Home My WebLink About1982-03-22-1000AM-SpecialCOMMISSIONERS' COURT SPECIAL MEETING MARCH 22, 1982 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, March 22, 1982, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. Antone Dobrovolny Candidate - Pct.4 Van Kinerd Auditor's Office Arnold Dittfurth Auditor's Office Debbie Monroe KBTX Kathy Beasly KBTX Greg Moses KTAM/KORA-FM Jann Snell Eagle Betty Miller Candidate - Pct.4 Robert Curlin KAMU James Hamilton KAMU The first matter to come before the Court was a letter of resignation from Walter Carl Jones, resigning as Chairman of the County Historical Commission and recommended the appointment of Mary Bess Young to fill the vacancy. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court unanimously voted to accept the resignation and to appoint Mary Bess Jones as his successor. Judge Holmgreen expressed appreciation for the leadership of Mr. Jones during the time of some delicate projects and accomplishments of the Commission under his leadership. V0 I.LPI4GE-27' I / 1 =a 1A 4. I It 1 The Court having received and opened bids for a used 16 cubic yard dump truck for Precinct 3, proceeded to award the bid. On recommendation and motion by Commissioner Beard, seconded by Com- missioner Cooley, the Court voted unanimously to accept the bid of Twin City International in the amount of $47,000 and purchase a f 1981 International Dump Truck. The other bid received was from Allen-Jensen, Inc. for a 1980 Mack Truck in the amount of $40,000. Next to be considered was a Notice of Proposed Installation In County Right-Of-Way presented by Producer's Gas Company, the installation to parallel Greens Prairie Trail with a 4 inch natu- ral gas pipeline. On motion by Commissioner Wilcox, seconded by Commissioner Cooley the Court voted unanimously to authorize the v~ - J installation subject to the receipt of $25.00 per rod for the dis- tance of the installation. A copy of such request is attached here- to and made a part of these minutes. The Court next considered the Final Plat of BRUSHY PARK in the College Station extraterritorial jurisdiction and Precinct 4. After discussion and on motion by Commissioner Stasny, seconded by Com- missioner Wilcox the Court voted unanimously to approve the Plat as presented, subject to approval by the College Station Planning and Zoning Commission and posting of a construction bond for the comple- tion of the roads. The Court proceeded to consider an agreement with the State Department of Agriculture for the purchase of AMDRO for Fire Ant Con- trol. Commissioner Beard moved to authorize the County Judge to enter into such agreement on behalf of Brazos County, and authorized the payment in advance for the purchase, with monies to be paid out of the Commissioners Court budget with reinbursement to be made to that budget after the sale of the AMDRO. The motion was seconded by Commissioner Stasny and carried unanimously. A copy of such agree- ment is attached. Becker Road and Bridge-Pct.3 Dana Roy Love Juvenile Probation Lori Fridel County Treasurer Benjamin Napier Precinct 1 Paige Lenel Franks Tax Office Next to be considered were the following Claims as submitted by the County Treasurer for payment: i General Fund Claims 852 through 884 TYC Claims 10 through 13 Road & Bridge (Shop) Claims 62 through 77 I Precinct 1 Claims 53 through 61 1 Precinct 2 Claims 55 through 70 Precinct 3 Claims 65 through 76 1 Precinct 4 Claims 46 through 55 On motion by Commissioner Cooley, seconded by Commissioner Beard, i the Court voted unanimously to approve the Claims as submitted. 0 ;I ;I 'I 4 \s i i i On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to advertise for sale the Burroughs L 9000 and the abandoned equipment in the Lilly Building. The Court next witnessed a demonstration of a vote count device. The County Judge announced that the City equipment that the County { had been using would no longer be available after June 1st. After watching the demonstration Commissioner Beard moved to authorize for bids for a method for counting punch card ballots, with the specification that it be a system certified by the Secretary of State., The motion was carried by Commissioner Wilcox and carried unanimously, There being no further business, the Court adjourned. The Department will distribute AMDRO and MC-96 purchased with state and federal funds to infested Counties on an equal basis. The Department will use funds collected from the County to purchase additional ' AMDRO or MC-96. When State and Federal funds have been expended, the Department will assist the County in purchasing AMDRO or MC-96 direct from the manufacturer at the State contract price.-.--_-__ In consideration for the allocation by the Department of state funds to help defray the cost of imported fire ant control the County, in its official. capacity to act for its individual county residents, agrees to the following conditions: 1) That the County will be responsible for transportation of bait from Austin, Texae. 2) That the County will pay $1.00 per pound to the Department for AMDRO. The county must pay for material before delivery can occur to the county. 3) That the County will pay $2.50 per quart to the Department for MC-96. The county must pay for material before delivery can occur to the county. 4) That distribution records will be kept by the county or anyone distributiAg AMDRO bait or MC-96 on forms furnished by the Department. Forms will be submitted to Austin on a monthly basis. 5) That the AMDRO bait and MC-96 distributed to the counties or anyone will not be repackaged or resold for profit.. 6) That the county or anyone involved in the program are required under law to ' follow all printed instructions and label directions when using and dispensing the AMDRO bait or MC-96. It is expressly agreed and understood between the parties hereto that the Texas Department of Agriculture disclaims and disavows all warranties, whether express or implied, concerning the effectiveness, purity, safety, sufficiency of lab.ling or warning, applicability, or availability of AMDRO or,MC-96. The department undertakes to supply these pesticides as is; and make all reasonable effort to purchase and distribute that amount of pesticide as is available from established commercial sources, and for which funding has been procured.
