A meeting of the Commissioners' Court of Brazos County,
I
Texas, was held in the Commiss'ioners' Courtroom of the Brazos
County Courthouse, Bryan, Texas, beginning at 10:00 A. M. on
Monday, March 27, 1978, with the following members of the Court
present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
H. L. Cargill, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

The first matter to come before the Court was the consideration
of filing the plat of the Boonville Cemetery in the Deed Records
to assert title to the Cemetery. The County Judge recommended that
the plat be filed in the Commissioners Court records along with the
field notes for the Cemetery. On motion by Commissioner Stasny,
seconded by Commissioner Cooley, the Court unanimously voted to
file the plat in the Commissioners' Court records and to assert
title after the addition of a 100 foot set back line on the plat.

The Court proceeded to the appointment of a Steering Committee
to organize the Boonville Cemetery Association. The County Judge
recommended that a three man committee be appointed to recommend
Articles of Incorporation and the type of organization the Cemetery
Association should be. On recommendation of the County Judge and
motion by Commissioner Cooley, seconded by Commissioner Wilcox, the
Court unanimously voted to appoint Walter Carl Jones, Chairman,
James L. Jones, and Lillian Dupuy as the Steering Committee.
The Court, having asserted title to the Boonville Cemetery
proceeded to consider an oil and gas lease received on the county
park property and the Boonville Cemetery property. At the request
of Getty Oil Company the matter was deferred until the 1:30 session.
The Court next considered the appointment of members to the
Child Welfare Board and to confirm the status of existing Board
Members. On motion by Commissioner Cooley, seconded by Commissioner
Stasny the Court unanimously voted to appoint the following members:
1. Mary Jernigan for a three year term ending December 31, 1980
2. Reverend Hubert Beck for a three year term ending December
31, 1980.
3. Topaz Hughes for a one year term ending December 31, 1978.
The following terms of office were confirmed:
1. Dr. Jesse Farr for a two year term ending December 31, 1979.
2. John Hawtrey, for a two year term ending December 31, 1979.
3. Helen Otterstat for a one year term ending December 31, 1978.
4. Mrs. C. L. Scurry for a two year term ending December 31, 1979.
The Court next disucssed the fee schedule for leasing the
facilities at the Livestock Arena and Pavillion. After much dis-
cussion Commissioner Cooley moved that the fee schedule be amended.
The motion was seconded by Commissioner Stasny and carried unanimously.
These fees to become effective immediately. A copy of the amended
fee schedule is attached to and made a part of these minutes.
The Court next considered a request by Wixon Water Supply
Corp. for authorization to lay water lines in the rights-of-way of
the following roads in Precinct 3:
1. Wallis Road
2. Opersteny Road
3. Elmo Weedon Road
On motion by Commissioner Cargill, seconded by Commissioner Stasny,

the Court unanimously voted to approve the applications and to
authorize Wixon Water Supply Corp. to lay the line in the countz-
rights-of-way.
Next to come before the Court was a request by the Municipal
Utility District to install a storm sewer in the right-of-way of j
Villa Maria Extension in Precinct 4. No action was taken on the
request.
On motion by Commissioner Stasny, seconded by Commissioner
Wilcox, the Court unanimously voted to approve the Public Weighers
Bond of James R. Grubbs in the amount of $2,500 with United States
Fidelity and Guarantee Co. as surety.
Next to be considered were Change In Status for the following
employees:
Luther W. O'Bani.on, Sheriff's Department
Ruby Rosier, Tax Office
Jerry Cotrone, County Shop
Frank Wright, County-Shop
On motion by Commissioner Cooley seconded by Commissioner Wilcox,
the Court unanimously voted to approve the Changes as submitted.
The County Judge laid before the Court an offer from Computer
Election Services to sell additional voting devices to Brazos County
at a cost of $245.00 per unit. The Court voted to defer the matter
to the meeting to be held March 31, 1978 at 10:00 A. M. and to re-
qeust a representative from CES to be present to discuss the devices.
On motion by Commissioner Stasny, seconded by Commissioner
Wilcox, the Court unanimously voted to approve claims numbered

750 through 815 in the General Fund as presented by the County
Auditor for payment.
1:30 P. M.
The Court reconvened at 1:30 P. M. to reconsider oil and gas
leases on County property but deferred the matter until the March
1
31,1978 meeting to give them additional time to study all leases.

The Court next considered the following plats submitted for
approval:
1. Preliminary Plat of Carrabba Industrial Park in Precinct
2 and the extraterritorial jurisdication of the City of
Bryan. On motion by Commissioner Wilcox, seconded by
Commissioner Cooley, the Court unanimously voted to ap-
rove the plat subject to the following amendments:
a. Widening of the road to 60 feet.
b. Addition of 16 foot utility easement on road
2. Final Plat of Carter Creek Cloister in Precinct 1. On
motion by Commissioner Cooley, seconded by Commissioner
Wilcox the plat was approved as submitted.
The Court next heard presentations from Tim Keneipp, Architect
and Jack Cumpton, Architect for services they would perform in assist-
ing Brazos County to comply with the standards set out by the Jail
Commission. After discussion Commissioner Cooley moved to -award
the contract to Keneipp and Associates. Motion was seconded by
Commissioner Cargill with Commissioners Cooley and Cargill voting
AYE. Commissioners Stasny and Wilcox voted NO. The County Judge
announced present but not voting, whereupon the motion was announced
failed. Commissioner Stasny moved to award the contract to Jack
Cumpton and Associates. The motion was seconded by Commissioner
Wilcox, with a vote of three AYEs and one NO, whereupon the motion
was announced carried and,the contract awarded to Jack Cumpton, Arch-
itect.
There being no further business, the Court adjourned.

3. $300.00 deposit for damage - to be returned upon
inspection of facility, provided facility to be found
in satisfactory order.
VII. CONSESSION STAND•
1. $25.00 deposit to be charged for each rental span, to be
returned upon inspection of said facility, provided said
facility to be found in satisfactory order.
Fee paying users shall be given priority bookings. No bookings ac-
cepted over thirty days in advance for non-paying groups. Fee
paying users dill have the option of scheduling events on days
that have been scheduled by non-paying groups provided that the
fee paying group reserves the facility at least 30 (thirty) days
prior to an event. All fees and/or deposits must be paid at least
10 (ten) days prior to the event.
