HomeMy WebLinkAbout1981-01-26-1000AM-SpecialVoLjo PACE '731 COMMISSIONERS' COURT SPECIAL MEETING JANUARY 26, 1981 A special meeting of the Commissionerd' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10 00 A.M. on Monday, January 26, 1981, with the following members of the Court present R. J. Holmgreen, County Judge, presiding. Bill J. Cooley, Commissioner of Precinct 1, Walter Wilcox, Commissioner of Precinct 2, Billy E. Beard, Commissioner of Precinct 3, W A Stasny, Commissioner of Precinct 4, Frank Boriskie, County Clerk. The following citizens and officials were in attendance. Carl S. Colunga & Associates, Consultants Citizen Sheriff R The Eagle WTAW KTAM/KORA State Dept, of Highways & Transportation Gulf Oil Corporation KAMU-TV KAMU-TV The Court first heard a presentation by Dr. George White, President of the Brazos Valley Veterinary Medical Association. Dr. White stated that there has been two (2) confirmed cases of rabies in Brazos County this year, but the Association does not feel that there is cause for alarm at this time, however he did urge all citizens to have their pets innoculated against rabies. Dr. Dan Colunga, Associate Professor of Computer Science presented his report of the computer study for Brazos County. The Court asked Dr, Colunga to return on Friday, January 30, 1981 to discuss the report and answer any questions arising from the study. Mr, Mark Trostle recommended an aerial application of "AMDRO" a highly biodegradable pesticide. The total cost of the Program would be approximately $300,000.00 and would be shared by the United States Department of Agriculture paying 50 percent, Texas Department of Agriculture paying 25 percent, and county landowners paying 25 percent On motion by Commis- sioner Beard, seconded by Commissioner Stasny, the Court voted unanimously to present a Resolution Of Intent to the Commis- sioner of Agriculture D D Williamson advised the Court that the 1981 Traffic Safety Study revealed a need for a Barricade Program for Brazos County and that there is $2,000 available for its implementation. The Program would require the County to initiate a permitting and enforcement system for barricading of construction sites along County roads After discussion, Commissioner Cooley moved to authorize the County Judge to enter into an agreement and to revise the County's current permit for utilization of County right-of-way to include the barricading of all construc- tion sites and to advise all organizations that have a blanket permit of the requirement. Motion was seconded by Commissioner Wilcox and carried unanimously. A copy of such permit is attached to and made a part of these minutes. D. Henry Linda Pringle On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court voted unanimously to pay the 1981 membership dues to the County Judges and Commissioners Association of Texas in the amount of $100,00. The Court next considered payment of fire calls for the month of December, 1980 to the City of College Station in the amount of $317.06. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court unanimously voted to pay the City of College Station in the amount of $317.06. On motion by Commissioner Beard, seconded by Commissioner Stasny, the Court unanimously voted to approve an Amendment to the Juvenile Probation 1981 Budget, a copy of which is attached to and made a part of these minutes. The Court next considered the following bids for the pur- chase of one pick up truck for Precinct 3; 1, Beal Ford - $7,602.10 2. Ted Wilkinson - $7,602,25 3. Tom Light Chevrolet - $7,480,45 4, Halsell Motor Co. - $7,026.00 On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to authorize the Commis- sioner of Precinct 3 to review and evaluate the bids and award the bid to the best bidder, The Court next considered bids for the purchase of one flexible rotary mower for Precinct 3 as follows: Brazos Machinery Company - $7,650.00 Commissioner Cooley moved to allow the Commissioner of Precinct 3 to accept the only bid received. Motion was seconded by Commissioner Stasny and carried unanimously. The Court next considered a request by W E. General Fund Claims 153 through 268, omitting 189 & 228 County Sloop Claims 18 through 22 t va COMMISSIONERS' COURT MEETING - JANUARY 26, 1981 CONTINUED NOL-12PAGE IqV` Precinct 1 Claims 20 through 24 Precinct 2 Claims 24 through 28 Precinct 3 Claims 14 through 18 Precinct 4 Claims 6 On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to pay the Claims as sub- witted, The County Judge advised the Court that Clyde Day, Justice of the Peace, Precinct 1 had successfully completed a twenty hour course in the responsibilities of the office of Justice of the Peace as required in Article 5972 of the Texas Revised Civil Statutes The Court next considered the State Department of High- ways and Transportation's Bridge Replacement Program. The program requires the Commissioners' Court to submit a list of bridges for replacement to be considered for funding by the Highway Commission. The County would be responsible for 20 percent of construction cost On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court voted unan- imously to submit the following bridges a) London Bridge on Turkey Creek on Jones Road in Precinct 4; b) Wixon Creek Bridge on Wixon Creek on Dilly Shaw Tap Road in Precinct 2.
