Texas, was held in the Commissioners' Courtroom of the Brazos
° County Courthouse, Bryan, Texas, beginning at 10.00 A. M. on

The Court first received a petition from concerned citizens
'
in the Reliance area protesting the conditions of the rights-of-way
in that area. Much discussion was hadl,on the matter however no
action was taken on the matter.
The Court next discussed the matter of relocation of the Poll-
ing Place for voting precinct 27. On motion by Commissioner Cargill,
seconded by Commissioner Cooley, the Court unanimously voted to
designate the Bethel Baptist Church at the intersection of FM30 and
FM 158 as the permanent polling place for voting precinct 27.

The Court next considered a request by Cayuga Exploration, ~t
Ina for authorization to place a gas pipe line within the right-
of-way of Saxon Road in Precinct 3. On motion by Commissioner
Cargill, seconded by Commissioner'Cooley the Court unaninously
voted to authorize Cayuga Exploration, Inc. to place the gas pipe t
i
line in the right-of-way of Saxon Road in Precinct 3 according`to
the conditions agreed to in the NOTICE OF PROPOSED INSTALLATION IN,
COUNTY RIGHT-OF-WAY executed and submitted to the Court.
Next to be considered was a request by Precinct 3 Volunteer
Fire Department for reimbursement for equipment purchased to be
used on the volunteer fire truck. Action on the matter was deferred
until the afternoon session. ,
The Court next considered Regeusts For Change In Status for

Motion was made by Commissioner Wilcox to approve the above

Requests as submitted. The motion was seconded by Commissioner

Cargill, with Commissioners Wilcox, Cargill, and the County Judge
voting AYE. Commissioners Stasny and Cooley voted NO whereupon the;
County Judge announced the motion carried.
On motion by Commissioner Cooley, seconded by Commissioner
Stasny, the Court unanimously voted to approve Certificates of
Cancellation number 10563 through 10567 and Certificates of Corr-
ection numbered 1318 as presented by the Tax Office.

The Court next considered for approval the following plats:
1. The Final Plat of VALLEY RIDGE, PHASE II in Precinct 1.
on motion by Commissioner Cooley, seconded by Commiss-
ioner Cargill, the Court unanimously voted to approve
the plat subject to the following conditions:
a. That the developer show a 40 foot tangent at the
corner fo Kidwell Road and Hopes Creek Road.
b. That the developer file a letter of credit or bond-
for the construction of the roads.

through 2753 for payment out of the General Fund.

The County Judge called the meeting to order and opened the
Public Hearing on the Revenue Sharing Anticipated Use of
Entitlement 10 and the Brazos County Budget for the year 1979.
The Court received no comments from the audience or elected
officials on the Revenue Sharing portion of the budget and the
County Judge announced that the Court would continue on the the
Public Hearing on the Brazos County Budget for 1979, and asked for

comments from the audience.
Kathleen Kenefi(k representing the League of Women Voters
questioned the summary page figures on Soil Conservation, Road
and Bridge II Budget.
The District Court requested that $500 be added to the
Conferences and Association appropriations section of that budget.
Travis B. Bryan, III, District Attorney Elect requested an
increase of $400 to the office supplies and $500 to the office
equipment appropriations of his budget.
J. Bradley Smith, Judge, County Court-At-Law requested the
salary for the Judge be increased to $25,000 annually and the
salary for the Court Reporter be increased to $12,000 annually.

Sarah Ryan, Child Services Attorney requested that the salary
for the secretary in her office be increased to $8,098 beginning
March 1, 1979.

Mary Nichols, County Auditor, requested the budget for that
I
office be increased to allow for $500 for extra help, $1,000 for
printing and filming, and t4 increase the conferecences and assoc=
s
fations by $500.
Buddy Winn, Tax Assessor-Collector stated that the rental of
equipment portion bf his budget could be decreased by $5,000.

E. W. Sayers, Constable for Precinct 7 requested that the
travel allowance for the Deputy Constables be increased to $1,800,

the travel expense for the Constable be increased by $300 and the

{ Bobby H. Yeager, Sheriff, requested that the salary section

of his budget be increased to allow for the employment of 4 addition-

al jailers, 3 additional deputies, 1 additional vehicle, and an in-

crease for the two secretaries in that office. Dr. Kenny White,
with the Precinct 3, Volunteer Fire Department spoke on behalf of !

the Sheriff's Department and requested the Court to increase the
t I
budget by an amount to allow for the employment of a full time
r
dispatcher.
Ms. Belle Zal requested that the budget for the Heatlh Unit
I ,J
be amended to allow for additional services that were needed and
Y a full time Health Officer.

Bill Elkins, County Treasurer requested that the equipment
appropriations section of his budget be increased by $500 to allow i
for the purchase of a typewriter.
Ms. Bell Zal spoke on behalf of the Juvenile Probation Depart-
ment and stated that the League Of Women Voters favored the con-
struction of a separate Juvenile Facility.
Kathleen Kenefick requested that the budget for the Bridge
House be increased to equal the amount that was budgeted in 1978.
There being no further comments on the Proposed Budget for
Brazos County, for the year 1979, the County Judge announced the

Public Hearing closed and asked the members of the Court if they
wished to adopt the Budget at this time. Commissioner Cargill,
I
moved that the Court defer action on the Budget to give the members
more time to study the requests. The motion was seconded by Comm-
issioner Stasny with Commissioners Stasny and Cargill voting AYE.

Commissioners Cooley and Wilcox voted NO, whereupon the County Judge
announced that a tie vote declared the motion failed.

The County Judge moved that items in the Budget on Welfare and
- Libraries and Arts be approved so that those persons interested in
that section of the Budge would not have to return to another meeting.

Protection Budget. The motion was seconded by Commissioner Cargill

with Commissioners Wilcox, Cargill and Stasny voting AYE. Commis-
sioner Cooley voted NO.
Commissioner Cooley moved to do away with Precinct Budgets

and initiate the Unit System in Brazos County. The motion died
for lack of a second.
Commissioner Wilcox moved to approve pages 1 through 6 of
the Budget, the Road and Bridge General Budget, the four Precinct
Budgets and the Soil Conservation (Road and Bridge General II)
Budget. The motion was seconded by Commissioner Cargill, with
Commissioners Wilcox, Cargill and Stasny voting AYE. Commission-
er Cooley voted NO.
Commissioner Wilcox moved to approve page 7, the State Lateral
Road Budget. The motion was seconded by Commissioner Cargill
and carried unaimously. All voting, voted AYE.
i Commissioner Wilcox moved in increase account no. 12-001-4011
to $12,500 annually. The motion was seconded by Commissioner Stasny,
with Commissioners Wilcox, Stasny and Cargill voting AYE. Commis-
sioner Cooley voted NO.
Commissioner Stasny moved to increase the filming and printing
portion of the County Auditor's Budget by $1,000. The motion was
seconded by Commissioner Wilcox and carried unanimously.
Commissioner Cooley moved to increase the equipment portion
I of the County Treasurer's Budget by $350 and office supplies by
$200. The motion was seconded by Commissioner Wilcox and carried
unanimously.
Commissioner Wilcox moved'to amend the Budget of the Tax y~
Assessor-Collector by reducing the rental of equipment section by
$5,000, increasing the salary portion by $4,000 and increasing

motion carried and the 1979 Budget for Brazos County, Texas, be
adopted.
The Court next took up the matter of approval of the following
{ plats.
1. Final Plat of VILLA WEST, SECTION II, in Precinct 4, and
the extraterritorial jurisdiction of the City of Bryan.
On motion by Commissioner Stasny, seconded by Commission-
er Cargill, the Court unanimously voted to approve the
plat subject to the following amendments:
a. The developer remove Block B from the subdivision.
b. That the developer file evidence that the Church
owns lot 3, Block A.
c. That the developer file the appropriate letter of
credit or bond for the construction of the roads
and improvements.

2. Final Plat of MANORWOOD SUBDIVISION, SECTION I, in Pre-
cinct 4. On motion by Commissioner Stasny, seconded by
Commissioner Cargill, the Court unanimously voted to ap-
prove the plat subject to the filing of the appropriate
a bond for the construction of the roads and improvements.
