M. on Mon(lay, September 12, 1977, with'the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct l; -Walter Wilcox, Commissioner of Precinct 2; j H. L. Cargill, Commissioner of Preiinct 3; W.'A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The minutes of the meetings held July ll,-25,•August S. 22, 23, ';and~29, 1977, were examined and approved as presented. The Court received, approved and ordered filed as submitted the I , :following reports for August, 1977: 11. T. McLeod, Texas Voting Systems, Inc. Jack W. Cumpton, Jack W. Cumpton and Associates. Mary Nichols, County Auditor W. D. Burley, District Clerk Buddy Winn, Tax Assessor- Collector Jane Smith, The Eagle Darrell Dyer, Plains Machinery. The first matter to.come before the Court was a Proclamation, by the Commissioners' Court:that September be designated as Retarded Citizens Membership;Month in Brazos County. On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court unanimously voted to designate September as, Retarded'Citizen Membership Month. The Court, having advertised for bids for services and supplies for the upcoming.Constitutional Amendment Election, proceded to consider all bids received. The County Judge noted that the request for bid that had been mailed to Computer Election Services had been :f returned by the Postal Department marked "not here" and that the only other bid received was from Texas Voting Systems in the amount of $4,500.00. On motion by Commissioner Wilcox, seconded by Commis-. sioner Cargill, the Court unanimously voted to accept the bid of Texas Voting Systems, Incj. in the amount of $4,500. as the total cost of services and supplies for the election and authorized the County Judge to execute the contract. Next to be discussed was an amendment to the order for payment of wolf bounty in Brazos'County. Commissioner Stasny moved that the amount paid by Brazos County be increased to $7.50 and to re- quire only an affidavit from the landowner. Motion was seconded by ..Commissioner Cargill and carried with 4 voting AYE and 1 voting NO. On motiong by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the Public Weigher's Bond of Harry,W. The request by Gerald S. Pitts, to acquire an oil and gas lease on 1.623 acres of land owned by Brazos County was deferred until i such time as the County Judge could research the matter further. Next to be considered were requests for aid in soil conservation for the following citizens: 1 Sue Carney; requested approximately five hours of maintainer work to be done off Hardy Weedon Road in Precinct 3. Clinton C. Burt, Rt. 5, Box 190, Bryan, requested approximates 1 six hours of maintainer work to be d)ne in Precinct 4. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the applications and author- Ize'the the Commissioners to do the necessary work. Can motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to pay the statement of Bryan Construction Companv in the amount of $2,263.50 for work completed at the Brazos County Park Project. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve Change orders one , two and' three for the Brazos County Park Project. On motion by.Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the Purchase Order from the County Auditor and the Justice of the Peace, Precinct 4 for the purchase of one IBM Correcting Selectric typewriter for each office. Next to be considered were Requests For Change In Status for the following employees: Bobby June Hampton, Tax Office Charlene Taylor, Tax Office Nancy B. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to make,the transfer of the $2,000 and"to grant : the addition $1,000 to the Assocation, subject to the-execution of a contract between the City of College Station and the Brazos County Arboretum Association. All members being present the Court proceded to approve the following claims submitted by the Couunty Auditor: General Fund Claims 1722 thrgouh 1843 and •1845 through 1892 Miscellaneous "Claims 82 through 84 County Shop Claims 114 through 125 Precinct 1 Claims 184 through 208 excepting 188 Precinct 2 ; Claims 183 through 210 Precinct 3' Claims 137 through 154 Precinct 4 'f Claims 146 through _'161 Revenue Sharing Claims 27 through .37 Bridge House Claims 15'through, 26 Probation Fund Claims 130 through 161 .On motion by Commissioner Stasny, seconded by Commissioner Cargill, .Court unanimously voted to pay the Claims as submitted. The County Judge advised the Court of Senate Bill 133, passed :by the legislature clearifying the Coverage of workmans compensation for elected officials, jurors, election judges, and election clerks. -After much discussion, Commissioner Cooley moved that Brazos County adopt an order declairing it the desire of Brazos County that all •C elected officials be covered by workmans compensation and that it has been the understanding of Brazos County that they have always been covered. Motion was seconded by Commissioner Cargill and carried unanimously. Commissioner Cooley further moved that all election judges, election clerks and jurors be covered by workmans compensation Motion was seconded by Commissioner Cargaill and carried unanimously. I On;motion by Commissioner Wilcox, seconded by Commissioner i Stasny,Ithe Court unanimously voted to approve Certificates of Correction numbered 23865 through 23873 and number 1313 as presened 6 by the Tax Assessor-Collector. On motion by•Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to pay the statement of E. E. Merrell, Architect in the amount of $452.18 for services in connection with the Courthouse Annex parking lot. The Court reconvened at 1:30 to review the following plats: 1. Final Plat of DEER HILL, in Precinct 3. On motion by Commissioner Cargill, seconded by Commissioner Wilcox, the Court unanimously voted to approve the plat subject to the filing of the propef-bond for the completion of the roads.
