COMMISSIONERS' COURT
SPECIAL MEETING
JANUARY 31, 1980

A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in
the Courthouse in Bryan, Brazos County, Texas, beginning at
9 00 A M on Thursday, January 31, 1980, with the following
members of the Court present
R J Holmgreen, County Judge, presiding
Walter Wilcox, Commissioner of Precinct 2,
H L Cargill, Commissioner of Precinct 3,
W A Stasny, Commissioner of Precinct 4,
Frank Boriskie, County Clerk
The following citizens and officials were in attendance.

John Morris The Eagle
Greg Moses KBTX -TV
Wm H McLeod Texas Voting Systems
The Court first considered the adoption of the Order
canvassing the returns of the bond election held January 26,
1980 On motion by Commissioner Wilcox, seconded by Commissioner
Cargill, the Court unanimously voted to adopt the Order, a
copy of which is attached to and made a part of these minutes.
The Court next reconsidered the Contract for Appraisal
Services between Brazos County and Pritchard and Abbott. An

f amendment had been added to the contract should the county elect
to enter into a single appraisal district prior to the second
i
year of the contract, said contract will become null and void
without penalty or payment On motion by Commissioner Cargill,
seconded by Commissioner Wilcox, the Court unanimously voted
to enter into the agreement.
The County Judge next announced the swearing in of the
Brazos County Appraisal Board and read the elected officers
as follows

The Court next considered the request by the Justice of
the Peaces for travel expenses which had been passed at the
previous meeting. The Court had much discussion on the sub-
ject of what type of compensation was needed. Commissioner
Wilcox moved to set up compensation on a basis of $ 20 per
mile for all duties performed at times considered emergencies
and to reevaluate the situation in ninety (90) days if the
Court so desire Motion was seconded by Commissioner Cargill
and carried unanimously
On motion by Commissioner Wilcox, seconded by Commissioner
Cargill, the Court unanimously voted to advertise for bids for
the purchase of sixty -four (64) ballot boxes and thirty -four
(34) transfer cases
There being no further business to come before the Court,
the County Judge announced the meeting adjourned.

AND DECLARING RESULTS OF ELECTI(
THE STATE OF TEXAS S
COUNTY OF BRAZOS S
WHEREAS, an election was held in BRAZOS I
(the "County "), on January 26, 1980, at which two propositions.
relating to the issuance of bonds and the levy of taxes to pay
said bonds, respectively, were submitted in accordance with
law; and
WHEREAS, all resident, qualified electors of the County
were entitled to vote on the propositions; and
WHEREAS, 4080 votes were cast in said election as
follows:

PROPOSITION 1
FOR THE ISSUANCE OF COURTHOUSE AND
JAIL BUILDING BONDS AND THE LEVYING
OF THE TAX IN PAYMENT THEREOF . . . . . 2762 votes
AGAINST THE ISSUANCE OF COURTHOUSE
AND JAIL BUILDING BONDS AND THE
LEVYING OF THE TAX IN PAYMENT THEREOF . 1244 votes
PROPOSITION 2
FOR THE ISSUANCE OF OFFICE OR
COURTS OR JAIL BUILDING BONDS AND
THE LEVYING OF THE TAX IN PAYMENT
THEREOF . . . . . . . . . . . . . . . . 2659 votes
AGAINST THE ISSUANCE OF OFFICE OR
COURTS OR JAIL BUILDING BONDS AND
THE LEVYING OF THE TAX IN PAYMENT
THEREOF . . . . . . . 1301 votes
WHEREAS, the above totals are shown in the official elec-
tion returns heretofore submitted to the Commissioners Court
of the County and filed with the County Clerk of the County;
and
WHEREAS, the election was called and held in all respects
under and in strict conformity with the Constitution and laws
of the State of Texas and of the United States of America;

THEREFORE, BE IT ORDERED BY THE COMMISSIONERS COURT OF
BRAZOS COUNTY, TEXAS, THAT:
Section 1. The matters and facts recited in the above
preamble of this order are found to be true and correct.
r Section 2. The election held in the County on the 26th
day of January, 1980, and which is more fully described in the
preamble of this order, was called and notice thereof given in
accordance with law; the election was held in all respects in
conformity with law; only resident, qualified electors of the
County voted at the election; returns of the election have been
lawfully made by the proper officers] the election has resulted
favorably to the issuance of the bonds of the County described
in the propositions submitted at the election and the levy and
collection of the tax in payment thereof; and more than the

necessary majority of the qualified voters voting at the election
have voted in favor thereof.
Section 3. The Commissioners Court of the County is au-
thorized to issue all of the bonds described in the aforesaid
propositions, to levy and collect taxes in payment thereof, and
to do any and all things necessary or convenient in connection
therewith.
Section 4. It is hereby officially found and determined
that the need of the County for such financing creates an emer-
gency and an urgent public necessity for the holding, at the
scheduled time, of the meeting at which this order is adopted
and for the adoption of this order; and the NOTICE OF MEETING
relating to said meeting and heretofore posted by the County-
Clerk of the County, and the posting thereof, are hereby au-
thorized, approved, adopted, ratified, and confirmed.
PASSED AND APPROVED this 31st day of January , 1980.
