J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Frank Boriskie, County Clerk The following citizens and officials were in attendance: Tammy L. Dick Products Jean Kiser KAMU, Channel 15 News Joe Sloan KAMU, Channel 15 News Jann Snell The Eagle The Court first considered the minutes of the meeting held on September 3, 1981, on reapportionment. On motion made by Commissioner Beard, seconded by Commissioner Cooley, the Court unanimously voted to approve the minutes without change. On motion made by Commissioner Beard, seconded by Commissioner Cooley, the Court unanimously voted to extend the life insurance coverage on employees past the age of 70 years until death as long as there was no additional cost to the County. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court unanimously voted to approve the statement R.B. Butler Inc in the amount oftll 235 61 for work completed at the r ' .1 -I ,,A Courthouse Annex and Tax Office. The Court next considered the adoption of an Order which i , would cover volunteer workers under workers' compensation. It was decided, however, to pass this until the next meeting so that some investigation could be done. { .r The Court next considered the payment of fire calls for the month of October made by the City of Bryan in the amount of. $104.89 and the City of College Station in the amount of $332.05. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court unanimously voted to pay both statements. The Court next considered the following bids for a table-top. copier for the Brazos Center: a. Xerox Corp. - Xerox 3600 (remanufactured) - $3,130.00. Table-$83.90 b..-" Otis McDonald Business Machines - Canon NP-210 - $3,985.25. Stand-$200.00. Service Contract-$450.00 per year. c. A. B. Dick Products - Minolta EP310 - $2,725.00. Stand-$185.00. Service Contract-$380.00 per year. d. IBM Corp. - Model 102 Executive Copier - $2,740.43. Delivery Charge - $66.00. Service Contract - $350.00 for first 24,000 copies, additional copies $5.00 per 1,000. On motion made by Judge Holmgreen, seconded by Commissioner Beard, the Court unanimously voted to refer all bids to Phyllis Dozier for evaluation and make a recommendation to the Court at \ later meeting. The Court, having previously considered and approved Plan II as the new Commissioners' Precincts for Brazos County, proceeded to consider an Order adopting County Commissioner Precincts and the full legal description of such plan. Motion was made by Comm- issioner Wilcox to adopt tre Order and legal description of the new Commissioner Precincts to become effective January 1,1982. The motion was seconded by Commissioner Beard and carried unanimously. Commissioner Stasny was absent from the meeting. The County Judge announced the motion carried and the Order and legal description of all Commissioner Precincts are attached to and made a part of these minutes. PAC L i • l 1 I The Court next considered the following Plats: (a) Preliminary Plat of WOODLAKE SUBDIVISION, SECTION ! II, PHASE III and IV in Precinct 1. After dis- cussion and on motion by Commissioner Cooley, seconded by Commissioner Beard, the Court unan- imously voted to approve the plat as submitted. (b) Final Plat of B & J AIR AND PUMP, INC. in Precinct 2. After discussion Commissioner Wilcox moved to accept the plat as a PRELIMINARY PLAT subject to to the utility easement being widened to 16 feet. The motion was seconded by Commissioner Beard with Commissioners Wilcox, Beard and the County Judge voting Aye whereupon the County Judge announced the motion carried. Commissioner Cooley abstained. .(c) Preliminary Plat of WEST LOOP INDUSTRIAL PARK in Precinct 4. It was the consensus of the Court that no action be taken on this matter due to Commis- sioner Stasny's absence. The Court next considered the appointment of members to the Brazos County Recreational Facilities Advisory Committee. The County Judge recommended the reappointment of the following mem- bers: Don Ladewig, Chairman Claude Mounce Anne Bell Richard Perkins George Blevins Judy Rychlik Polly Howard Tom Sistrunk Clara Mounce After discussion Commissioner Cooley moved to appoint the recommended members and that the County Judge and the four Commissioners be appointed as exofficio members. The motion was seconded by Commis- sioner Beard and carried unanimously. The Court next heard from Commissioner Beard concerning flowage improvements of Carter Creek and attributaries. Commissioner Beard requested permission to pursue ways to prevent flooding in the future. The County Judge then requested permission to write the Corps of En- gineers and request a flood study of the area to see what they might recommend as to methods of solving the flood problems and how such methods might be financied. Possibly the Corps could not only furnish the engineering involved but also the monies to carry it out. On motion by the County Judge, seconded by Commissioner Cooley, the Court unan- aimously voted to authorize the County Judga'and Commissioner Beard to pursue each avenue and see what answers could be obtained. On motion by Commissioner Beard, second- ed by Commissioner Wilcox, the Court unanimously voted to adopt the Resolution and to authorize the County Judge to make application on behalf of Brazos County. The Court next considered-onapplication from Producers Gas Company to install a 4" 0. D. Natural gas pipeline within the right- of-way of Steep Hollow Road in Precinct 3. On motion made by Comm- issioner Beard, seconded by Commissioner Wilcox, the Court unani- mously voted to approve the application. A copy is attached. The Court next considered a change order in the amount of $27,978.71 received from R. B. On motion made by Comm- issioner Cooley, seconded by Commissioner Beard, the Court un- animously voted to approve the change order. The County Judge next presented a map outlining voting pre- cincts for Brazos County and recommended approval, pointing out that it contained seven (7) new voting precincts. After discus- sion and on motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court unanimously voted to approve the map and proceed with writing full legal description of each voting precinct to be considered at a Special Commissioners Court meeting to be held Wednesday, November 25, 1931 at 9:00 A. M. Commissioner Cooley advised that his investigation study of pipeline installation in County right-of-way revealed that fees are being collected in some counties for this privilege. Comm- issioner Cooley was asked to further study the matter to determine amounts charged and the method for collecting and reporting these fees. Fran Bor s County Clerk f~• Vic, ~ • 'v® tb a.u?sl STATE OF TEXAS COUNTY OF BRAZOS ORDER ADOPTING COUNTY COMMISSIONER PRECINCTS WHEREAS, the 1980 federal decennial census disclosed that existing county commissioner precincts in Brazos County, Texas are substantially unequal in population; and WHEREAS, the Commissioners' Court of Brazos County has undertaken to redraw county commissioner precincts for the convenience of the people and to equalize population and assure compliance with applicable requirements of state and federal law; and WHEREAS, through a series of public hearings and meet- ings the Commissioners' Court of Brazos County has received and has considered oral testimony and written evidence regard- ing the need for new county commissioner precincts and an appropriate configuration of those precincts; and WHEREAS, the Commissioners' Court of Brazos County finds that the attached description of new county commissioner precincts reflects a division of Brazos County into four such precincts for the convenience of the people. THEREFORE, BE IT ORDERED by the Commissioners' Court of Brazos County, pursuant to Article V, Section 18 of the Texas Constitution, that Brazos County, Texas be divided into four county commissioner precincts in accordance with Exhibit A to this Order, which is a description of county commissioner precincts, and is incorporated by reference into and is made a part of this Order.
