" SPECIAL MEETING
AUGUST 26, 1977
f A meeting of the Commissioners' Court of Brazos County,
Texas,,was held in the Commissioners' Courtroom, Brazos County
Courthouse in Bryan, Texas, beginning at 10:00 o'clock A.M. on
Friday, August 26, 1977,•-with the following members of the
Court present: ;
William R. Vance,-County Judge, presiding;
Bill J. Cooley, Commissioner, Precinct 1;
Walter Wilcox,•Commissioner, Precinct 2;
Ii. L. Cargill, Commissioner, Precinct 3;
W. A. Stasny, Commissioner, Precinct 4;
Frank Boriskie, County Clerk.
The Court having previously received and opened bids for
the paving of the parking lot at the Courthouse Annex proceeded
to the award of the contract for the work. On motion by Com-
missioner Cargill, seconded by Commissioner Stasny, the Court
unanimously voted to award the contract to Rio Road Builders for
a total estimated cost of $30,336.00 with work to be completed
in 120 days.
Next to be considered was the reformation of Election Fre-
cincts, Commissioner Precincts, and Justice of the Peace Precincts
pursuant to the provisions of articles 2.02 and 2.04 of the Elec-
tion Code of the State of Texas. Two plans were presented for the
rearrangement of these precincts. After considerable discussion,
Commissioner Stasny moved'that all precincts remain the same as
those established in 1975, and as they now exist. Motion was
seconded by Commissioner Cargill. The County Judge requested
Commissioner Stasny to accept an amendment to his motion and to
create a polling place at Harvey, carving it out of the existing
Precinct 7, and to divide the existing voting precinct 8 at South-
west Parkway. Commissioner Stasny agreed that he would accept such

amendment at which time Commissioner Cargill withdrew his second
to the motion.' Commissioner Cooley moved that the following plan and
order providing for the establishment of thirty-one (31) voting
precincts, being ten (10) rural boxes] seven (7) in the City of
j College Station and fourteen (14) in the City of Bryan, and Com-
missioner Precincts and Justice of the Peace Precincts be adopted:
WHEREAS there exists at the present time certain voting
precincts in Brazos County',which contain numbers of registered
voters in excess of the maximum,allowable under article 2.04
of the Election Code of,the State of Texas; and
WHEREAS there exists,a necessity for the realigmmnet of
Commissioners' precincts which can only be accomplished by
prior rearrangement of election precincts; and
WHEREAS the Commissioners' Court has considered the
formation of such election-precincts as hereinafter set
forth and finds that such'precincts are for the convenience
of the people of Brazos County and further finds that any
such precinct which contains unincorporated territory is
so situated that it cannot-be feasibly included within an
election precinct outside of the city of suitable size,
shape and containing a suitable'number of voters;
THEREFORE BE IT ORDERED, ADJUDGED AND DECREED BY THE
COMMISSIONERS' COURT OF BRAZOS•COUNTY, TEXAS, that Brazos
County be divided into the following numbered and described
election precincts, effective-the first day,of the voting
year next following; to-wit, the First day of March, 1978:
