COMMISSIONERS' COURT
SPECIAL MEETING
NOVEMBER 5, 1980
A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in
the Courthouse in Bryan, Brazos County, Texas, beginning at
10 00 A M on Wednesday, November 5, 1980 with the following
members of the Court present

The Court first considered an application to the Texas
Department Of Community Affairs for 1981 State Youth Conser-
vation Corps Funding It is understood that the project will
be implemented during summer, 1981 After having the program
explained Commissioner Cooley moved to authorize the County
Judge to make application on behalf of Brazos County for the
grant Motion was seconded by the County Judge and carried
unanimously

The County Judge then opened the Public Hearing on the
1981 Revenue Sharing Budget
Belle Zal representing the League of Women Voters of
Brazos County recommmended that an advisory committee of citi-
zens should be asked how to spend the Revenue Sharing Use Funds.
The Court received no further comments on the Revenue
Sharing portion of the budget On motion by Commissioner
Wilcox, seconded by Commissioner Stasny, the Court unanimously
voted to approve the 1981 Revenue Sharing Budget for Brazos
County, Texas
The County Judge announced that the Court would continue
on the Public Hearing on the Brazos County Budget for 1981
The County Judge recommended that the Budget be amended
due to omissions as follows
1. 85th District Court - Part -time baliff salary,
increase of $4,200
2. 272nd District Court - Part -time baliff salary,
increase of $4,200
3. Tax Assessor- Collector - increase rental of equip-
ment by $1,500 00 and increase valuation services
by $20,000 00.
Travis Bryan, District Attorney, thanked the Court for
the help he had received. He pointed out that he would like
to have an investigator considered for the next budget year
He also asked the Court to investigate the possibility of
obtaining Lawyers Professional Liability Insurance for all
the prosecutors on the county payroll
Carolyn Hensarling, Justice of the Peace, thanked the
Court for the considerations given to all of the Justices of
the Peace.
Gerald Winn, Tax Assessor - Collector, requested the Court
to look at the Head Bookkeeper's salary in relationship to
• those responsibilities.

`f Dr. Tom Payne, President of the Brazos County Firefighters

Association, presented the proposed fire protection budget.
l�This budget would require an additional $25,000 for commun-
ications and equipment maintenance to the amount budgeted

by the Court
Tom Lyons, representing Millican Volunteer Fire Depart -
1
ment, informed the Court that Millican did not approve the
constitution of the Brazos County Firefighters Association
He would like the Court to support all the fire departments
in the county
Clyde Day, Millican Volunteer Fire Department, feels that
all rural fire departments should stand on their own without
funding from the county.
Belle Zal stated the League Of Women Voters support all
the county's funding for Bridge House and would like the
Court to explore hiring a County Engineer for road work
The Court then recessed until 1 30 P.M.

The Court reconvened at 1 40 P M and heard from F. D.
Bennett on fire protection He advised the Court that Precinct
2 Volunteer Fire Department had raised considerable funds and
urged the Court to assist the fire departments in a minimal
amount

j Bobby Yeager, Sheriff, addressed the dispatch service for
fire calls steming from his office. He is attempting to
remedy the problems which have been reported and asked that
the fire departments voice all complaints directly to him
Commissioner Cooley thanked all members of the Court for
supporting the Sanitary Land Fill

ations given to his department. He advised the Court that
the personnel management report shows the office to be 15
percent under staffed
Shirley Plapp, Retired Senior Volunteer Program, thanked
the Court for all of the support and assistance to the program.
Jody Bates, Arts Council of Brazos Valley, thanked the
Court for past support and outlined some of the functions of
the organization
Tom Sistrunk, County Extension Agent, thanked the Court
for their support
After hearing the various requests Commissioner Stasny
moved to approve the 1981 Budget with the amendments proposed
by the County Judge due to omissions. The motion was seconded
by Commissioner Cooley and carried unanimously, whereupon the
County Judge announced the 1981 Budget for Brazos County,
Texas was adopted
There being; no further business to come before the Court,
the meeting was adjourned
