employees. The Committee would also ask that the Court pass a resolution to the effect that employees who leave the County after fifteen (15) A years service, may continue on the group plan with the employee paying the premium at no costs to the County.
