J Holmgreen, County Judge, presiding Bill J Cooley, Commissioner of Precinct 1, Walter Wilcox, Commissioner of Precinct 2, H L Cargill, Commissioner of Precinct 3, W A Stasny, Commissioner of Precinct 4, Frank Boriski.e, County Clerk The following citizens and officials were present Tammy L Pardi James E Vance W R Klemm Doris M Klemm Davis McGill A E Newcomb Phyllis G Presley Jon Heidtke Buddy Winn Loraine E Locke John Morris KAGC Radio Citizen Citizen Citizen Citizen Citizen a WTAW KAHN -TV Tax Assessor- Collector Citizen The Eagle The County Judge opened the meeting and announced this to be the public hearing for the purpose of discussing the pro- posed tax rate of $ 38 for the 1980 tax year and stated this to be a 56 percent increase above the rate published by the Tax Assessor - Collector The Court heard from James E Vance commenting on the IN condition of the road that abuts his property Mr Vance I' jstated that he doesn't mind paying taxes but he is against paying nigher taxes until he gets what he now pays for 1 Dr W R Klemm addressed the Court and stated that there were problems with the roads and bridges in the area where he lives also Dr. Klemm requested a clarification of the 56 ! percent increase and inquired as to the possibility of publish - i 4 r • _ l♦ tyA .] w 1A ,` J i. f Y •""!}'^"' Lrf 1 t. ! Y 1 l ! _.rte COMMISSIONERS' COURT MEETING - SEPTEMBER 2, 1980 CONTINUED VOL _OL PAGE ing the county's budget to allow the public to see just how the money is appropriated and spent Mrs. Doris Klemm also commented on the condition of the roads in the rural area and inquired as to the possibility of pooling all monies for county roads and having a county engineer to oversee all roads Mrs Klemm also asked if there were federal funds available to improve the jail, courthouse and roads, and if there was a pay increase involved in the increase Mr Lonnie Locke was present and challenged the 56 percent increase that was published, as being a true percentage and asked if the $ 05 for retirement of the county's bonds was part of the published figure Mr Albert Newcomb responded to statements made by persons in the audience who felt that the county should be receiving sufficient revenue from oil to upgrade the roads He quoted figures from his tax statements and stated that in his opinion the county could not possibly upgrade the roads if the percent- age received was no greater than on his tax notice There being no further comments from the audience, the County Judge, at 6 05 P M announced the public hearing closed and asked for a motion to increase the tax rate and to set the date and time for the official setting of the tax rate Com- missioner Stasny moved to increase the 1980 tax rate by 56 percent above the rate published by the Tax Assessor- Collector and to set Monday, Spetember 8, 1980, at 10 00 A M as the date and time to officially set the 1980 tax rate on all real pro- perty in Brazos County, all in accordance with law The motion was seconded by Commissioner Cooley, with Commissioners Stasny, Cooley, Wilcox and the County Judge voting "Aye" Commissioner Cargill voted "No ", whereupon the County Judge announced the motion carried and the official date for setting the 1980 tax rate to be September 8, 1980, at 10 00 A M.
