' 'SPECIAL MEETING
APRIL 7, 1980
A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10 00
A M on Monday, April 7, 1980, with the following members of
the Court present

Bill J Cooley, Commissioner of Precinct 1,
Walter Wilcox, Commissioner of Precinct 2,
H L Cargill, Commissioner of Precinct 3,

The first natter to come before the Court was the consider-
ation of Applications For Massage Parlor Operator's Permits
District Attorney, Travis B Bryan II1, and Detective Gulledge
representing the Sheriff's Department were present to report
the findings of their investigations on the applicants and appli-
cations
COMMISSIONERS' COURT MEETING - APRIL 7, 1980 CONTINUED
Robert Goodman for Lion's Den Detective Gulledge reported
that the necessary finger prints had been filed and his investi-
gation revealed no cause to withhold the permit District
Attorney Travis Bryan III reported he found two irregularities
when investigating the application, 1) the location of the bus-
iness is not in the permitted area as designated by the Commis-
sioners' Court, 2) that the answer regarding the name and address
of the actual owner of the premises to be covered by the permit
to be incorrect Mr Bryan stated that according to the Deed
records the legal owner is Raymond Conti not Robert Goodman
Mr Bryan further stated that due to a wrong answer to this
question the Court could deny the permit according to Section
8 of the County resolution and recommended the permit be denied
Mr Goodman stated that he misunderstood the question, that he
leases the premises from Raymond Conti but is the legal owner

Deirdre Ann Linthwaite for Lady T's Massage Clinic
Detective Gulledge reported that finger prints had been filed
in the Sheriff's office and he found no reason to withhold the

permit according to the County regulations District Attorney

Travis Bryan III reported that he found the application to be
in order In view of these reports Commissioner Stasny moved
! to approve the application for Lady T's Massage Clinic and to
authorize the County Clerk to issue the required Permit The
jmotion was seconded by Commissioner Cargill and carried unani-
mously

W T Brown for Ann's Spa Detective Gulledge reported

tions On motion by Commissioner Stasny, seconded by Commissioner
Wilcox, the Court voted unanimously to approve the application
and authorized the County Clerk to issue the necessary Permit
to Ann's Spa

of the business Mr Goodman further stated that he was in
business at the time the resolution was passed by the Court
and requested that his application be considered under the
grandfather clause The County Judge advised Mr Goodman that
the resolution did not contain a grandfather clause and re-
commended denial of the permit Commissioner Cooley moved that
the application for the Lion's Den be denied The motion was
seconded by Commissioner Cargill and carried unanimously
On motion by Commissioner Stasny, seconded by Commissioner
Cargill, the Court voted unanimously to appoint W R Crookshank
to the Texas Veteran's Land Board County Committee to fill the
vacancy created by the resignation of Walter Britten
Commissioner Cooley requested authorization to pay his
precinct workers for time worked beyond their normal working
hours After discussion Commissioner Cooley moved to authorize
the payment of all precinct workers for time worked beyond
their normal working hours and authQrized the County Auditor
to pay them accordingly Motion was seconded by Commissioner
Wilcox and carried unanimously
There being no further business to come before the Court,
the County Judge announced the meeting adjourned
