M. on Monday, February 13, 1978, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; H. L. Cargill, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The Court received, approved and ordered filed as submitted the following reports for February, 1978: W. T. Sistrunk, County Extension Agent; Curtis Taylor, Jr., County Extension Agent; LeRoy Grebe, Jr., County Extension Agent; Mable Walker, County Extension Agent; Wanda L. Watson Precinct 3, Vol. Fire Department Royce Watson Precinct 3, Vol. Fire Department The first matter to come before the Court was the order establish- ing voting precincts for Brazos County and the establishment of Commis- sioner Precincts and Justice of Peace Precincts passed by the Court at a Special Meeting held August 26, 1977. After discussion, Commis- stoner Stasny moved to amend the order passed to include the follow- ing statement. "That no existing term of existing office holders be effected by the establishment of election precincts, Commissioner Preincts or Justice Precincts." Motion was seconded by Commissioner Cargill and carried unanimous- ly. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the statement of Bryan Con- struction Company in the amount of $25,619 for Construction of a Pic- nic Shelter at the Brazos County Park as approved by Change Order #4 with such monies to be paid out of the General Fund. The Court next considered an application to the Criminal Justice Division for second year funding for the Bridge House. This applica- tion to be 80% funded by the Criminal Justice Division funds and 20% County funds. After careful inspection of the proposed budget for the second year and the entire application, Commissioner Wilcox moved to approve the submission of the application and to authorize the County Judge to execute the necessary application. Motion was second- ed by Commissioner Stasny and carried unanimously. After much discussion, Commissioner Cooley I moved that the Budget he amended to include $10,000 as a separate Bud- get item under the General Fund Appropriations. Motion was seconded by Commissioner Wilcox with Commissioners Cooley, Wilcox, and the County Judge voting AYE. Commissioners Cargill and Stasny voted NO whereupon the County Judge announced the motion carried and the Budget for 1978 amended to accomodate the expenditures. On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court unanimously voted to approve the Change In Status for the following employees: Pearlie Mae Foley Larry A. Oldham Janice Kramm County Attorney's Office District Attorney's Office County Attorney's Office County Agent's Office Receptionist District Attorney's Office District Attorney's Office Tax Office Health Department Next to be considered were the following claims submitted by the County Auditor for payment: General Fund Revenue Sharing Fund ,County Shop (Precinct 1 Precinct 2 Precinct 3 `Precinct 4 (Probation Fund JBridge House ;Miscellaneous Funds Claims 172 through 415 Claims 8 through 15 Claims 20 through 48 Claims 20 through 40 Claims 16 through 45 Claims 22 through 42 Claims 15 through 41 Claims 18 through 33 Claims 5 through 14 Claims 6 through 10 On motion by Commissioner Stasny, seconded by Commissioner Cargill,, the Court unanimously voted to pay the Claims as submitted. 1:30 P. M. The Court reconvened at 1:30 P. M. and considered the following Plats: 1. Final Plat of the Resubdivision of Deer Hill Estates in Precinct 2. On motion by Commissioner Wilcox, seconded by Commissioner Stasny, the Court unanimously voted to approve the Plat as submitted subject to Commissioner Stasny's examination of the actual site. 2. Preliminary Plat of Carter Creek Cloister in Precinct 1 and j the extraterritorial jurisdiction of the City of College Station. The Court heard a presentation by Bill Youngkin, Attorney for the Developer who outlined the wishes of the developer in subdividing the property. After much discussion, Commissioner Cooley moved to approve the Plat after the follow-, corrections were made: r F I Y r a ~hrl .('M1ft M4 r 1 , t a. Cloister Drive be designated a private road. b. Lakeside Road be constructed to County standards and that it be clearly marked that there would be no public maintenance inside the subdivision line. c. That all roads in subdivision be clearly designated as Private Roads. d. That developer would not present a future Plat on the remainder of his property with private roads and that there would be public access to the property. 0 The motion was seconded by Commissioner Cargill and carried unan- imously. , 3. Preliminary Plat of Wixon Meadows in Precinct 2. No official action was taken on the Plat, however the Court suggested the engineer include a utility easement across tracts 1, 2, 3 and 10 in block 2 and requested the engineer to notify the developer to be present at the next Commissioner Court meeting to negotiate a wider right-of-way. 4. Final Plat of Villa West, Section II in Preicnct 4 and the extraterritorial jurisdiciton of the City of Bryan. On motion by Commissioner Stasny, seconded by Commissioner Cargill, the Court unanimously voted to approve the Plat subject to the approval of the Planning and Zoning Commission of the City of Bryan. The Court having previously advertised for bids for a roof at the Bridge House proceeded to consider all bids received. The County Judge noted that only one bid had been received, that being from B. R. Kavenaugh Construction Company, suggested that the Court readvertise for bids to determine if more bids could be received and that all roofing contractors be mailed a request to bid. It was by common consent that this procedure be followed. Next to come before the Court was the matter of bids for a dump truck for Precinct 3. Commissioner Cargill advised the Court at request for bids had been published as required by law, however no bids had been received and requested authorization to deliver the bid request to local suppliers and bids be considered at a later meeting. Authorization was unanimously given.
