M. on Wednesday, November_30, 1977,'in the..Commissioners' Courtroom of the Brazos County Courthouse pursuant to notice given by publication in the Eagle with the following members of the Court present: i William R.'Vance, County Judge, presiding; Bill J. Cooley,'Commissioner, Precinct 1; Walter Wilcox, Commissioner, Precinct 2; H. L. Cargill, Commissioner, Precinct 3; W. A- Stasny, Commissioner, Precinct 4; Frank Boriskie, County Clerk. _.:._,.-The County Judge called the meeting to order and opened the c=am public hearing on the Brazos County Budget for the year ending December, 31, 1978, and the Proposed Use Hearing of the-Revenuw Sharing Budget for the year ending December 31,1978, and asked for comments from the audience. Receiving no comments from the General Public the County Judge announced the public hearing closed and asked for comments from members of- the Court. Commissioner Cooley ';requested to keep the hearing open until the Regular Meeting-\i•on,December 12, 1977, or to delay adoption of the ' 'o - Budget until that-•time. 'Commissioner Cooley further stated that he objected to the Environmental Pro'tect'ion Budget being put on a Precinct basis or requested an additional $10,000 budgeted for Precinct 1 for' the operation of the landfills in his precinct. Commissioner Cooley • stated that he felt the salaries of all elected officials should be budget at the same figure. Commissioner Stasny inquired about the amount budgeted for jailers in the Sheriff's Department. ,,The County Judge requested the salary of the Assistant District Attorney be set at $15,000; funding for.extra help in the County Auditor's office; increase t'he'allot`ment'for court appointed attorneys to $8,000; and try,cans-i,der tJ.ie,:1ant'ieipat6d- tax rate for 1978. B. H. Dewey, Jr ,--Justi, e,,of, thd' Peace, Precinct 4, Place 1, requested that the_•budgets, fQr the Justice of the Peace offices be separated; consideration. for extra help in the Justice of the Peace budget; and an increase budgeted for the salary of the Clerk in his ='1r"';'' office. There being no further coments'from the Court or elected officials, the County Judge polled the Court on the matter of the adoption of the'Budget at this time or deferring action until the December meeting. It being the feeling of the majority ofthe Court to adopt the Budget o r at this"time the County Judge recessed the meeting for lunch to re- convene;4t=`1":30 for the final consideration of the Budget. , 1:30 P. M. The Court reconvened at 1:30 P. M. and proceeded to the adopt- ion'of the 1978 Budget for Brazos County. • a, Commissioner Cooley moved that-the Environmental Protectioinoportion of the Precinct 1 budget be increased to $14,620. Motion died for lack of a second. Commissioner Wilcox moved thatthe Environmental Proctection portion ...,of the Precinct 1 budget be increased to $13,440. Motion was seconded by Commissioner Cooley, with Commissioners Wilcox and Cooley voting ,AYE. Commissioners Stasny and Cargill and the County Judge voted NO, whereupon the County Judge announced the motion failed. Commissioner Cooley moved that the salaries of the County Judge and the Judge of the County Court At Law be set at $17,500 and the County Court At Law Judge be declared part time. 'Motion was seconded by Commissioner Cargill and carried unanimously. The County Judge moved to create•ah account in the Tax Assessor- 'w Collector budget in the amount,of $900 for Certificate of Title { Compensation for the Tax.Assessor Collector. Motion was seconded by Commissioner Wilcox and carried unanimously..-'' f,t Commissioner.' Cargill moved to divide the' Fire Protection budget' into four equal amounts, of '$12,500,and to budget the amounts as ti Precinct 1, 2, 3, and 4 Fire Protection. Motion was-seconded by f Commissioner Stasny, with, Commissioners Cargill,'Stasny, Wilcox and the County Judge voting AYE. Commissioner Cooley voted NO, whereupon the County Judge announced the motion carried. The County Judge moved to set the salary of the Assistant District , Attorney at $15,000. Motion was seconded by Commissioner Stasny and carried t unanimous) On motion by Commissioner Stasny,`seconded by Commissioner Wilcox,! .the Court unanimously voted to set the anticipated Tax Rate for 1978; as follows: General' Fund , $0.70,, Road and Bridge Fund 0.25 r Road Bonds 0.05 t~' I 1 ; - Total Tax Rate $1.00 Commissioner Stasny moved to increase-the budget for the salaries of the Clerks of the Justice 'of' the Peace by $600. There being no further amendments to the budget Commissioner Stasny moved that the 1978 Budget for Brazos County be adopted as amended above. Motion was seconded by Commissioner Cargill, with Commissioners Stasny,*Cargill, Wilcox•and the County Judge voting AYE. Commissioner Cooley voted NO, whereupon the County Judge ann- ounced the motion carried and the 1978 Budget for Brazos County,'Texas be adopted.
