Brazos County. Texas, beginning at j 10:00 A.M.~on Tuesday. June 23. 1981, with the following members of the Court present: R. J. Holmgreen. County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Cominissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. Mr. Williamson presented the Court with $1,000.00 to be used for parking facilities at the Rodeo Arena-Pavilior. located on Tabor Road. The Court next discussed leasing of county property for oil and gas purposes. It was the consensus of the Court to advertise for bids for proposals at the County Shop and Boone- ville Cemetery and research the records for county ownership of mineral rights to these properties. The Court next heard the final recommendation from Dr, Dan Colunga on a computer system for the county. Dr. Colunga 1 • C01•911ISSIONERS' COURT MEETING - JUNE 23, 1981 CONTINUED F-A 0.8 recommended the Sperry Univac system and the hiring of a Data Processing Manager. Commissioner Beard moved to authorize the County Judge to enter into negotiations with Sperry Univac and hire a Data Processing Manager. Notion was seconded by Commissioner Wilcox and carried unanimously. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court unanimously voted to pay the statement of Dr. Dan Colunga in the amount of $3,600.00 for computer ser- vices from April, 1981 through June, 1981. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court unanimously approved amendments to the 1981 Budget, a copy of which is attached to and made a part of these minutes. i i' I The Court then considered the following bids received.for crushed limestone: 1. Delta Materials Corp. - 225 tons @ $11.50/ton 2. Texas Crushed Stone Co. - 225 tons @ $2.10/ton On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to accept the low bid of Texas Crushed Stone Company. The Court next considered the following bids received for seal coat oil and prime oil: 1. Young Brothers - 7,000 al. seal coat oil @ $1.05/gal.; 6,500 gal, prime oil @ 1.05/gal. 2, Gulf States Asphat - 7,000•gal. seal coat oil @ $,78/gal.; 6,500 gal. prime oil @ $1.01/gal. - freight is $.039/gal. or $27.28 a load. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court unanimously voted to allow the Commissioners to inves- tigate the bids and award the bid to the best bidder. The Court next considered the following bids received for the sale of the L-8000 computer: 1. Custom Systems - $400.00 On motion by Commissioner Beard, seconded by Co=nissioner Cooley, the Court unanimously voted to reject all bids. The Court next considered the following bids received for 700 Object markers and 215 One-lane bridge signs: 1. Price Barricade - Object markers - $3.00 each; One-Lane bridge signs - $24.94 each. 2. Texas Dept, of Corrections - O biect markers - $3.00 each; One-lane bridge signs - $18.00 Itch. 3. Unique Designs - Object markers - $1.675 each; One-lane bridge signs - $21.31 each. 4. Safety Mark Supply Co. - Object markers - $1.53 each; One-lane bridge signs - $18.90 each Commissioner Beard moved to study all bids and award the bid to tLe best bidder. Motion was seconded by Commissioner Cooley and carried unanimously. The Court next considered the following bids received for three (3) mobile radios: 1. South Texas Communications - $859.40 each. 2. Culvers Service - $1521.00 each. 3. Skyline Communications - $1423.00 each. 4. General Electric - $1170.00 each. 5. Culvers Service - $4877.89 for 5 used radios Commissioner Cooley moved to investigate the bids and then award the bid to the best bidder. Motion was seconded by Commissioner Beard and carried unanimously. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court unanimously approved authorization for Pro- ducers Gas Company to install a natural gas pipeline within the right-of-wa7 of Rocl- Prairie Road in Precinct 1. A copy of the application is attahced to and made a part of these minutes. The Court then heard a request from Jack Cumpton for authorization to advertise for bids for courtroom furniture with a budget of $15,000. He introduced the overall parking scheme with Washington Avenue and 26th Street being closed to through traffic. After much discussion and on motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to request the City of Bryan to close Washington Avenue and 26th Street. Commissioner Cooley further moved to accept the Preliminary Schematics and to proceed with Phase 11 of these designs and to go out for bids for the demolition of buildings on the Lilly property. Motion was seconded by Commissioner Beard and carried unanimously. On motion by Commissioner Cooley, seconded by Commissioner Board, the Court unanimously voted to pay two (2) statements from Jack Cumpton in the amounts of $74,915.00 and $2,542.12 for architectural services on the courthouse modifications and additions. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court unanimously voted to purchase and pay for a portable steam cleaner from Baily Oxygen Supply in the amount of $749.20 for the County shop.
