COMMISSIONERS' COURT
SPECIAL MEETING
NOVEMBER 25, 1981
A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Texas on Wednesday, November 25, 1981 at
9 A.M. with the following members of the Court present:
R. J. Holmgreen, County Judge, presiding
Bill J. Cooley, Commissioner of Precinct 1
Walter Wilcox, Commissioner of Precinct 2
Billy E. Beard, Commissioner of Precinct 3
W. A. Stasny, Commissioner of Precinct 4
Frank Boriskie, County Clerk
The following citizens and officials were in attendance:

The Court first considered the Preliminary Plat of WEST
LOOP INDUSTRIAL PARK in the Bryan Extra Territorial Jursidiction
and Precinct 4. After discussion Commissioner Beard moved to
accept the Plat as submitted. The motion was seconded by Commis-
sioner Wilcox and carried unanimously.
On motion made by Commissioner Cooley, the Court next ap-
proved the following worker's compensation coverage for volunteer
workers:
Reserve Deputy Sheriff - 3 slots.
Deputy Constable - 3 slots each for Pcts.4,5 and 7.
Reserve Constable - 3 slots each for Pcts.4, 5 and 7.
making a total of 21 slots. Commissioner Beard seconded the mo-
tion with the County Judge, Commissioners Cooley, Beard and Wilcox
voting "aye" and Commissioner Stasny abstaining, whereupon the
County Judge announced that the motion had carried.
Commissioner Beard next reported that he had researched the
bids received on for oil and gas leases on the Brazos Center Prop-
erty and Boonville Cemetery Property and advised the Court, that
in his opinion all bids should be rejected. After discussion Comm-
issioneg Cooley moved to reject the bids and to advertise for new

bids for the 2 tracts of land and that the advertisement specify
a minimum of $350.00 per acre and 27k per cent (27k%) royalty.
The motion was seconded by Commissioner Beard and carried unani-
mously.
The Court next considered the adoption of the full legal
descriptions of the voting precincts for Brazos County. He
stated that the Court had considered and adopted a plan at the
Commissioners' Court meeting held Monday, November 23, 1981,
that established thirty-eight (38) voting precincts, being
ten (10) rural precincts, eleven (11) in the City of College
Station and seventeen (17) in the City of Bryan. After discussion
Commissioner Beard moved to adopt an Order establishing the
voting precincts' legal descriptions. Commissioner Cooley
seconded the motion with all members voting "aye". A copy of such
Order and legal descriptions is attached hereto and made a part
of these minutes.
The Court further discussed the adoption of an Order creating
Justice of the Peace Precinct No. 2, making a total of six (6)
Justice of the Peace Precincts for Brazos County. Commissioner
Cooley moved to create Justice of the Peace Precinct No. 2. The
motion was seconded by Commissioner Beard, with the County Judge,
Commissioner Cooley and Commissioner Beard voting "aye". Commis-
sioner Wilcox and Commissioner Stasny voted "no", whereupon the
County Judge announced the motion had carried. A copy of such Orde
is attached
Commissioner Wilcox next moved to rescind the Order creating
Justice of the Peace Pct. No. 2 stating that in his opinion the
Court was creating an unnecessary office. Commissioner Stasny
seconded the motion with Commissioner Wilcox and Commissioner
Stasny voting "aye". Commissioner Cooley, Commissioner Beard and
the County Judge voted "no", whereupon the County Judge announced
that the motion failed.

COUNTY OF BRAZOS X ELECTION OF JUSTTCES OF THE PEACE NSTABLES

WHEREAS, the Commissioners' Court of Brazos County has
undertaken to redraw justice and constable precincts for the
convenience of the people and to assure compliance with applicable
requirements of State and Federal law; and
WHEREAS, the Commissioners' Court of Brazos County finds
that the attached description of new precincts for the election of
justices of the peace and constables reflects a division of
Brazos County into six (6) such precincts for the convenience of
the people.
THEREFORE, BE IT ORDERED by the Commissioners' Court of
Brazos County, pursuant to Article V, Section 18 of the Texa!
Constitution, that Brazos County, Texas, be divided into six (6) '
precincts for the election of justices of the peace and constables
as follows:

ORDER A)PTING VOTING PRECINCTS
COUNTY OF BRAZOS X
WHEREAS, there exists at the present time voting precincts
in Brazos County which contain numbers of registered voters in
excess of the maximum allowable by State law; and
WHEREAS, the Commissioners' Court has considered the
reformation of such precincts as hereinafter set forth and finds
that such precincts are for the convenience of the people of
Brazos County and further finds that any such precinct which
contains unincorporated territory is so situated that it cannot
be feasibly included within an election precinct outside of
the City of suitable size, shape and containing a suitable number
of voters.
THEREFORE, BE IT ORDERED by the Commissioners' Court of
Brazos County, Texas, that Brazos County be divided into the
following numbered and described voting precincts effective
January 1, 1982.
