A meeting of the Commissioners' Court of Brazos County,
Texas, was held in the Commissioners' Courtroom in the Courthouse

August 28, 1978, with the following members of the Court present:

The Court first considered a proposal from Texas Voting Systems,
Inc., for cleaning and doing minor repairs to the voting devices
to have them ready for the upcoming election. After a discussion r

of the services to be performed, Commissioner Wilcox moved to accept

the proposal and to authorize the devices cleaned and repaired at
a cost of $1.85 per unit. The motion was seconded by Commissioner

The Court next considered the renewal of contracts with Xerox

for copying equipment in the County and District Clerk's Office.

for copying equipment and asked that his machines be considered.
The Savin Copier, as presented by Mr. McDonald had the capacity
for copying full sized pages out of the permanent records in the
District and County Clerk's office. Mr. McDonald stated that his
company could supply the County with three machines at approximately
the same cost as the County was paying for two machines. After a
breif demonstration as to the ability of the equipment and various
features, Commissioner Stasny moved that the County discontinue the
contracts with Xerox Corp. and install the Savin Copier as supplied
by Otis McDonald. Motion was seconded by Commissioner Cargill and
carried unanimously. I
The next matter to come before the Court was the reconsider-
ation of bids for sealcoating various roads in Precinct 1. On
motion by Commissioner Cooley seconded by Commissioner Stasny, the
Court unanimously voted to accept the bid of Cox Paying Co. for
the work.
The Court proceeded to reconsider bids accepted for the in-
stallation of the north end of the Brazos County Pavilion on Tabor
Road. On the recommendation of Ray Robertson and motion by Commi-
ssioner Cooley seconded by Commissioner Wilcox, the Court unan-
imously voted to accept the low bid of Marcal, Inc. in the amount
of $6,785, with the understanding that the Brazos County Youth
Livestock Association vould pay half of the amount bid, and that
no work be started until such time as the Youth Livestock Assoc- 4
iation deposit $3,392.50 with the County Treasurer.
Tke Court next considered the purchase of the following office
equipment for the Sheriff's Department:
IBM Corrective Selectric Typewriter in the amount of $702.00
Secretarial Chair from New Office Supply in the amount of $66.40
Hon Metro Secretarial Desk from News Office Supply in the
amount of $294.50.
On motion by Commissioner Cooley, seconded by Commissioner Stasny
the Court unanimously voted to authorize the purchase of the above,

referenced equipment and furniture.

,S the Court unanimously voted to approve the above Requests as submitted.

Y ' The County Judge next recognized Paul Edwards, Regional
Director of the Human Resources and David Farris, Child Support
Officer of Waco who were present to propose a change in the budget
! for the office of Child Services Attorney for the County. Mr. Edwards
proposed the County hire a full-time employee to do the basic in-
,
vestigation, location and para-legal work required in child support
cases and stated that 758 of the person's salary would be reimbursed
by federal funds. Mr. Edwards proposal was that this full time
employee would work only in the area of child support and that Sarah
Ryan would continue to handle all the legal negotiations and court-
room work. After much discussion Commissioner Wilcox moved to
hire a full time Child Support Officer and to amend the 1978 Budget
in the amount of $2,700 effective October 1, 1978. The ihotion was
seconded by Commissioner Cooley anad all voting voted AYE, whereupon
the County Judge announced the motion carried and authorized Mrs.
Ryan to hire a Child Support Officer.

The Court next heard a request from Buddy Winn, Tax Assessor-
Collector regarding communication equipment available through

Western Data Services, Inc., this being the company that does
the computer services for voter registration and the tax roll.
This information would make available at all times the information
that was kept in memory on the computer in Waxahachie. After
a brief explaination of the advantages of the equipment, the
County Judge moved to authorize the installation of the equip-
ment. Motion was seconded by Commissioner Wilcox with all voting '
AYE.
On motion by Commissioner Wilcox, seconded by Commissioner
Cargill, the Court unanimously voted to approve claims numbered
2077 through 2176 to be paid out of the General Fund.
Martin Riley, with Spencer J. Buchanan & Assoc. next re-
quested authorization to cross several County roads in precinct
3. The roads to be crossed were Democrat Road (in two places),
Old Hearne Road, Forsthoff Road, and Sand Creek Road, and that
the crossing would be four inch fiberglass lines carring Natural
Gas and would be installed by Amalgamated Bonanza Petroleum, Ltd.
After discussion and on motion by Commissioner Cargill, seconded
by Commissioner Cooely, the Court unanimously voted to approve
the requests for installation conditioned on the following:
1. That the Commissioner of the Precinct in which the
right-of-way lies must be notified prior to the be-
ginning of the construction in order that the Comm-
isssioner might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will
be repaired to their original condition to the satis-
faction of the Commissioner in which the roadway or
right-of-way lies.
3. That Brazos County reserves the right to require
Amalgamated Bonanza Petroleum, Ltd., to relocate or
lower any such line at no cost to Brazos County, should
same become necessary due to widening or lowering, or
other alteration of the roadway or right-of-way.
4. That Brazos County will in no way be responsible for
any damage that might occur to any existing utility
lines in the right-of-way.
5. That the line will be constructed and maintained on the
County right-of-way in accordance with governing laws.
6. That the line will be laid four feet below existing
drainage ditches.

to open„ a branch plant in the Bryan-College Station area. Mr,

Mitchell stated that the organization was not asking for financial
support but would like the endorsement of the Court for their move.
No action was taken on the matter, however the Court requested the
County Judge to write a lettek of endorsement to the home office

this time the Court recessed untill 1:30 P. M.

The Court reconvened at 1.30 P. M. and first considered the

following plats: III
1. Resubdivision of the POWERS ADDITION-In Precinct 4 and
the extraterritorial jurisdiction of the City of Bryan.

After reviewing the plat and discussion, approval was
t'
deferred until the meeting of September 11, 1978, so
that the engineer and developer could furnish the Court
with the availability of fire protection in the area,
the parking density of the complex and to obtain a joiner
from the mortgagee.

Travis B. Bryan, III, District Attorney Elect was present and
I
;
_
requested the County to submit a grant the the Criminal Justice
Division for financial assistance for his office. The proposal
was for a five year 20% declining grant with the total amount of
r
1 the grant to be $25,226, and further requested the Court to budget
I ~
an additional $4,500 to increase the salary of the Assistant in
that office to $17,500. After discussion of the requests, it was
the consensus of the Court that the matter be deferred until after
Mr. Bryan took office and was more able to determin the work load
I
in the office.
' At this item the Court retired into executive session to
interview applicants for the position of Director for the Regional

turned to open session whereupon Commissioner Cooley moved to 1

offer the position to Phyllis Dozier at a salary to be set at
$15,000 annualy and that the position be a half time position un-

til January 1, 1979. The motion died for lack of a second.
Commissioner Wilcox moved to offer the position to Peggy
II
Gideon at a salary to be set at $12,500 and that the position be
I
a half time position. The motion was seconded by Commissioner j
Cargill with Commissioners Cargill and Wilcox voting AYE. Comm-
issioners Stasny, Cooley and the County Judge voted NO whereupon
the County Judge announced the motion failed.

Commissioner Stasny moved that the position be offered to

Phyllis Dozier at a salary to be set at $12,500 annualy and that
the position be on a half time basis and to re-negotiate with Mrs.
Dozer in six months. The motion was'seconed by Commissioner

Cooley, with Commissioners Stasny, Cooley and the County Judge
I
voting Aye, Commissioners Cargill and Wilcox voted NO, whereupon
the County Judge announced the motion carried.
There being no further business, the Court adjourned.
