M. on Monday, April 25, 1977, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; H. L. Cargill, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and Officials were in attendance: Alan Sayre, WTAW Howard W. Hoegemeyer, Texas Land Co. of Bryan John.A. Bantee, Snowden and Meyer, Inc. Mary Nichols, County Auditor Judy Donaldson, KTAM-KCEN Dr. George Beto, Page Southerland Page Rusty Dickerson, Page Southerland Page The County Judge opened the meeting and announced that due to the death of Raymond B. Buchanan, Tax Assessor-Collector for Brazos County, and pursuant to Art. 2355, it was the duty of the Commissioners' Court to appoint a successor to the Tax Assessor- Collector to fill the vacancy until the next General Election. Commissioner Wilcox made the motion to appoint Gerald L. "Buddy" Winn to fill the vacancy and finish the term. Motion was seconded by Commissioner Stasny, with Commissioners Stasny, Cargill, Wilcox, and the County Judge voting "AYE". Commissioner Cooley announced present but not voting. On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to close the Courthouse at 3:00 P. M. on Tuesday, April 26, 1977, in memory of Raymond B. Buchanan, who had been the Tax Assessor=Collector for Brazos-County, since 1958. On motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to ammend the minutes of the Commissioners' Court Meeting held Monday, March 28, 1977 as follows: "On motion duly made and seconded the Court unanimously voted to set July 18, 19 and 20, 1977, between the hours of 9:00 A. M. and 4:30 P. M. as the dates and time that the Commissioners' Court will set as a Board of Equal- ization." The Court next reviewed the final plans to secure a permit for untili•ty construction for the Brazos County Municipal Utility District No. J., as presented by Snowden and Meyer, Inc. After inspection of the plans the County Judge advised the representative of Snowden and Meyer, Inc. to secure a letter from the'City of Bryan stating that they had reviewed the plans and approved them since the construction was to be in the'Extra-territorial Jurisdiction of the City of Bryan. The Court proceeded to review and consider the following plats: 1. Pre preliminary plat of MATHIS CREEK SUBDIVISION in Precinct 2, presented by Hugh Thompson. After examin- ation of the plat, Commissioner Wilcox moved to approve the layout for the Preliminary Plat. Motion was seconded by Commissioner Cargill and carried unanimously. 2. Replat of LOT 27, HOLT HILLS SUBDIVISION in Precinct 1 and the Extra-territorial Jurisdiction of the City of College Station. After review of the plat the Court advised that the following changes should be made be- fore approval could be given. a) Mark the 2~ acre track as an existing tract. b) Show 10 foot additional right-of-way on Hickory Rd. c) Extend street to property line. d) Show 16 foot utility easements. 3. Final plat of VILLA FOREST SUBDIVISION, SECTION I in Precinct 4 and the Extra-territorial Jurisdiction of the City of Bryan. The Court next discussed the procedure for establishing load limits and speed limits on County roads and bridges. The County Attorney advised the Court that notice of public hearing would have to be published, giving the name of the road and the speed limit and load limit being considered on the roads involved. Action was deferred until the necessary information could be compiled. On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to purchase four (4) moving radar units from M.P.H. Industries, Inc., in the amount of $5,640, with monies to be paid out of the General Fund and to amend the budget accordingly. These radar units to be used by the Department .of Public Safety in Brazos County. The Court next discussed a contract with C. R. Law Tax Records Inc. for compiling a deliquent tax record for Brazos County for the years 1939 through 1976, at a cost of 20 cents per item or written line. Action was deferred, pending a discussion with the Tax Assessor-Collector. The Court proceeded to canvass the votes from the Brazos County School Trustee Election held April 2, 1977, and found the following results: Ernest E. Metzer, Trustee for Precinct 2 - 762 votes Don Angonia, Trustee for Precinct 4 - 261 votes On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to declare the results of the Election as stated and certify the results to the Brazos County School Superentendent. The Court next considered the purchase of a fuel tank to be used by.the Road and Bridge Department and the Sheriff's Department. No action was taken on the matter at this time. The Court next proceeded to consider bids for the purchase of material for renovation of the County Bus Shed. The Court next considered Requests-For Change In Status of Employees for the following employees: Chrisa Zieren, County Clerk's Office ~t Carol Sandel, County Clerk's, Office Barbara Kehlenbrink, County Clerk'S Office Teresa Lara Rivera, Probation Department Beverly Wilkerson Tydlaka, Probation Department On motion by Commissioner Stasny, seconded by Commissioner Cargill, the Court unanimously voted to approve the Requests as submitted. On motion duly made and seconded the Court unanimously voted to extend the full time employment of Roy Elliott, in Precinct 2 for an additional two months. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to make application to the Department of Agriculture for a share of the Mirex bait for im- ported fire ant control. The Court next considered a request from the Sheriff's Dep- artment for use of a government surplus four wheel drive vehicle. After discussion, Commissioner Cooley moved to grant the request. Motion was seconded by Commissioner Cargill, with Commissioners Cooley and Cargill voting "AYE". Commissioners Stasny, Wilcox and, the County Judge voted "NO", whereupon the County Judge announced the motion failed. On motion by Commissioner Cooley, seconded by Commissioner -Cargill, the Court unanimously voted to approve and pay Claims numbered•750•through 821 out of the General Fund. The-Court, having contracted with Page Southerland Page to do a study on the Brazos County Jial facility, heard a presentation by C. W. (Rusty) Dickerson and Dr. George Beto on the progress of the study. The presentation outlined the three alternate solutions that are being considered; 1) renovation of the existing jail for maximum securing and construction of a minimum security facility; 2) Complete new construction of a jail; 3) regional jail concept. Mr: Dickerson reported that the construction cost would average $55.00 per square foot. The County Judge requested the Consultant to work up the cost figures on renovation of the present facility. A complete copy of the presentation is on file in the Commissioners' office in the Jail Study File. Commissioner Stasny made known to the Court his desire to be relieved as manager of'the County Shop. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court voted to des ',ignate Commissioner Wilcox as the manager of the County Shop. The County Judge announced present, not voting. On motion by Commissioner Wilcox, seconded by Commissioner Stasny, the Court unanimously voted to approve the Bond of Gerald L. "Buddy" Winn, Tax Assessor-Collector in the amount of $50,000 to the Governor of the State of Texas and $50,000 to the County Judge of Brazos County, Texas, the surety of both bonds being St. Paul Fire and Marine Insurance Co.
