HomeMy WebLinkAbout1982-01-25-1000AM-Specialt COMMISSIONERS' COURT SPECIAL MEETING I .J JANUARY 25, 1982 , 1 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, January 25, 1982, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill' J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk The following citizens and officials were in attendance: Andi Wilson Health Dept. Robert Curlin KAMU Bill Davie KAMU The County Judge opened the meeting and publicly thanked the Youth Livestock Association for the PA System that the or- ganization installed at the Livestock Arena/Pavillion. It was noted that the equipment was for public use by all users, how- ever in the event of the disbanment of the facilities that the equipment would be reclaimed by the Youth Livestock Association. o The Court having previously accepted and opened the follow- ing bids proceeded to award the bids: 1 VOQ~PAGE k , 1 - t „ 1. Seven vehicles for the Sheriff's Department. The Sheriff recommended the Court accept the bid of Tom Light Chevrolet stating that it was the only bid that meets the specifications. On motion by } Commissioner Stasny, seconded by Commissioner Beard the Court unanimously voted to award the bid for 7 vehicles to Tom Light Chevrolet for a total amount of $66,561.25. 2, Desk with Counter top for the Health Department. On motion by Commissioner Beard, seconded by Commissioner Wilcox the Court unanimously voted to award the bid to News Office Supply Company in the amount of $2,449.00 noting that it was the only bid received. The Court next considered the following requests to utilize 4 County Rights-of-Way: 1. Producers Gas Company proposed to install a pipe- line in the rights-of-way of: r (a) Hardy Weedon Road in Precinct 3 (b) Steep Hollow Road in Precinct 3 r (c) Elmo Weedon Road in Precinct 3 On motion by Commissioner Beard, seconded by Commissioner Stasny 4 { the Court voted unanimously to approve the requests and to aut- horize the installation. k The County Judge next requested authorization to ask for proposals for an outside audit on all County funds. After c dis- cussion and on motion by Commissioner Beard, seconded by Comm- issioner Stasny the Court unanimously voted to authorize the County Judge to take proposals. The next matter to come before the Court was consideration of the following Plats: 1. Final Plat of THOUSAND ACRES in Precinct 1. On motion by Commissioner Cooley, seconded by Comm- issioner Wilcox the Court voted unanimously to ' approve the Plat as submitted. Next to be considered was the payment of premium on Pros- ecutors Professional Liability Insurance for District Attorney, four (4) Assistant District Attorney's and one (1) Investigator. After discussion and on motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to approve the payment of the insurance premium in the amount of $2,095.00. f The Court, having previously authorized the County Judge to execute a Construction and Maintenance Agreement with the State of Texas for replacement of the Turkey Creek Bridge on Jones Road under the Federal Aid Off System Bridge Replacement and Rehabilitation Program, proceeded to discuss the payment of $34,685.00, representing 20% of the total construction cost. After discussion Commissioner Beard moved to authorize the pay- ment of $34,685.00 to State Treasury Account Trust Fund 927. Such amount to be paid out of the Road and Bridge Precinct 4 Budget and that the 1982 Budget be re-appropriated with unex- pended funds from the 1981 Budget. The motion was seconded by Commissioner Wilcox and carried unanimously. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to pay the County's 1982 dues of $100.00 to the County Judges and Commissioners Association of Texas. On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court voted unanimously to reappoint Dr. Roy L. Smith, M.D. as County Health Officer for a 2 year term ending Feb.28,1984. The Court next considered an order creating a Joint City/County Airport Zoning Board including the Cities of Bryan, College Station, Brazos County and Burleson County to be known as the Easterwood \ Field Airport Zoning Board. After discussion Commissioner Beard `N i I i i i i moved to create the Joint Airport Zoning Board and to appoint Bill Cooley and Harry Raisor as the persons to represent Brazos County on the Board. The motion was seconded by Commissioner Wilcox and carried unanimously. The Court next considered a request from Ernie Wentrcek, Juvenile Probation Officer to increase the salary of the Secretary/ Receptionist in that department to $4.50 per hour, stating that being the lowest salary paid in any department as a starting sal- ary. After discussion and on motion by Commissioner Beard, sec- onded by Commissioner Stasny, the Court voted unanimously to in- crease the salary and to amend the budget appropriately. The County Judge next petitioned the Court to return the ~J i $100,000 of Revenue Sharing funds that had been transferred to the i V~P~..Q@'ACtE i t Road and Bridge Precinct Budgets to the Revenue Sharing Budget and to allocate $100,000 of the State Lateral Road Funds to be utilized by the Road and Bridge Precincts.. No action was taken on this request. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to appropriate $1,000 to Air- port Study Committee. Such monies to be paid out of the Revenue Sharing Fund. WHEREAS, CONTRACTOR has agreed to perform services as described in the Work Plan which is incorporated as part of this agreement, and WHEREAS, SPONSOR desires to engage CONTRACTOR to perform these proposed services; NOW, THEREFORE, the parties hereto covenant and agree as follows: The CONTRACTOR agrees to use its best efforts to perform the work as set forth in the Work Plan. The Work Plan shall not be changed except by duly executed amendment to this AGREEMENT. The SPONSOR agrees to compensate the CONTRACTOR for work cited in the Work Plan and agrees to reimburse the CONTRACTOR as set out in the Proposed Budget with the maximum payment under this agreement being $4,000. The SPONSOR will not use nor permit others to use the names of The Texas A&M University System or Texas Transportation Institute in a manner which directly or indirectly implies endorsement of such service. This constitutes the entire AGREEMENT between the parties relative to the subject matter and may be modified or amended by a written agreement signed by both parties. It is thought that Bryan-College Station is a rela- ive underachiever in the provision and use of air transportation. A variety of nalytic approaches will be used including trend line and share-of-the-market orecasts, comparison with United States cities with similar economic and geo- raphic characteristics, analysis of travel agency data, review of previously repared forecasts, interviews with users and providers of transportation services, nterviews with business and industrial development leaders, analysis of airline conomics, and review of pertinent published reports and studies. The estimation f latent demand is partially dependent on the cooperation of the local travel gencies. The demand for air passenger, air cargo, and general aviation services gill be quantified. Task 2 - Facility Requirements This task will translate forecast demand into order-of-magnitude facility requirements using generally accepted terminal area relationships. For example, 150 square feet of gross terminal area is needed per design hour passenger. Similar relationships will be used to estimate number of gates, parking spaces, lanes of access road, apron area, hangar space, runway capacity, etc. Runway length is a function of the performance characteristics of aircraft forecast to use the airport. Order-of-magnitude estimates are used for preliminary defi- nition of facility requirements. They are not suitable for design purposes. VOQ-'. PAGE L 1 Task 3 - Service and Facility Deficiencies This task will compare existing and forecast service demands and facility requirements with existing services and existing and planned development for Easterwood Field and Coulter Field. The airport master plan studies recently prepared for these airports and interviews with the airport sponsors will be utilized to identify planned development. Service and facility deficiencies will be identified. Identified deficiencies may be of several kinds: the air- port site cannot reasonably accommodate the needed services or development; or the airport site can accommodate the needed services or development but the organizational or institutional framework or financial resources are not in place to develop the services or construct the facilities. Task 4 - Alternatives This task will identify alternatives available to, the Bryan-College Station Chamber of Commerce, the Metropolitan Planning Organization, the City of Bryan, the City of College Station, Brazos County, and Texas A&M University to meet Service and facility deficiencies identified. a SCOPE AND LIMITATIONS This is a low cost, quick look study. It is not a comprehensive analysis of all aspects of air transportation nor is it an airport master plan study. The study will quantify significant measures of air transportation demand, ser- vice and facility requirements, and service and facility deficiencies. The primary emphasis will be on Task I - Forecast Demand. The study will quantify the perception to the extent that it can be supported by facts and analysis that air transportation services in Bryan-College Station are deficient and are limiting the ability of the area to realize its urban economic development goals. -2- VOPAGE` r .r • F . It ' I J Product i The study will be documented in a report. At the request of the 3 t Metropolitan Planning Organization or the Chamber of Commerce, an oral presentation will be made. Time The study will be completed by August 31, 1982. Cost ' i i The study will be conducted on a cost reimbursable basis for an amount not to exceed $12,000. The cost to the County of Brazos is for an amount not to exceed $4,000. The balance of the cost, an amount not to exceed $8,000 will be borne by Texas A&M University. Staff The study will be performed by the Texas Transportation Institute under the direction of George B.
