JULY 10, 1978
A meeting of the Commissioners' Court of Brazos County, Texas,
was held in the Commissioners' Courtroom in the Courthouse in Bryan, II
Brazos County, Texas, beginning at 10:00 A. M. on Monday, July 10,

1978, with the following members of the Court present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner, Precicnt 1;
Walter Wilcox, Commissioner, Precinct 2,
H. L. Cargill, Commissioner, Precinct 3,
W. A. Stasny, Commissioner, Precinct 4;

The Court received, approved and ordered filed as submitted

On motion by Commissioner Cooley, seconded by Commissioner
i
Stasny, the Court appointed election judges for the current year
by unanimous vote. A list of those appointed are attached to and
made a part of these minutes.
The Court next recognized County Extension Agent, Tom Sistrunk
for having been chosen to receive the Distinguished Service Award
for his outstanding service and dedication to the citizens of Brazos
County. On motion by Commissioner Cooley, seconded by Commissioner
Wilcox, the Court voted unanimously to pay the expenses of Mr.
Sistrunk while attending the national meeting in Boise, Idaho where
{ he will be presented the national award
The Court proceeded to the approval of the statement of Thurmond
i
y and Stuart in the amount of $92,775.60 for work completed at the
Regional Multi-Use Facility. On motion by Commissioner Stasny,
seconded by Commissioner Cargill, the Court unanimously voted to
pay the statement.
On motion by Commissioner Cargill, seconded by Commissioner
Wilcox, the Court unanimously voted to pay the statement of Soil
Mechanics, Inc. in the amount of $213.00 for work completed at the
Regional Multi-Use Facility.

All members being present as required by law, the Court pro- ti
{('`'T seeded to set the tax rate for the year 1978, to be applied in
w
the collection of taxes due on October 1, 1978. After discussion, Commissioner Stasny moved that the ad valorem tax rate for all
property on the tax rolls of Brazos County, Texas, be set as follows:

Motion was seconded by Commissioner Cooley. All members of the Court
voted AYR, whereupon the County Judge announced that the motion had
carried and the tax rate set for the above is hereby adopted for
the year 1978 and hereby levied against all property in Brazos County,
,
Texas.
The Court next considered a request by Sheriff Bobby Yeager to
update the telephone system in the Sheriff's Department. After a
discussion of the type of service now being used and the type of
services needed and an estimate of the cost of installation and the
ongoing cost, Commissioner Cooley moved to authorize the installation)
of the upgraded system. Motion was seconded by Commissioner Wilcox
and carried unanimously.

On motion by Commissioner Wilcox, seconded by Commissioner
Stasny, the Court unanimously voted to approve the Public Weighers
F
Bond of Homer Adams in the amount of $2,500 with United States Fidelity F
and Guaranty as surety.
Commissioner Stasny next requested that some action be taken
by the Court on rural fire protection in Brazos County. He asked
for a Court Order to request the city fire departments not to re-
spond to grass or car fires or if they do respond to them that they

be required to put the fire out, even if it is found to be a controlled P
burning. After much discussion Commissioner Stasny moved to notify
the City of Bryan that the County wished to modify its contract

for fire protection and request that they not respond to a fire
unless they are notified by a member of a volunteer fire depart-
ment, a law enforcement officer or a County Commissioner. Motion
was seconded by Commissioner Cargill. Commissioner Wilcox requested
time to talk with the officials of his volunteer fire department
before voting. The motion was carried by a vote of three AYES,
made by Commissioners Stasny, Cargill and Wilcox. Commissioner Cooley
voted NO and the Court asked that the County Judge write a letter
to the City of Bryan setting out the above conditions to become
effective August 1, 1978.
The Court next considered a request from the Central District
Association of Baptist Churches for exemption from ad valorem taxation
on the property described as lots 5 & 6, Block 1, Candy Hill Addition
in the City of Bryan. After discussion of the use of the property
Commissioner Stasny moved that the request be granted. The motion
was seconded by Commissioner Wilcox and carried unanimously.
On motion by Commissioner Cargill, seconded by Commissioner
Wilcox, the Court unanimously voted to approve the following Request

The Court reconvened at 1:30 P. M. and considered the following

1. Preliminary Plat of SUNRISE CANYON in Precinct 4. After
carefull review of the plat an on motion by Commissioner
I Stasny, seconded by Commissioner Cooley, the Court unan-
imously voted to approve the preliminary plat subject to
the following conditions:
a. That the developer tap the adjoining property with
Sunset Road
b. That the developer furnish more right-of-way at the
creek.
c. That the developer cut less and fill more at the creek.,

The Court next recognized the County Extension Agents who were
present to make their semi-annual report to the Court. County Agent
Tom Sistrunk introduced Dr. J. E. Miller, Chairman of the Brazos
1, County Building Committee and Neld Summers who made detailed reports
on the activities of the adult leaders for the last six months and
of future planned activities. 1
