A regular meeting of the Commissioners' Court
of Brazos County,
Texas, was held in the Commissioners' Courtroom in
the Courthouse in
Bryan, Brazos County, Texas, beginning at 10:00 A.
M. on :4onday,
July 11, 1977, with the following members of
the•Court present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;

The minutes of the previously held meetings we

approved without change.
The Court received, approved and ordered filed

First to be considered was the-request for payment by Bryan
Construction Company in the amount of $34,312.50 for work completed
at the Brazos County Park. On motion by Commissioner Wilcox, seconded
by Commissioner Cooley, the Court unanimously voted to pay the statement..
Next to be discussed was the purchase of a trailer dumpster for
Precinct 4 for trash collection. After much discussion, the County
Judge suggested that the Court visit other counties where a system of
this type is being used and with other systems suggested. It was the
consensus of the Court that this was the best action to take.
The Court next considered Requests For Change In Status Of
Employees as follows:

on motion by Commissioner Wilcox, seconded by Commissioner Cooley,
the Court unanimously voted to approve such changes as submitted.

All members being present the Court proceeded to the approval
of the following Claims as submitted by the County Auditor for payment:

On motion by Commissioner Stasny,-sedonded by Commissioner Cargill,
the Court unanimously voted to pay the Claims as submitted where money
is available without amending the Budget.
After receiving an estimate from the Tax Assessor-Collector as
to the valuation of property for the year 1977, the Court discussed
the tax rate for the year 1977. The County Judge moved that the tax
rate for the year 1977 be set as follows:
General Fund $ .71
Road & Bridge Fund .24
Total $ .95
Road & Bridge
Debt Service Fund $ .05
Total $1.00
The motion was seconded by Commissioner Wilcox and all members being
present voted AYE, whereupon the County Judge announced the tax rate
set above is hereby levied upon all taxable property in Brazos County,
Texas, according to law.
1:30 P. M.
The Court reconvened at 1:30 P. M. and considered for approval
the following plats:
1. Preliminary Plat of SMETANA FOREST, PHASE III, in Precinct
4. After a review of the plat and on motion by Commissioner
Stasny, seconded by Commissioner Cargill, the Court unan-
imously voted to approve the preliminary plat subject to
the following changes:
a. elemination of cul-d-sac and tie road into McDonald Ave.
b. increase the size of two (2) lots.
C. change the name of Fountain Switch Road to Smetana Road.
d: round all corners at intersections.
e. additon of drainage easement on southwest side of lots.
f. addition of location map.
g. all necessary certificates.
2. Final Plat of MATIS CREEK in Preinct 2. On motion by Commis-
sioner Wilcox, seconded by Commissioner Cargill, the Court
unanimously voted to approve the plat subject to the addition
of the statement regarding the-flood plain areas in the sub-
division.
The Court next heard a presentation by Rusty Dickerson with Page
Southerland Page on the conclusion and recommendation of the Jail
Study made for Brazos County. The Court was presented with the doc-
uments that will be submitted to the Federal Clearing House and the

Texas Commission on Jail Standards. After hearing a brief summary of
the recommendations it was the consensus of the Court that they would
i
like more time to study the report before authorizing the filing of
it witht the Federal Clearing House and the Texas Commission on Jail
Standards.
The Court next considered an,agreement with the Department of
Highways and Public Transportation office of public safety for a
traffic engineering survey for traffic safety and control on County
roads. This survey to be a joint effort of Brazos County and the
City of Bryan and City of College Station. After a discussion of the
services Commissioner Wilcox moved that the County enter into the
agreement. Motion was seconded by Commissioner Cargill and unanimously
carried. A copy of such agreement is attached to and made a part of
these minutes.
There being no further business, the Court adjourned.

S, the • Brazos County- Commissioners Court ;nd the State
Departr,ient of !lighti'rays and Public Ti•ansp'ortation's Office of Traffic-
Saf cty at Sai^ Houston State University, has come before the Brazos
COU'iTY C01M`1LSSIONERS COURT asking that the county joir. with it in a
program to promote traffic safety on the County's ro;: , and;
V,'HEREAS, the Office of Traffic Safety has ascertained that there is
ra need to deve]op and initiate a traffic engineering survey for traffic
safety and control, and;
;111 !:1:~•S, the Commissioners Court of Brazos County is in agreement
ti:it:i the Office of Traffic Safety that development and implementation
of a traffic engineering survey would be beneficial and an improvement
of the safety of county roads for its citizens, and;
implement
WiICREAS, the Commissioner's Court of Brazos County will
j
any and all recommendations as noted in the traffic engineering survey
within the financial capability of Brazos County, and;,
THEREFORE, be it resolved that the Commissioner's Court of Brazos
County agrees to join with the Office of Traffic Safety in the develop-
ment and implementation of a traffic engineering s,4rvey which will
enhance and promote the safety of all citizens on county roads.
