J. 11olmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, H. L. Cargill, Commissioner of Precinct 3; W. A. Tim Cummins The Eagle { r,l On motion by Commissioner Stasny, seconded by Commissioner Cooley, the minutes of the meetings held March 12, 1979 were examined and approved without change. = The Court next recognized the present Grand Jury and heard a presentation from Ms. Kathleen Kenefick, foreman, who made the following comments and recommendations: 1. Commended the law enforcement and judicial officials for their high degree of dedication to the protection of the public, 2. Expressed appreciation to the District Attorney's office for the tact and consideration shown in their efforts to pursue facts and protect the rights of individuals. 3., Recommended that the Sheriff's Department and District Clerk insure that each bail bondsman fulfill legal requirements for surety and beep accurate records of the o4tatan4ing bond, 4. Recommended the District Attorney vigorously pursue bond forfeitures and collections. 59 Recommended futureGrand Juries,}meet twice monthly due to the increasing crime rate. 6. Recommended enlarging the regional crime laboratory to expedite the preparation of evidence in compli- ance with the speedy trial act. Recommended that future Grand Juries receive written instructional material prepared by,legal officials prior to the first meeting. 8. Encouraged local citizens, schools, businesses, news media, governmental and private agencies to 4 work toward the elimination and treatment of the increasing drug abuse problems of the County. 9. Recommended, because of the serious rise in the crime rate and the increasing work load in both the Sheriff and District Attorney's Offices, that funds for additional staff and equipment be made available for these officials. 10. Recommended that the new District Court be implemented, immediately. 11. Recommended that all property in Brazos County be re-assessed at current market value to enable proper funding of the above mentioned recommenda- tions. 12.E Commended the Commissioners' Court of Brazos County and are deeply appreciative of their willingness to deal with the increasing responsibilities of county government. Questions were asked by other members of the Grand Jury. After hearing recommendations by the Grand Jury, the i ;Commissioners thanked them for their encouragement and under- standing. The County Judge also announced that a study com- mittee would be appointed for a twenty year master plan study for apace utilization within the Courthouse. The Court next considered an application from Amalgamated Bonanza Petroleum Limited for authorization to lay a 4" natural gas pipeline in the right-of-way of Riley Road ih Precinct 3. ' Commissioner Cargill moved to grant the application. Motion was seconded by Commissioner Wilcox and carried unanimously. The County Judge announced that the Depository Pledge Contract with the First National Bank had been approved by the State Comptroller and that the Court must now,pass an order designating it as Brazos County0s Depository for the 1979-80 biennium. Commissioner Wilcox moved to designate First National Bank as County Depository. The cgotion was seconded by Commis- ,I sioner Stasny, with Commissioners Wilcox, Stasny and Cargill voting AYE. I. Welch Subdivision that was presented. Those minutes should be amended to read= "On motion by Commissioner Wilcox, seconded by If Commissioner Stasny, the Court unanimously voted ' to approve the Plat of the N. R. Welch Subdivision subject to the addition of the name appearing on the Plat, the certificate of the surveyor and the certificate of the County Clerk, and with the understanding that the County will not be respon- sible for the construction, repair or maintenance of any public road within the subdivision." s~ On motion by Commissioner Wilcox, seconded by Commissioner Stasny, I the Court unanimously voted to amend the minutes of the above referenced meeting. The Court next recognized Mr. Roy Sedwick of the Texas Depart- ment of Water Resources. Mr. Sedwick who gave a presentation on Flood Control and Flood insurance. A discussion followed on how this would effect Brazos County. Much discussion was had on the I advantages and disadvantages of the program, responsibilities of the County and various methods the program could be handled. No action was taken at this time.
