On motion made by Commissioner i r • Cooley, seconded by Commissioner Beard, the Court unanimously approved the minutes without change. ' i i All members being present. the Court proceeded to set the 1 ad valorem tax rate for the year 1981. After discussion, Commissioner Beard moved that the ad valorem tax rate be set at $0.40 per $100.00 valuation on all real property in Brazos County. Texas. Tho- motion was seconded by Commissioner.Stasny •with•Commissioners Beard, Stasny. Cooley and the County Judge voting "Aye." Commissioner Wilcox voted "No,"whereupon the County Judge announced the'motion carried and the tax rate for the year 1981 is hereby set at $0.40 per $100.00 valuation on all real property in Brazos County, Texas, all in accordance with law. The Court next considered the request from Richard Fronterhouse. Constable. Precinct 4, to appoint Dr. J. E. Marsh. Jr. as Reserve Constable for Precinct 4. On motion made by Commissioner Beard, seconded by Commissioner Cooley, the Court unanimously approved the appointment of Dr. Marsh. On motion made by Commissioner Stasny, seconded by Commissioner Wilcox. the Court unanimously voted to authorize the County Judge to enter into a contract with Metropolitan-Planning Organization to allow the purchase of a copying machine. The Court further agrees to execute a multi-agency agreement with the State for the expenditure of federal funds for planning in accordance with the unified work program. On motion made by Commissioner Stasny and seconded by Commissioner Beard, the Court unanimously approved the purchase j of a Minolta 310 table-top copier in the amount of $2,995.00. r Such amount to be reimbursed by the Metropolitan Planning Organization. The Court, having previously received bids for two (2) moving radar units for use by the local Department of Public Safety and then referred them to Sgt. Forstaff for evaluation, proceeded to approve his recommendation to purchase the units from Decatur being the best bid received. On motion made by Commissioner Stasny, seconded by Commissioner Beard, the Court unanimously approved the purchase of two (2) moving radar units from Decatur for a total amount of $5,990.00. The Court next considered the appointment of two members to the Easterwood Airport Zoning Board. The County Judge recommended that Harry Raisor and Bill Cooley be appointed. On motion made by Commissioner Beard, seconded by Commissioner Stasny, the Court unanimously voted to appoint Harry Raisor and Bill Cooley to the Easterwood Airport Zoning Board. The Court next considered four applications from R. B. Butler. Inc, for Gulf Oil Co. to install the following gas lines: + 1. 4" gas line within the right-of-way of Opersteny Road, 2000 ft. NW of Old Reliance Rd.; ! 2. 6" gas line within the right-of-way of Old Reliance Rd.,. :i 1000 ft. NE of Opersteny Road; 3. 6" gas line within the right-of-way of Opersteny Road. 100 ft. NW of Old Reliance Road; 4. 6" gas line within the right-of-way of Opersteny Road. 5000 ft. SE of Hwy. 21, all in Precinct 3. On motion made by Commissioner Beard, seconded ' by Commissioner Wilcox, the Court unanimously voted to approve all four applications and authorized the construction. Helper- 8.00 per hour On motion made by Commissioner Wilcox, seconded by Commissioner Cooley, the Court unanimously voted to award the contract to 1 M b J Electric Co., Inc. S The Court next considered the following bids received for. materials and labor for duct work to be done in the jail for installation of an exhaust and ventilation system:` 1. Drew Woods, Inc. $8,608.00 2. Baggerly Mechanical, Inc. $7,800.00 { On motion made by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to accept the low bid made by Baggerly Mechanical, Inc. in the amount of $7,800.00. i On motion made by Commissioner Stasny, seconded by Commissioner Beard, the Court unanimously voted to approve the public weigher's bond + for,HenryG. Gritter in the amount of $2,500.00 with The Aetna Casualty. and Surety Co. of Hartford. Connecticut, as surety and the Deputy i Public Weigher's.bond for Louise Barker in the amount of $2,500.00 with Aetna Casualty and Surety Co. of Hartford. Connecticut, as surety. l 4 ' i SEPTEMBER 14, 1981 CONTINUED The Court next considered the request from Commissioner Stasny to advertise for bids for a tractor in Precinct 4. On motion made by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to authorize the publication. The Court next considered an Application for Soil Conservation Work submitted by Joe C. Patranella for work.to be done 2k miles north of Bryan on the Charlie Patranella property west of FM 974 in Pct. 4 to prevent gully erosion. On motion made by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously approved the application to authorize"the Commissioner to do the necessary work and set a completion date for March 1, 1982. The Court next considered the approval to pay the fee of $721.00 to renew membership with the National Association of Counties. On motion made by Commissioner Cooley, seconded by Commissioner Beard, the Court unanimously approved the fee to be paid. The Court next considered the invoice received from R. B. Butler, Inc. in the amount of $70,809.30 for modifications made to the Brazos County Courthouse Annex 6 Tax Office. On motion made by Commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to pay the invoice. H The Court proceeded to consider the following plats for approval: 1. Preliminary plat of LaBrisa VI in Pct. 4. On motion made by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to approve the preliminary plat as submitted. 2. Final plat of Old Spanish Trail, Phase II, in Precinct 4. After much discussion, on motion made by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted ' to accept the final plat subject to the installation of all stop signs and the submission of maintenance bond for the roads. ' 3. Final plat of Tabor Meadows in Precinct 2. After discussion and due to a preliminary plat not being submitted, action was deferred until the next meeting to allow the Court time to study the plat. The Court next heard a report from the committee who reviewed the l t: . ' bids received for oil and gas leases. Texas, was the best bidder and that they later met with... a representative of that firm to discuss leasing the Shop property on Pierce Street the Waco Street property and the Rodeo Arena/ 1 F - l s r i Livestock Pavillion as well as drilling possibilities. After discussion concerning the security of the equipment at the Shop on Waco Street and damage to the property by oil field equipment and trucks. Commissioner Cooley moved to authorize the County Judge to negotiate a lease with MCZ, Inc. on the above named properties. The motion was seconded by Commissioner Beard with Commissioner Cooley, Beard. Wilcox and the County Judge voting "Ate." Commissioner Stasny voted "No," whereupon the County Judge announced the motion carried. On motion made by Commissioner Beard. seconded by Commissioner Wilcox. the Court unanimously voted to authorize the advertisement for bids for oil and gas leases on Boonville Cemetery and the Brazos Center properties.
