M. on Mon- day, February 27, 1978, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner, Precinct 1; Walter Wilcox, Commissioner, Precinct 2; H. L. Cargill, Commissioner,,Precinct 3; W. A. Stasny, Commissioner, Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Glynn Williams, Jr., Citizen Mary Nichols, County Auditor Andrea J. Valls, Battalion Jack Hodges, KBTX-TV Pat Messarra, Advanced Business Equipment Royce Watson, Precinct 3 Volunteer Fire Department Steve Stites, WTAW Harold McCullough, Advanced Business Equipment Merilyn Richardson, Eagle Buddy Winn, Tax Assessor-Collector Bruce Wiseman, KAGC David Dennis, KBTX-TV Timothy Keneipp, Keneipp and Assoc., Architects The first matter to come before the Court was the consider- ation of bids for office supplies for Brazos County for the current year. County Judge opened the following bids received: Precision Printing and Office Supplies Engineer and Office Supplies Advanced Business Equipment News Office Supply Co. After much discussion of the bids, Commissioner Stasny moved to refer the bids to the County Auditor for further study and evaluation and for her recommendation and to return to the Court with her finding at their first meeting in March. The motion was seconded by Commissioner Cargill and carried unanimously. The Court next considered the appointment of a member to the Board of Directors of the MHMR to fill the vacancy created by the resignation of Travis B. Bryan, III. On recommendation of the Association of Retarded Citizens and motion by Commissioner Cooley, VOL v PACE .7c T 17 7~ Vn1_ o PAGE ,~4 I seconded by Commissioner Stasny, the Court unanimously voted to t appoint Dr. S. S. Cox to the position for a one year term ending March 31, 1979. ' On motion by Commissioner Stasny, seconded by Commissioner Cargill, the Court voted unanimously to pay the statement of Jack Cumpton, Architect in the amount of $605.00 for services in connection with the Brazos County Park, Phase I. The Court next considered the following requests for exemption from ad valorem taxation in Brazos County: 1. St. Thomas Episcopal Church of College Station requested tax exemption status for a one acre track of land in the J. E. Scott Survey, located at 900 Silvery Street in College Station, Texas. 2. The Answer Is Jesus Christ, Inc., a Christian counseling center requested tax exemption status on 117.36 acres of land in the S. F. Austin League. This property being the farm property. 3. St. Anthony Catholic Church requested tax exempt status on lot 8 and the east ~ of lot 9 in Block 137 of the City of Bryan located adjacent to the parking lot of the Church. This property to be used for a parking lot also. After discussion, Commissioner Cooley moved to grant all three requests and to authorize the Tax Assessor-Collector to so mark his records. The motion1was seconded by Commissioner Stasny and carried unanimously. Commissioner Cooley next advised the Court that he has had a number of requests to move the polling place for Voting Precinct 31 from the Bee Creek Activity Center to the A & M Consolidated Highschool and so moved that this action be taken by the Court. The motion was seconded by Commissioner Cargill and carried unan- imously. The Court next considered the Change In Status for the following employees: Richard Schram, Precinct Barbara Ann Hickman, Tax Virgil Fickey, Sheriff's Tricia Dees, Probation D1 John Gorney, Precinct 1 T. L. Chenault, Precinct 2 Office Department apartment, Bridge House 1 On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the Changes as presented. Next to be considered were the following amendments to the 1978 budget presented by the County Auditor: 1. Non Department budget to be increased to $70,018.20. 2. Sanitary Landfill budget be increased to $10,000.00. - 3. District Court budget be increased to $81,286.20. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to approve the amendments as presented. The County Judge advised the Court that the Brazos Valley Development Council was applying to the Department of Housing and Urban Development to administer the Section 8 housing program in the seven county region. After discussion of the services to be performed by the Brazos Valley Development Council Commiss- ioner Stasny moved for the adoption of a resolution requesting and authorizing the Brazos Valley Development Council to act on behalf of Brazos County as the application and administrator of the Section 8 Housing Assistance Program for existing housing in its jurisdictional area. The motion was seconded by Corissioner Cargill and carried unanimously. The Court next discussed the matter of the contract with Homecraft, Inc. in connection with the furnishings for the Regional Multi-Use Facility. Jack Cumpton, Architect advised the Court that Homecraft had not been successful in furnishing the County with the necessary performance bond and advised that the Court could accept the next lowest bid of Wi.lsons Furnishings in the amount of $6,404.86. Commissioner Cooley moved that Brazos County accept the bid of Wilson Furnishings and authorized the Couty Judge to enter into a contract for the furnishings and that the bid bond of Homecraft be forfieted. The motion was seconded by Commissioner Wilcox and carried unanimously. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to approve for payment claims numbered 414 through 519 of the General Fund as presented by the County Auditor. M. and the first matter to come before the Court was the acceptance of the roads in Deer Hill i Estates and Rainbow Acres Subdivisions. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to accept the roads in both subdivsions as having been con- structed to county standards according the the County's Subdivision Regulations adopted on August 22, 1977. The Court next considered the following bids for a dump trkjV' - for Precinct 3: 1. Tom Light Chevrolet bid $12,454.87 2. Beal Ford bid $11,859.00 On motion by Commissioner Cargill, seconded by Commissioner Stasny, the Court unanimously voted to accept the low bid of Beal Ford in the amount of $11,859.00. The Court having requested proposals from local architects to assist Brazos County with matters relating to the Brazos County Jail and its compliance with the standars set by the Texas Commission on Jail Standards, proceed to consider proposals received from the following architects: Wood Associates Architects William E. Nash, Architect Keneipp and Associates Matthew$ Cullan and Assoc. Inc. Jack W. Cumpton and Associates Marion 0. Lawrence, Jr., Architect After consideration of all proposals, Commissioner Cooley moved to award the contract to Keneipp and Associates. The motion was seconded by the County Judge, with the a vote of 2 AYES and 3 NOs. Commissioner Cargill moved to delay action on the proposals until the meeting to be held March 13, 1978. The motion was seconded by Commissioner Stasny and carried unanimously. Next to be considered was the mater Preliminary Plat of Wixon Meadows and the Preliminary Plat of Wixon Meadows, Phase I in Precint 2. On motion by Commissioner Wilcox, seconded by Commissioner I Cooley, the Court unanimously voted to approve the Preliminary Plat as presented. M. on Monday, March 13, 1978, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; H. L. Cargill, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The Court received, approved and ordered filed as submitted the following reports for February, 1978: W. A. Sistrunk, County Extension Agent; Curtis Taylor, Jr., County Extension Agent; LeRoy Grebe, Jr., County Extension Agent; Mable Walker, County Extension Agent; Wanda L.
