On motion made by Commissioner Stasny, seconded by Commissioner Beard, the Court unanimously voted to approve the minutes without change. The Court next considered the request from Frank Boriskie, i The Court next proceeded to set the Public Hearing on the 1982 Budget and 1982 Revenue Sharing Budget for Monday, November 30, 1981, at 10:00 A.M. and authorized the publishing of the Notices of said Hearings. On motion made by Commissioner i r The Court next considered the request from Judge Holmgreen to advertise for bids for cable for the new computer equipment. He also requested the authority to advertise for bids for the installation of the cable. On motion made by Commissioner,Stasny, seconded by Commissioner Cooley, the Court unanimously voted to authorize the advertisements. County Clerk, asking for permission to advertise for bids on microfilming and binding real property index books prior to 1920 and to compile current transactions into bound index. On motion made by Commissioner Beard, seconded by Commissioner Stasny, the Court unanimously voted to authorize the advertisement. Stasny, seconded by Commissioner Beard, the Court unanimously voted to approve the date for the Hearings and the publishing of said Notices as follows: "Notice of Public Hearing on Federal Revenue Sharing Planned Use" Notice is hereby given that the Brazos County Commissioners' Court will hold a public hearing on Monday, November 30, 1981, at 10:00 A.M. in the Brazos County Courthouse in Bryan, Texas, for the purpose of discussing the planned use of Revenue Sharing Funds in the amount of $270,000.00. All expenditures of General Revenue Sharing Funds allocated to Brazos County are to be used in compliance with existing laws relating to expenditures of these funds. Planned use of Revenue Sharing Funds are set forth in the Brazos County Budget for the year 1982 on file in the Office of the County Clerk. All citizens of Brazos County shall have the opportunity to provide written and/or oral comments on the planned use of funds and are hereby invited to participate in this hearing. R. J. Taxpayers and others interested are invited and urged to acquaint themselves with the said budget during the time it remains on file with the County Clerk before the hearing. At the conclusion of the hearing, final action will be taken by the Commissioners' Court of Brazos County, Texas, for the adoption of the budget for 1982, as finally agreed upon. R. J. HOLMGREEN, COUNTY JUDGE On motion made by Commissioner Beard, seconded by Commissioner i 7 Cooley, the Court unanimously voted to approve the Resolution declaring the vote of the Commissioners' Court for members of the Board of Directors-of the Central Appraisal Board. The Court authorized the County Judge on behalf of Brazos County to cast votes on each individual member to bring each up to 1,000 votes. The Court next approved the purchase of a tractor from Brazos Machinery Company, 60 horsepower, John Deere 2440, in the amount of $13,057.09, for Precinct 1, and authorized the payment of same. On motion made by Commissioner Cooley, seconded by Commissioner Beard, the Court unanimously voted to approve the purchase and authorized the payment of same. On motion made by Commissioner Wilcox, seconded by Commissioner Beard, the Court unanimously voted to approve the r I I f it i I r I I• i f• r i i Budget Amendment for the year 1981 for Revenue Sharing, a copy i of said Budget Amendment is attached hereto and made a part of these minutes. It is for a $1,000.00 increase for the repair of scales. On motion made by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to approve the r i it - - r _ _ „ .w _ - _ .nr. _ _ final master plat of Brazos County Industrial Park in Pct. 4 as submitted subject to a variance regarding a statement that the right-of-way meed not tap abutting property. The Court next canvassed the results of the Constitutional Amendment Election held on Tuesday, November 3, 1981. The results are as follows: Out of 32 voting precincts there were 39,98 0 registered voters and 3,996 votes cast., For Against Amendment 1 2,270 1,552 Amendment 2 3,511 361 Amendment 3 1,740 2,035 Amendment 4 1,431 2,393 - Amendment 5 3,024 873 Amendment 6 2,320 1,472 Amendment 7 2,640 1,220 On motion made by Commissioner Stasny, seconded by Commissioner Beard, the Court unanimously voted to approve these results and submit them to the Secretary of State. The Court next considered the Statement from Jack W. Cumpton and Associates, Inc., Architects,which represents the Design Development Phase fee as per contract which is 20% of 8% total fee, in the amount of $126,400.00. N.1. 1 On motion made by Commissioner Cooley, seconded by Commissioner Stasny, the Court next approved the Order of the District Court wherein Thomas V. Kinerd was appointed as acting County Auditor and also the Order of the District Court wherein Thomas V. Kinerd, as County Auditor, appointed Mary Nichols as Assistant County Auditor. Both orders are attached hereto and made a part of these minutes. On motion made by Commissioner Beard, seconded by Commissioner Wilcox, the Court unanimously approved the following Claims to be paid as submitted. TYC Prop. Baggerly Mechanical, Inc. - a reply was received but no bid was made. It was decided to either keep the bid open or negotiate the sale of the vaults. .1 1 The Court proceeded next to consider the bids received for a 1977 Ford LTD II police car. One bid was received from Frank Henry, Jr., 1400 N. Washington, Bryan, TX 77801, in the amount of $125.00. On motion made by Commissioner Wilcox, seconded by Commissioner Cooley, with the County Judge, Commissioner Cooley, Commissioner Wilcox, and Commissioner Beard voting "aye" and Commissioner Stasny voting "no," the County Judge announced that the motion carried to approve the sale of the car to Frank Henry, Jr. for $125.00. I i i- , I• i x V0V PAGEDT- e< The Court next considered the proposed revisions to the regulations for use of the Brazos Center and to the regulations for use of the Brazos County Rodeo Arena and Pavillion. Also recommended were fee changes. On motion made by Commissioner Stasny, seconded by Commissioner Beard, with the County Judge, Commissioner Cooley, Commissioner Beard and Commissioner Stasny voting "aye" and Commissioner Wilcox voting "no," the County Judge announced that the motion had carried. A copy of the Revision Proposal with the fee changes is attached hereto and made a part of these minutes. The Court next considered an order which would cover volunteer workers with worker's compensation. It was decided, after much discussion, that no action would be taken and that further investigation would be done to determine which volunteer employees would be covered and the costs that would be imposed upon the County for said coverage. The Court next heard a request from the County Judge. He requested that all bids be opened prior to the Commissioners' Court meetings by a Department Head and the Auditor and then come to the meetings with their recommendations so that action can be taken at that meeting and not have to be delayed. It was decided, however, to leave it as it is. 4 t i t The Court next heard from the County Attorney, Jeffrey Brown. He requested that he be allowed to hire an Assistant County Attorney because of the increasing work load in his office. He asked that the position be filled on December 1, 1981, and he agreed to pay 50% of the Assistant's salary out of his hot check fund. This would include the salary and - - fringe benefits. On motion made by Commissioner Beard, seconded by Commissioner Wilcox, the Court unanimously voted to authorize !VOL/.PAG1E.3Po I` 7- 7 4 ~i r, the position be created and that the salary and fringe benefits for the month of December, 1981, be paid out of the hot check fund to avoid amending the 1981 budget. It was also moved that the January 1, 1982, budget include an Assistant County Attorney at $10,000 plus 1/2 of all fringe benefits. Groups and organizations in good standing who have held annual events for at least three consecutive years may now book their events for up to three years in advance. B. A one-time event of two or more days of facility use may reserve dates as far as three years in advance. ; ' r II New Year's Eve Booking ; Due to the high number of requests, The Brazos Center will be reserved for New Year's Eve by random drawing. A. Reservations for December 31 of any year will be f' received at the Brazos Center by phone or in writing beginning the first working day following January 1 of the same year. , B. A $500 surcharge will be added to regular fees charged for using the facilities for a beer/dance. B. Events classified as beer/dances may be reserved no more than 6 months in advance. C.
