A regular meeting of the Commissioners' Court of Brazos

County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas; beginning at 10.00 A. M.

on Monday, May 8, 1978, with the following members of the Court
present:

William R. Vance, County Judge, presiding,
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;

The Court heard a presentation by Tom Davision, representing
the Youth Livestock Assocation regarding the permanent improvements
to the Livestock Pavillion. The Court was advised that the Assoc
iation had voted to donate $4,000 to the County for improvements
to the Livestock Pavillion and to enclose the area. The Court
was further advised that the cost of enclosing the structure would
cost approximately $8,000. After discussion, Commissioner Cargill
moved that the Court accept the donation of $4,000 to enclose the
structure and to advertise for bids for the work and to authorize
the Youth Livestock Association to pour a concrete slab for the
purpose of building restrooms and storage areas and to amend the
budget to accomodate for the expenditures. The motion was seconded
by Commissioner Wilcox and carried unanimously.
Next to be considered was the statement of Thurmond and Stuart
in the amount of $103,256.10 for work completed at the Regional
Multi-Use Facility. On motion by Commissioner Wilcox, seconded by
Commissioner Cooley, the Court unanimously voted to approve the pay-
ment of such statement.
On motion by Commissioner Wilcox, seconded by Commissioner
Cargill the Court unanimously voted to pay the statement of Jack
Cumpton, Architect in the amount of $2,346.76 for architural services
in connection with the Regional Multi-Use Facility.

On motion by Commissioner Wilcox, seconded by Commissioner

Cargill the Court unanimously voted to pay the statement of Soil
Mechanics, Inc. for testing services at the Regional Multi-Use Y
Facility. `
On motion by Commissioner Cargill, seconded by Commissioner
Wilcox, the Court unanimously voted to approve the statement of
Wixon Wat2r Supply Corp. in the amount of $2,659.71 for the re-
location of 700 feet of 6 inch PVC pipe along FM 158. Such monies
to be paid out of the State Lateral Road Fund.
Next to be discussed by the Court was the matter of load limits
for roads and bridges in Precinct 3. Commissioner Cargill requested
authorization to proceed with the legal arrangements necessary to
properly place load limits on the following roads and bridges
in Precinct 3 so that the roads could be properly controlled by
law enforcement personnel and so moved for the authorization.

Clear Lake Road and all bridges
Saxon Road and all bridges
Trussle Road and all bridges
Grassburr Road and all bridges
Riley Road and all bridges

The motion was seconded by Commissioner Stasny and carried unan-
imously.

The Court next considered a requisition from the County Agent's
Office for the purchase of two IBM Typewriters. Commissioner
Cooley moved to authorize the purchase of the two typewriters not
to exceed $1,700 and to make the necessary amendments to the County
Agent's Budget to accomodate the purchase. The motion was seconded
by Commissioner Wilcox and carried unanimously.
Next to be considered was a reqeust by Commissioner Cargill
that the Budget for Precinct 3 be amended and increased by $10,000

and moved for this amendment and authorization to borrow additional
money from the First National Bank for the purchase of a new motor
grader. This motion died for lack of a second. Commissioner Cargill

grader and to borrow the necessary funds from the First National
Bank to pay for the purchase. Motion was seconded by Commissioner

Wilcox and carried unanimously.
The Court next discussed the initiation of the Unit System
in Brazos County. Commissioner Cooley moved that the matter be
,
placed on the ballot for the November Election as a referendum.
The motion died for lack of a second.
j Commissioner Cargill requested authorization to advertise
for bids for the purchase of a slide in unit for the Precinct 3
Volunteer Fire Department. On motion by Commissioner Stasny,

Commissioner Wilcox requested authorization to advertise
for bids for the purchase of three slide in units for the Pre-
cinct 2 Volunteer Fire Department. On motion by Commissioner
Stasny, seconded by Commissioner Cargill, the Court unanimously
voted to grant the request.

The Court reconvened at 1:30 P. M. and first considered the
request of Producers Gas Company to lay transmission lines in the
right-of-way of County roads as follows:

Request to install approximately 14,200 feet of 10 inch i '
pipeline parallel to the right-of-way of Koppe Bridge
Road and Batts Ferry Road in Precinct 1.
Request to cross Clear Lake Road, Wickson Lake Road,
Saxon Road, Long Trussel Road, Vicks Lane, Weedon Loop
Road, Tonkaway Lake Road, Rock Prairie Road, Green j
Prairie Road and I&G N Road, with all roads being bored
with a minimum cover of 36 inches at the bar ditches. ! i

Commissioner Cooley stated that he would prefer that the install-
ation of the transmission lines not be laid in the right-of-way of
I
Batts Ferry Road and Koppe Bridge Road unless the County could be '
compensated in some way for future damage to the roadways and moved
i
that Brazos County enter into a contract for the use of the right- J
i t
of-way and be compensated by $17,500. Such monies to be placed
in an account to be used by Precinct 1. Motion died for lack of
a second. Commissioner Cooley further moved to authorize the
laying of transmission lines under county roads subject to the
approval of legal council concerning the terms.
