The Court heard a presentation on the I~ Central Texas Higher Education Authority offering low interest 4 long term loans to students in the Central Texas area After ~ ~!I much discussion and on motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously approved the adoption of a Resolution authorizing the authority to operate in Brazos County a copy of which is attached to and made a part of these minutes. The Court next heard a request by Ira Lewis Captain of the Reserve Sheriff Deputies for funds for uniforms On motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to appropriate $2,300 00 for uniforms for the Reserve Deputies. ` Sarah Ryan, Child Services Attorney, advised the Court of her intent to resign effective December 31, 1979. Ms Ryan informed the Court of anticipated changes in the Child Support Contract, between Brazos County and the Department of Human ` Resources. These changes to be reviewed at such time as the Contract is presented for renewal ' , I ' The Court proceeded to canvass the results of the Consti- tutional Amendment Election held Tuesday, November 6, 1979, according to the accumulative tabulation of the electronic counting device showing that 1,284 votes were cast as follows. Amendment 1 - 650 For , 623 Against Amendment 2 - 388 For 876 Against Amendment 3 - 826 For 426 Against ' r On motion by Commissioner Cooley, seconded by Commissioner I Stasny, the Court voted unanimously to accept the above results as true and correct and ordered the results recorded in the t, Y Y H County Clerk's office and certified to the Secretary of State, , all in accordance with law. I f I- i I l r, r r I On motion by Commissioner Cargill, seconded by Commissioner Wilcox, the Court unanimously voted to appoint Jessie Botkin as Manager of Data Processing and Sue Randle as Data Processing Supervisor, effective November 1, 1979 I On motion by Commissioner Cargill, seconded by Commissioner Wilcox, the Court unanimously voted to accept Steep Hollow Circle as a County road The Court next considered payment of fire calls for the month of October, 1979 On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously approved payment of fire calls to the City of Bryan in the amount of $1,088 82 and to the City of College Station in the amount of $1,770 13 r On motion by Commissioner Wilcox, seconded by Commissioner Stasny, the Court unanimously approved payment to Jack Cumpton, Architect, in the amount of $4,050 00 for planning and prepara- tion for jail and courthouse improvement study. Next to be considered were bids for a skid mount unit for the Precinct 1 Volunteer Fire Department. The County Judge announced that only one bid had been received and that being from W A Neel & Associates in the amount of $4,496 00 On motion by Commissioner Stasny, seconded by Commissioner Cooley, i the Court voted unanimously to accept the only bid received and authorized the purchase The Court next considered bids for a metal portable build- ing for the Brazos Center as follows Morgan Portable Building Corp - $1,200 Wolf Portable Buildings - $1,481 60 At this time the County Judge advised the Court that the portable Hospital belonging to Civil Defense would have to be moved from COMMISSIONERS' COURT MEETING -`NOVEMBER 12, 1979 CONTINUED' s VGL_Q_PAGE_3Z4 , y S its present site and he was in the process of determining the cost of moving and looking for a location. He further advised the Court that he would investigate the possibility of locating it at the Brazos Center with joint usage by both organizations. After discussion Commissioner Cooley moved to authorize the County Judge to negotiate the removal of the portable Hospital and if necessary to accept the low bid of Morgan in the amount of $1,200. The motion was seconded by Commissioner Stasny with Commissioners Cargill, Cooley and Stasny voting Aye Commissioner Wilcox announced present The Court proceeded to consider the Final Plat of LA BRISA SUBDIVISION, PHASE I in Precinct 4 and the extra territorial jurisdiction of the City of Bryan. The concensus of the Court was that the County Judge should investigate the law and what was required to initiate the tax There being no further business to come before the Court, the County Judge announced the meeting adjourned Wit,: _PACIE 17i" ^t {_Y I r/ 1 9 ~ V®LD.PAGE~ 2116 AN ORDER by the Commissioners' Court of Brazos County,-p,, ~;I r Texas, relating to higher education authorities, established under Chapter 53 of the Texas Education Code and requesting that such corporations proceed with the acquisition of student loan notes WHEREAS, the Cities of Bryan and College Station, Texas, ; have heretofore requested that certain individuals organize or reorganize a non-profit corporation to be operated exclusively for the purpose of acquiring student loan notes and proposes to utilize bond proceeds to purchase student loan notes of students who are or have been enrolled for post secondary education at the college or university level in those Counties where the Corporation has been requested to exercise its powers by the Commissioners' Court of such County, and WHEREAS, it is imperative that the individuals have an opportunity to further their education at the college or university level if such individuals are willing to assume the undertaking and the responsibility thereof, including the obligation to pay the cost of such education in later years as permitted by law, and the proposed financing by the Corporation will have the effect of making such loans available to worthy students, and WHEREAS, another non-profit corporation, the Central Texas Higher Education Authority, Inc., has been organized for the identical purpose and has indicated a willingness to operate in this County for a period of time until the non-profit corporation (whose directors are to be appointed by the said Cities) is in position to acquire student loan notes, now, therefore, BE IT ORDERED, ADJUDGED AND DECREED BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS SECTION 1 That the loan program to be undertaken by a non-pro it corporation at the request of the Cities of Bryan and College Station, Texas, pursuant to Section 53 47 of the Texas Education Code, as described in the preamble hereof is hereby approved SECTION 2 The non-profit corporation to be organized gr reorganize at the request of the said Cities is requested to exercise its powers to acquire student loan notes incurred under the Higher Education Act of 1965, as amended, or guaranteed by the Texas Guaranteed Student Loan Corporation (or other Guaranty Agency) by acquiring the notes executed by persons who at the time of the making of such notes reside within this County or attend a post secondary school at the college or university level within this County.
