Vance, County Judgel, presiding: Bill,J. Cooley, Commissioner of Precinct 1; _ Walter Wilcox, Commissioner of-Precinct 2; H. L: Cargill, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The minutes of the previously held meetings were.examined and approved without change. The Court received, approved and ordered filed as submitted the following reports for December, 1977: W. T. City of Bryan-Planning Dept. Garrett-McClure Engineering The first matter to come before the Court was an Offer to Amend Grant Agreement from the Economic Development Administration for the Multi-Use Facility by $180,000 for a total grant not to exceed $796,000. Judge Vance-advised the Court that the bids taken in Julv for the construction of the Multi-Use Facility were being held open - pending the award of the grant. After discussion, Commissioner Wilcox moved to authorize the County Judge to execute the Acceptance of offer to Ammend the Grant Agreement and to award the contract for the con- struction of the Multi-Use Facility to Thurmond and Stuart according to bids received July 26, 1977. Motion was seconded by Commissioner Cargill and carried unanimously. The Court next considered the payment of the 'tatement of Jack Cumpton, Architect, in the amount of $22,487.58 for services in con- nection with the Multi-Use Facility. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to pay the statement out of the Revenue Sharing Fund. The Court next received from the District Clerk the names of all persons serving on the Grand Jury. during the past twelve months and proceeded to draw names for the Salary Grievance Committee as follows: John R. Birkner Dorothea Fitzgerald, Alternate Mrs. John L. Sandstedt George Blevins, Alternate Rodney Nairn On Motion by Commissioner Cargill, seconded by Commissioner Cooley, the Court unanimously voted to set the following holidays as the official holidays for Brazos County: May 29th - Memorial Day (Monday) July 4th - Independence Day September 4th - Labor Day November 23rd and 24th - Thanksgiving Day Holidays December 25th and 26th - Christmas Holidays January 1st and 2 ad, 1979 - New Years Day Holidays The Court next considered the payment of a maintenance agree- ment with Honeywell, Incorporated for temperature control maintenance . for 1978. The,County Judge advised the Court that Mr. Dobbins, the County's Maintenance Engineer, handled the maintenance and recommended that the Court not approve the payment of the invoice. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to cancel the maintenance contract. Next to be considered was the acceptance of the third year grant to,the Probation Department from the Criminal Justice Divi o w iht:the amount of $21,137. The County Judge pointed out that this was the third and final year the Probation Department would receive the grant. Commissioner Cargill moved to authorize the County Judge to accept the grant on,behalf of Brazos County. Motion was seconded by Commissioner V7ilcox and carried unanimously. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, h the Court unanimously voted to pay the statement of Page Southerland Page in the amount of $3,750, for services in connection with the feasibility study on a Correction Facility for Brazos County. The Court'proceeded to set the salaries for all employees of Brazos County for the current year. The County Judge asked for any requests and comments from the elected officials and citizens in attendance. Sheriff Hamilton requested that the salary of Deputy Clark and Alonzo be increased to $12,620 annually, and the salary of jailer Fickey be set at $8,292 and requested authorization to hire one additional deputy at a salary of $8,292 annually. Commissioner Cargill moved to raise the two deputies' salaries to $12,620 annually and the motion was seconded by Commissioner Wilcox, with Commissioners Cargill, Wilcox, Stasny and the County Judge voting AYE. Commissioner Cooley voted NO. On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to set the salary of jailer Fickey at $8,292 annually and authorize the Sheriff to hire one additional jailer at a salary of $8,292 annually. John Godfrey, Probation Officer requested the salary of two Probation Officers be increased to $12,000 annually. No action was taken on the request. W. D. Burley, District Clerk requested that the salary of three deputies in his office be increased to $3.30 per hour. Commissioner Wilcox moved that the salaries.be increased to $3.30 per hour. Motion was seconded by Commissioner Cargill, with Commissioners Wilcox, Cargill, Stasny and the County Judge voting AYE. Commissioner Cooley voted NO. B. V. Elkins, County Treasurer requested that the salary of the clerk of his office be increased to full time. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court unanimously voted to grant the request. Gerald L. Winn, Tax Assessor-Collector, requested reinstatement of the annual $900 Taxing Fee to his salary: the salary of one appraiser 4 ~ X 0 PAGE v~, be increased of $11,238 annually; the salary of one deputy be increased to $6,900 ahnually; two additional deputies be increased to $6,240; one deputy increased to $7,500 and the car allowance of I the one appraiser increased to $100 monthly. On motion by Commissioner Cooley, and seconded by Commissioner Cargill, the Court unanimously voted to increase the salary" of one appraiser to $11,238, one deputy to $6,900, and two additional deputies to $6,240 and the car allowance of one appraiser be increased to $100 monthly. On motion by Commissioner Stasny, and seconded by Commissioner Cargill, the Court unanimously voted to increase the salary of one deputy to $7,500. On motion by Commissioner Cooley, and seconded by Commissioner Cargill, the Court unanimously voted to increase the salary of Debbie Mitchell, in the District Attorney's Office, to $3.00 per hour. Commissioner Cargill moved to reduce the salary of County Judge to $17,500. Commissioner Cooley seconded the motion with Commissioner Cooley, Cargill and Stasny voting AYE. Commissioner Wilcox voted NO. The County Judge moved to increase the salary of two Probation Officers to $12,000 annually. Motion was seconded by Commissioner C i Cargill, with County Judge, Commissioners-Wilcox and Cargill voting AYE. Commissioner'Stasny and Cooley voted NO. On I•lotion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to set the salaries for 1978, ' as recommended, on the'salary schedule and as discussed and ammend- ed above. i ~ E. W. Sayers, Constable for Precinct 7, requested a car allow- ance for two of the reserve eon6tables for Precinct 7. Commissioner Cooley moved to set the allowance for the two reserve deputies at $50 per month. Motion was seconded by Commissioner Wilcox with Commissioners Cooley, Wilcox, and Cargill voting AYE. Sheriff's Department Sheriff's Department County Attorney Veteran's Service Officer .1:30 P. M. The Court reconvened at 1:30 p.m. and considered the following i Plats: 1. The Court first considered the acceptance of roads in Villa West, Section I. On motion by Commissioner Stasny seconded by Commissioner Wilcox, the Court unanimously voted to accept the roads in Villa West, Section I and to notify the developer., 2. Preliminary Plat of Carter Creek Cloister in Precinct 1 and the extraterritorial jurisdiction of the City of College Station. The Court examined the Plat and made the following o suggestions for changes: a. Make all lot sizes a one (1) acre minimum. b. Add statement on Plat that all roads to be privately maintained roads., c. Have adjoining property owners to join in Plat. Commissioner Cooley moved that Plat be approved subject to the above recommendations. Motion died for lack of a second. There was more dicussion on the Plat and the following addi- tional recommendations were made: d. Build Lakeside Road to County standards and mark it plainly that it is to be privately maintained. e. Resubdivision of'Villa West,.Section II in Precinct 4 and the extraterritorial jurisdiction•of the City of Bryan. On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to approve the resub- division subject to the following corrections to the Plat: a. Block 1, be shown as a reserved tract. b. Alley to be shown as a 20 foot easement-for private access. Novidad Alley then becomes a part of access easement. 4. Preliminary Plat of Villa West, Section II in Precinct 4 and the extraterritorial jurisdiction of the City of Bryan. On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to approve the Plat subject to the following amendments: ' I a. Define what the reserve tract is going to be used for. The Commissioners' Court retired into executive session to I interview applicants for the position of Veteran's Service Officer - for Brazos County, Texas. After interviewing Mr. Dalton Sweeten and Mr.-Walter C. Dandridge, the Court returned to open session for the appointment of the Veteran's Service Officer. On motion by Commission- , er Stasny, seconded by Commissioner Cargill, the Court unanimously voted to appoint Mr. Dalton Sweeten as the Veteran's Service I~ Officer, effective immediately. The Court proceeded to consider for payment the following Claims submitted by the Court Auditor for payment: General Fund Claims 1 through 122 Road and Bridge Fund Claims 1 through 19 Precinct 1 Claims 1 through 18 Precinct 2 Claims 1 through 15 Precinct 3 Claims. 1 through 21(except 14) Precinct 4 Claims 1 through 13 Probation Fund. Claims 1 through 17 Revenue Sharing Fund Claims 1 through 10 Law Library Fund Claims 1 through 5 Bridge House Claims 1 through 4---- On motion by Commissioner Stasny, seconded by Commissioner Cargill, the Court unanimously voted to pay the claims as submitted. Next to be considered was the manner in which County officers shall be compensated for the performance of their official duties. ,Commissioner Wilcox moved that all officers of Brazos County, Texas, be compensated for duties performed on a salary basis for the calendar year 1978. The motion was seconded by Commissioner Cooley and i carried unanimously.
