Home My WebLink About1981-12-14-1000AM-Regular151 r COMMISSIONERS' COURT REGULAR MEETING DECEMBER 14, 1981 A regular meeting of the Commissioners' Court of Brazos' County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, December 14, 1981, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; W. A. BETO, ADULT PROBATION: $ 79.36 PHYLLIS DOZIER, BRAZOS CENTER Fees------------------------------------------- `I ' v0d: r , 1 N, t i t I 1 r i't F t ;r h- ~ f " r ti .~i :t ~E4 ~r h tl♦a . t , The County Judge opened the meeting and announced that the Court had held an early meeting beginning at 9:30 A.M. in the County Agricultural Extension Office where they heard the annual reports of the County Program Building Committee, County Exten- sion Service Staff and the local 4-H Clubs. On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court voted unanimously to approve the Minutes of Commissioners' Court Meetings held October 5, 1981, October 26, 1981, and November 9, 1981, without change. Dr. T. L. Payne representing the Brazos County Firefighters Association requested assistance from the County for the pur- chase of radios for the Volunteer Fire Departments. The need is for 16 radios, 2 mobil units and 2 base stations for each pre- cinct for a total cost of $11,200.00. After discussion Commissio- ner Cooley moved to amend the 1981 budget for Fire Protection to allow an additional $300 per vehicle for 19 vehicles for the Vol- unteer Fire Departments, for a total amount of $5,700. The motion was seconded by Commissioner Wilcox and carried unanimously. The Court next opened and considered the following bids re- ceived of demolition of existing construction on the Lilly Prop- erty. 1. Whitlow Brick and Demolition -$26,400 - 30 day completion. 2. John Bogner Demolition Excavation Company - $21,384. February 1st. completion. 3. Johnny Ramirez Trucking - $92,107.50 4. R. B. Butler - $34,560 5. John Bogner & Associates - $34,900 - 45 day completion. 6. Grote Enterprises - $16,720 - 45 day completion. After reviewing all bids received and on recommendation by Architect, Jack Cumpton, and on motion by Commissioner Cooley, seconded by Commissioner Stasny the Court unanimously voted to award the bid for demolition to Grote Enterprises, noting it being the low bid. i T IS r I• " Next to be considered was the premium increase for Health Insurance for County employees effective January 1, 1982. After much discussion Commissioner Beard moved to approve the premium increase and to appoint a Committee composed of County employees to study and re-evaluate the coverage and compare it with other Companies offering like insurance. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court unanimously voted to authorize the advertisement for bids for 7 vehicles for the Sheriff's Department.. On motion by Commissioner Beard, seconded by Commissioner Stasny the Court unanimously voted to approve the following amend- ments to the 1981 Budget: 272nd. District Court Brazos Center these amendments being line item changes not effecting the total budget. The Court having previously entered into a Contract For The Collection of Deliquent Taxes with Gates Steen proceeded to app- roval of his Bond Of Deliquent Tax Collector. On motion by Comm- issioner Cooley, seconded by Commissioner Wilcox the Court un- animously voted to approve the bond of Gates Steen in the amount of $1,000 with The North River Insurance Company as surety. The Court next considered the following Requests for Authoril-,~ zation to Utilize County-Rights-Of-Way: y 1. Seminole Pipeline Company to install a 4k inch oil pro- ducts pipeline in the following rights-of-way: (a) Koppe Bridge Road in Precinct 1 (b) Greens Prairie Road in Precinct 1 (2 locations) (c) Tonkaway Lake Road in Precinct 3 2. Producers Gas Company to install a 4k inch natural gas pipeline in the following rights-of-way. (a) Koppe Bridge Road in Precinct 1 (b) Brid Pond Road in Precinct 1 (c) Rock Prairie Road in Precinct 1 (d) Steep Hollow Road in Precinct 3 3. R. B. Butler for Gulf Oil Exploration and Production Co. to install a 2 inch gas pipeline in the following rights- IIw7,j . of-way: , (a) Kurten Cemetery Road in Precinct 2 On motion by Commissioner Cooley, seconded by Commissioner Beard the Court unsnimously voted to approve all requests as submitted. Next to be considered were requests from B. V. Elkins, County Treasurer and Frank Boriskie, County Clerk to pay employees for unused vacation time. After listening to explanations why the employees would be unable to take their vacations, Commissioner Cooley moved to approve the requests from the County Treasurer and County Clerk and include two employees in Precinct 2 and to amend the budget appropriately. The motion was seconded by Comm- issioner Wilcox and carried unanimously. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to approve the following Change in Status for the following employees: Cynthia Hudson District Attorney's Ofc. Ayala Building and Yards Charles Melesky Road and Bridge Pct.3 Bobby Joe Carter Road and Bridge Pct.3 Larry Clift Precinct 2 The Court next considered the following claims submitted by the County Treasurer for payment: General Fund Claims 5027 through 5101 Revenue Sharing Fund Claims 51 through 55 Law Library Claims 33 Ty C Grant Fund Claims 60 through 62 County Shop Claims 236 through 244 Precinct 1 Claims 289 through 296 Precinct 2 Claims 296 through 302 Precinct 3 Claims 289 through 293 Precinct 4 Claims 231 through 236 On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court voted unanimously to pay all Claims as submitted. Under other business the Court received and opened bids for 8,400 feet of instrumintation cable for use in installing the Rl~~ ~ R roEc" a b i County's Computer system. Bids received are as follows: 1. Alpha Supply Company of Houston - $.65 per foot or total of $5,460.00 with 8 week delivery. 2. Alpha Supply Company of Houston - alternate bid $.15 per foot or total of $1,260.00. 3. Mid State Electronics Supply of Bryan - $,.21 per foot or total of $1,764.00. After reading all bids received it was the consensus of the Court to allow the County Judge to review and evaluate the bids and bring his recommendation back to the Court at a later meeting. Commissioner Cooley introduced the subject of establishing a fee to be charged for installation of transmission lines in or across County rights-of-way. After discussion it was the con- sensus of the Court that there should be more study on the matter before action by the Court. Due to the upcoming holidays the next meeting of the Comm- issioners' Court would be December 21st. at 10:00 A.M.
