County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M.

The following citizens and officials were in attendance:

The first matter to come before the Court was the consider-
ation of bids for furniture and equipment for the following offices:
1. Bids for two (2) roll out file units for the County
Clerk's Office were received from News Office Supply
in the amount of $882.96 and from Advanced Business
Equipment in the amount of $902.50. On motion by
Commissioner Cooley, seconded by Commissioner Cargill,
the Court unanimously voted to accept the low bid of
News Office Supply in the amount of $882.96.

2. Bids for three calculators for the Tax Office were
received from Mike Mistovich Business machines in
the amount of $478.50 for model 306, $508.50 for
model 605, and $538.50 for model 610; Otis McDonald's
in the amount of $$567.00 for model CP1012, and
$687.00 for model CP1200IV; Litton Monroe in the
amount of $692.82 for mondel 1410 and $656.28 for
model 2805. Mr. Winn, Tax Assessor-Collector re-
quested authorization to purchase the model 605 from
Mike Mistovich Business Machines in the amount of
$$508.50. On motion by Commissioner Wilcox, seconded
by Commissioner Cargill, the Court unanimously voted
to authorize Mr. Winn to purchase the model 605 for
a total amount of $508.50.
3. Bids for three (3) desks and one (1) chair for the
Tax Office were received from Advanced Business 1
Equipment in a total amount of $665.401 from News
Office Supplin in a total amount of $648.50 and
from Engineering and Office Supply in a total amount
of $707.82. On motion by Commissioner Cooley, seconded
by Commissioner Wilcox, the Court unanimously voted
to accept the low bid of News Office Supply in the
amount of $648.50 and authorized the Tax Assessor-
Collector to order the necessary furniture.

The next matter to come before the Court for consideration
was a Memorandum Contract between the Commissioners' Court and
the District Judge of the 85th Judicial District Court for es-
tablishing a system for all Adult Probation Department Staff for
the purpose of payroll, group insurance program, and all other

purposes as though the Adult Probation Department employees were

rt all costs for these benefits will be paid from the special
rt,r designated Adult Probation Fund. Judge Vance pointed out at this {
0 4 point that this action would make the Juvenile Probation Department
t a separate deparment and that it would be fully funded by County

'funds. Commissioner Cooley moved that the County adopt the Mem-
orandum Contract. Motion was seconded by Commissioner Wilcox and
carried unanimously. A copy of the Memorandum Contract is attached
t
to and made a part of these minutes.
Next to be considered were statements for work completed
at the Regional Multi-Use Facility as follows:
Soil Mechanics in the amount of $263.00
Thurmond and Stuart in the amount of $139,543.20
On motion by Commissioner Cargill, seconded by Commissioner Wilcox,
the Court unanimously voted to pay the statements at presented.
The Court next discussed the distribution of commissions for ,
servicing the County's insurance program as recommended by George
,
Mallard, the servicing agent. Mr. Mallard's recommendation was
that the Agent of record to receive 50% of all commissions for
servicing and placing the insurance and the remainder of the
commissions to be divided euqally amoung all Fire and Casualty
Agencies doing business in Brazos County, Texas. Commissioner
Cooley moved to adopt the recommendation as outlined above but
that the guidelines for the division of the 50% amoung the agents ,
be those agents listed in the yellow pages of the telephone book:

imously.
The Court next considered Requests For Change In Status for `
the following employees:

On motion by Commissioner Cooley, seconded by Commissioner Cargill
the Court unanimously voted to approve,the Requests as submitted.
The Court next considered for approval the following plats:
1. Preliminary Plat of QUAIL RUN,` PHASE II, in Precinct 1.
After careful review of the plat and on motion by Comm-
issioner Cooley, seconded by Commissioner Wilcox, the
Court unanimously voted to approve the Plat subject to
changing the name of the road designated as "Bob White"
2. Final Plat of TIMBERWILDE in Precinct 3. After discussion
of the submitted plat Commissioner Cooley moved that the
Plat be approved as submitted. Motion was seconded by
Commissioner Cargill and carried unanimously.
3. Resubdivision of Lot 33A in WOODLAKE SUBDIVISION in
Precinct 1. On motion by Commissioner Cooley, seconded
by Commissioner Cargill, the Court unanimously voted
to approve the plat as submitted.
4. Preliminary Plat of WOODLAKE SUBDIVISION, SECTION II in
Precinct 1. After a review of the plat it was the con-
sensus of the Court that another preliminary plat be
submitted.
5. Final Plat of resubdivision of POWERS Addition in
Precinct 4 and the extraterritorial jurisdiction
of the City of Bryan. On motion by Commissioner
Stasny, seconded by Commissioner Cargill, the Court
unanimously voted to approve the plat as submitted.

On motion by Commissioner Cooley, seconded by Commissioner
Cargill, the Court unanimously voted to approve Certificates of
Cancellation numbered 1301 and 10556 through 10562 and Certificates
i
of Correction numbered 23897 through 23900 as presented by the
County Tax Assessor-Collector.

COUNTY OF BRAZOS X i
This Memorandum Contract, effective as of the 1st day of Septem-'
ber, 1978, by and between the Commissioners' Court of Brazos County,
Texas, and the District Judge of the 85th Judicial District Court, a
court having original jurisdiction of criminal actions in the County
of Brazos, Texas, for the purpose of establishing a system for all
i
Adult Probation Department Staff for the purpose of payroll, group
insurance program, retirement plan, workmen's compensation program,
personnel policies, vacatloq leave credit, sick leave credit, holiday
i
schedules, jury leave, military leave and all other purposes as though
the Adult Probation Department employees were the same as the employees
of Brazos County Actual costs for these benefits will be paid from
the special designated Adult Probation Fund
The payroll of the employees of the Adult Probation Department
I
shall be paid in the same manner and at the same time as like employees
of Brazos County
The payroll and other expenditures shall be certified and submitted
to the Auditor by the Chief of the,Adult Probation Department as though
he were and elected or appointed official of Brazos County
The District judge of the 85th Judicial District Court, a court '
having original jurisdiction of criminal actions in and for Brazos i
County, Texas, shall cause all funds of said Adult Probation Department,
including supervision fees, to be deposited in a special fund of the
county to be used solely for the provision of Adult Probation services
and community-based correctional programs other than jails or prisons.
It shall be the responsibility'of Brazos County to provide
' physical facilities, equipment, and utilities for an effective and

professional Adult Probation and Adult Community-based correctional

service as required by the Texas Adult Probation Commission
~t The Chief of the Adult Probation Department shall prepare and '
I operate from an annual budget developed in a form consistent with good I,
