COMMISSIONERS' COURT
SPECIAL MEETING
I DECEMBER 29, 1980
A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in
the Courthouse in Bryai, Brazos County, Texas, beginning at
10.00 A.M. on Monday, December 29, 1980, with the following
members of the Court present
R. J. Holmgreen, County Judge, presiding-
Bill J. Cooley, Commissioner of Precinct 1,
Walter Wilcox, Commissioner of Precinct 2,
Billy E Beard, Commissioner of Precinct 3,
W A Stasny, Commissioner of Precinct 4,
Frank Boriskie, County Clerk

The Court first considered Amendments to the 1980 Budget.
On motion by Commissioner Cooley, seconded by Commissioner
Wilcox, the Court unanimously approved the Amendments to the
1980 Budget, a copy of which is attached to and made a part
of these minutes.
The Court next considered Amendments to the 1981 Budget
On motion by Commissioner Cooley, seconded by Commissioner
Beard, the Court unanimously approved the Amendments to the
1981 Budget as submitted, a copy of which is attached to and
made a part of these minutes

The Court next considered the following bids for five
(5) vehicles for the Sheriff's office
1. Halsell Motor Company
a. 1 - 1980 Dodge - $7,829 00
b 5 - 1981 Dodge - $7,829 00 each
2. Beal Ford
a. 4 - 1981 Ford - $8,160 00 each
3 Tom Light Chevrolet
a. 5 - 1981 Chevrolet - $8,481 00 each
Commissioner Cooley moved to accept the low bid of Halsell
Motor Company and authorized the Sheriff to negotiate the bid
down to the budgeted amount of $39,000 00. Motion was seconded
by Commissioner Beard and carried unanimously
The Court next considered the following bids for radio
equipment for the Volunteer Fire Departments
1. Culver's Service - 12 fully equipped radios - $8,421.88
2. Bryan Industrial Electronics, Inc - 12 fully
equipped radios - $7,626.00
On motion by Commissioner Cooley, seconded by Commissioner
Stasny, the Court voted unanimously to refer the bids to Mr
0 L Pate and authorized him to accept the low bid for the
specified equipment
The Court proceeded to consider the following Claims
submitted by the County Auditor for payment
General Fund Claims 4117 through 4158
Capital Impr Prop. II Claims 14 through 15
Precinct 3 Claims 320 through 330,
330 being reduced
to $2,400 00
On motion by Commissioner Wilcox, seconded by Commissioner
Cooley, the Court unanimously voted to pay the Claims as sub-
matted

On motion by Commissioner Cooley, seconded by Commissioner
Stasny, the Court unanimously voted to approve Certificates of
Correction Nos. 1334 -1335 and Certificates of Cancellation No.
10695 as presented by the Tax office

On motion by Commissioner Beard, seconded by Commissioner
Wilcox, the Court unanimously voted to adopt a Resolution allow-
ing the consumption or possession of alcoholic beverages between
the hours of 12 01 A M and 1 15 A M on January 1 A copy of
such Resolution is attached to and made a part of these minutes
There being no further business to come before the Court,
the meeting was adjourned.

RESOLUTION
A RESOLUTION ALLOWING THE CONSUMPTION OR POSSESSION OF ALCO-
HOLIC BEVERAGES IN ANY PUBLIC PLACE OUTSIDE THE CITY LIMITS
OF THE INCORPORATED CITIES BETWEEN 12 01 A M AND 1 15 A M
ON JANUARY 1 AND ALLOWING THE SALE OF ALCOHOLIC BEVERAGES IN
ANY PUBLIC PLACE OUTSIDE THE CITY LIMITS OF THE TWO INCORPOR-
ATED CITIES BETWEEN THE HOURS OF 12 01 A M AND 1 15 A M ON
JANUARY 1.
BE IT RESOLVED BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY
TEXAS
That is shall be lawful for any person outside the city
limits of the two incorporated cities to consume any alcoholic
beverage in any public place or for any person to possess any.
alcoholic beverage in any public place for the purpose of
consuming the same in such public place at any time on January
1 between the hours of 12 01 A M. and 1 15 A M
That is shall be lawful for any person outside the city
limits of the two incorporated cities to sell any alcoholic
beverage in any public place for the purpose of consuming
the same in such public place at any time on January 1, between
the hours of 12 01 A M and 1 15 A M
Such authorization to become effective January 1, 1981
and to remain in force until such Resolution is amended by
this Court,
