M. on Mon- day, December 11, 1978, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, H. L. Cargill, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4, Frank Boriskie, County Clerk. The Court received, approved and ordered filed as submitted the following reports for November, 1978: William Sistrunk, County Extension Agent, Curtis Taylor, Jr., County Extension Agent; LeRoy Grebe, Jr., County Extension Agent; Mable Walker, County Extension Agent, Wanda L. D. Burley, District Clerk Michael Reed, KTAM, Radio Bill Havis, Harris, Havins and Co. Mary Nichols, County Auditor Burce Kates, KBTX-TV Florence White, League Of Women Voters R. J. Holmgreen Buddy Winn, Tax Assessor-Collector Charles Porter, Western Data Services George Singleton, Western Data Services Bobby H Yeager, Sheriff John Morris, The Eagle The Court examined and approved the minutes of the meetings for July 10, 1978 through November 27, 1978, without change. The County Judge recognized Buddy Winn, Tax Assessor-Collector who was present to discuss the change in the proposal accepted at approved at an earlier meeting for two teleterminals and a printer to assist the Tax Office in voter registration and the tax roll. George Singleton, with Western Data Services advised the Court that due to the authorized increase in rates by the telephone company the cost of the equipment proposed would have to be increased and that his suggestion to the Court would be to install two teleterm- inals and not the printer. Mr. Singleton advised the Court that this would still allow the Tax Office to upgrade the services in the office and that all matter that needed to be printed would be done in the office in Waxahachie and delivered to Brazos County by Purolator courier. The Court next discussed a proposal by Mobil Oil Company for the relocation of its tansmission lines to accomodate the extension of FM 60. Such proposal to be in the amount of $18,983. After dis- cussion Commissioner Cooley moved to accept the proposal at a maximum amount of $18,983 and authorize the County Judge to negotiate the proposal down if at all possible and that all costs be paid out of the State Lateral Road Fund. The motion was seconded by Commissioner Cargill and carried unanimously. The Court next considered the following statements for work complteted at the Regional Multi-Use Facility: V®L,LPAGE 17S ' ~f r VOL 0- PACE ilk Soil Mechanics, Inc. $180.00 ' Thurmond and Stuart $74,508.30 On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court unanimously voted to approve the statements at submitted. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unaimously voted to approve the bond of Carolyn Hensarling, Justice of the Peace, Precinct 4, Place 2, in the amount of $5,000. The Court next considered Requests For Change In Status for the following employees: LeRoy Grebe, Jr., County Extension Agent Roberta Katherine Fay, Probation Department Timothy Nick Regini, Sheriff's Department Mary Ann Wolman, District Attorney's Office Jackie H. Watson, District Clerk's Office Om motion by Commissioner Wilcox, seconded by Commissioner Stasny, the Court unanimously voted to approve the Requests as submitted. The Court next considered proposals for an independent audit of all county funds for the year 1978. The County Judge noted that proper notice had been given by publication and that two bids had been received and those are as follows: Martin, Slovacek & Thompson proposed an approximate amount not to exceed $19,500 plus out -of-pocket expenses. Harris, Havins & Co. proposed an approximate amount of $25,000 plus mileage and expenses in the actual amount incurred. The Court heard from Ed Slovacek representing Martin,'Slovacek & Thompson and from Bill Havins, representing Harris, Havins & Co. and after discussion and on motion by Commissioner Stasny, seconded by Commissioner Wilcox unanimously voted to study the proposals further and consider the matter at the meeting to be held December 21$t. On motion by Com- missioner Wilcox, seconded by Commissioner Cargill, the Court un- animously voted to adopt both Resolutions and confirm the appoint- ments of William R. Vance, Mrs. Thelma van Overbeek and Dr. S. S. Cox as Brazos County's representatives. On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to appoint Topaz Hughes and Helen Otterstad to the Child Welfare Board. On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to appoint Frank Kalenec as Deputy Constable for Precinct 4 with the understanding that Mr. Kalenec would draw no salary. The Court next received and reviewed the following plats: 1. Preliminary Plat of MEADOWLARK ADDITION, PHASE II, in Precinct 4. After careful review of the plat and on motion by Commissioner Stasny, seconded by Commis- sioner Cargill, the Court unanimously voted to approve the plat subject to the addition of a drainage easement along the westerly corner of the subdivision. 2. Preliminary Plat of VALLEY VIEW ESTATES in Precinct 3. After reviewing the plat and on motion by Commissioner Wilcox, seconded by Commissioner Cargill, the Court unanimously voted to approve the Preliminary Plat sub- ject to the following additions: a. Addition of a temporary turn-around at the end of the road. b. Naming of the roads.
