SPECIAL MEETING

A meeting of the Commissioners' Court of Brazos County,
Texas, was held in.the Commissioners' Courtroom',in'the Court-
house in-Bryan, Brazos County, Texas, beginning at 10:00 A.M.
on Mondy, March 28, 1977, with-the following members'of the
-Court present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
H. L. Cargill, Commissioner of Precinct 3;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance':-

Y Warren Harmon was present to request permission to re-
channel Carter Creek in the area of Briarcrest Drive Exten-
tion. Pir. Harmon proposed that the channel be made one-
'
half on County Property, at the County Park Site and one-
, ,i
half on the property owned by ']heeler Ridge. Mr. Harmon
proposed that one-half of the excavated material to remain
with the County, but to be left on the side of the new
channel, all according to plans prepared by Jerry Bishop
dated February 1977. After much discussion it was the con-
sensus of the Court to prusue a channel with 46' bottom
width and 4:1 slope, and requested that one-half of the ex-
cavated material to be placed on Parking lot site at no cost
to the county. Mr. Harmon reported he would work up a cost
estimate and return to the court at a later meeting.

Commissioners' Court, Special Meeting - March 28, 1977
The Court next considered the following Plats for approval.
(1)
Final Plat of DEERFIELD ESTATES in Precinct 1. On
motion by Commissioner Cooley, seconded by Commiss-
ioner Wilcox the Court unanimously voted to approve
the Plat as submitted, subject to the filing of a
bond for the completion of the roads.
(2)
Preliminary Plat of OAK HURST ROAD in Precinct 1.
On motion by Commissioner Cooley, seconded by Comm-
issioner Wilcox, the Court unanimously voted to app-
rove the Preliminay Plat, subject to the following:
(a) Maintenance easement on northwest end
of road.
(b) Changing of the name of the road.
(3)
Preliminary Plat of SUGAR CREEK in Precinct 3. On
motion by Commissioner-Cargill, seconded by Comm-
issioner Cooley, the Court unanimously voted to
approve the Preliminary Plat subject of the following:
(a) 50 foot building set back line on Hwy. 30.
(b) Rounding of lot corners on all rights-of-way.
(4) Final Plat of ADAMS ACRES in Precinct 2. On motion
by Commissioner Wilcox, seconded by Commissioner
Cargill, the Court unanimously voted to approve the
final Plat subject to the following:
(a) Finishing of Cul-d-sac at the 04a, of the road.
(b) Furnishing signs for naming road'.
(5) Preliminary Plat of MORENO ESTATES in Precinct 2 and
the Extra Territorial Jurisdiction of the City of
Bryan. On motion by Commissioner Wilcox, seconded
by Commissioner Cargill the Court unanimously voted
to approve the Preliminary Plat, subject to the
following:
(a) Showing of utility easements.
Roland Searcy, County Attorney was present representing the
Department of Public Safety, to request the County to purchase four
moving radar units, a siren and public announcements system for the
Depaatment. Coumnissioner Wilcox moved to purchase the radar units
and to ammend the budget to accomodate the cost. Motion died for
lack of a second and the matter was deferred to the first meeting
in, April.
Next to be considered was a request by B.V. Elkins, County
Treasurer, to employ the Clerk in his office 3/4 time on a per-
manent basis. On motion duly made and seconded the Court unanimously
voted to deny the request.

The Court next considered applicators for soil
conservation j
work as follows:
(1) Cofer and Sims, Box 3520,'Brayn,..Texas, requested back-
hoe work to be done off Hishway 30 (Harvey Community)
adjacent to Enchanted Oaks, parallel to Cole Lane, Precinct 3.
- On motion by Commissioner Cooley, seconded by Commissioner Cargill
the court unanimously voted to approve the application and authorize
the Commissioner to do the necessary work.
On motion by Commissioner Cooley, seconded by Judge William R.
Vance, the Court unanimously voted to approve the statement of South/
West Planning Associates in the amount of $279.00 for professional
services.
Next,to be considered was a request by J.W. Hamilton, Sheriff,
for the purchase of uniforms for the jailers and matron in the amount
of $1600.00. Commissioner Cooley moved that the request be denied.
Motions died for lack of a second and the matter was passed,to be con-
sidered at the April meeting.
On motion by Commissioner Wilcox, seconded by Commissioner
'Cooley the Court unanimously voted to approve the County Depository
for the 1977-1978 biennium.
The Court next considered Requests For Change In Status Of
Employees for the following employees:
Anthony Walker in Maintenance
William W. Torrey, Assistant District Attorney
Deborah Mitchell, County Attorney's Office
Melissa Diane Garrett in District Clerk's Office
Gayle M. Hill, in District Clerk's Office
On motion by Commissioner Cooley, seconded by Commissioner Wilcox,
, the Court unanimously voted to approve the Requests as submitted.
The Court next considerd the matter of bids for the renovation
of the school bus shed. The Court was adivised that publication had
been made for bids and that no bids had been received to date. With
these facts before them the Court unanimously agreed to negotiate for
the necessary work to be done.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox,
the Court unanimously voted to approve the necessary overtime hours
requested by the County Tax Assessor due to the 1977 vehicle reg-
istration.

All members'being present the Court proceeded to approve
Claims number 522 through 600 in the General fund. On motion by
Commissioner Cooley, seconded by Commissioner Wilcox, the Court
unanimously voted to approve the Claims as submitted by the County
Auditor for payment.
There being no further business, the Court adjourned.
