March 14, 1977 A regular meeting'of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday, March 14, 1977, with the following members of the-Court present:. William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; H. L. Cargill, Commissioner of Preicnct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The minutes of the previously held meetings we re examined and approved without change. The Court received, approved and ordered filed as submitted the, following reports for February, 1977. W. T. Sistrunk, County Extension Agent; Curtis Taylor, Jr., County Extension Agent; LeRoy Grebe, Jr., Coungt Extension Agent; Mable Walker, County Extension Agent; Wanda L. Pope, County Extenison Agent. The following citizens and officials,were•in attendance: Anne Hazen, City of College Station Larry Ringer, City of College Station Jerry Bishop, Jerry Bishop and Associates' Warren Harmon, Wheeler Ridge Association Frank Murphy, Wheeler Ridge Association Gary Halter, College Station City Council Lorence Bravenec, Mayor, College Station j Norman Godwin, Canyon Creek Mary Nichols, County Auditor Alan Sayre, WTAW AM-FM Jerry Gray, The Eagle - Jack Hodges, KBTX-TV Warren Harmon, representive of Wheeler Ridge, was present to discuss the channelizing of Carter Creek in the area of the proposed Wheeler Ridge Subdivision and the Brazos County Park Project. Mr. Harmon requested authorization to cut a ten to fifteen foot wide channel and offered a portion of the dirt re- moved to the County for use at the County Park, if the County would agree to move the dirt. After much discussion the County Judge stated that the County needed to decide three matters at this time: (1) If the County wants any part of the channel on County Property. (2) If ,so, how wide? i ' (3) If the County wants to participate in this kind of project? Commissioner Cargill moved to.tab'le the matter for further study. Motion was seconded by Commissioner Wilcox and carried unanimously.. The Court next considered a request by Norman Goodwin, Developer of Canyon Creek for the reduction of the Bond for the completion of the roads in the subdivision to $2,000.00. on motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to reduce the bond. Mayor Lorence Bravenee, of College Staton and several members of the City.Council were present to discuss 'aubulance service in the ..9outh portion of the County. Mayor Bravenec requested the continued use of the County's Modulance and financial assistanace in an un- specified amount. (2) That financial assistance to College Station be taken under advisement. (3) To meet with the City of Bryan, to discuss a joint Ambulance Service between the City of Bryan, College Station and Brazos County. All motions were seconded by Commissioner Cooley. The Court voted on the three motions separtely as follows: (1) County Judge, William R. Vance, Commissioner Cooley, Comm- issioner Cargill and Commissioner Stasny voted "Aye"-Comm- issioner Wilcox voted "No". (2) All members of the Court voting, voted "Aye" - Commissioner Stasny and Commissioner Wilcox did not vote. (3) All members of the Court voting, voted "Aye"-Commissioner Stasny and Commissioner Wilcox did not vote. Next to be considered was a revised preliminary plat of Sandstone Subdivision in Precinct 1, and the Extra Territorial Jurisdiction of College Station. On motion by Commissioner Cooley, seconded by Comm- issioner Stasny, the Court unanimously voted to approve the Plat as submitted subject to the approval of the Planning and Zonning Comm- ission of College Station. On motion by Commissioner Wilcox, seconded by Commissioner Cargill, the Court unanimously voted to appoint John E. Hawtry to the Child Welfare Board to fill the vacancy created by the resignation of Sarah Ryan. On motion by Commissioner Wilcox, seconded by Commissioner Cooley the Court unanimously voted to pay E.E. Merrel, Architect, and Jordan & Woods, Contractor for work completed at the Courthouse Annex. On motion, by Commissioner Wilcox, seconded by Commissioner Stasny, the Court unanimously voted to pay the statement of Tonn Con- struction Company in the amount of $1400.00 for excavation Channel at Briarcrest Dirve Extension with monies to be paid out of the State Lateral Road Fund. On motion by Commissioner Cargill, seconded by Commissioner Stasny the Court unanimously voted•to approve the applications and authorize the Commissioners to do the necessary work. The Court considered requests for change in status of em- ployees for the following employees: Charles E. Sandel, in Precinct 3. Roy Elliot in Precinct 2. ` Edmund Neal, Jr., in Maintenance. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the request as submitted. All members being present, the Court proceeded to approve the following claims as presented by the County Auditor for payment. General. Fund Claims 390 through 520 Probation Fund Claims 35 through 48 i Miscellaneous Funds Claims 12 through 20 Shop Claims 26 through .40 Precinct 1 Claims 33 through 57 Precinct 2 Claims 48 through 70 Precinct 3 Claims 32 through 45 Precinct 4 Cliams 39 through 56 On motion by Commissioner Stasny, seconded by Commissioner Wilcox the court unanimously voted to pay the above claims as submitted. The court next discussed improvements to the parking lot on Washington Street and unanimously agreed that improvements should be made to the parking lot. The Court next discussed title to the grade-all that was pur- chased to be used by all commissioners. Commissioner Cooley moved to transfer title of the grade-all to Commissioenr Wilcox for $100.00. Commissioners Cooley, Cargill, and Wilcox voted "Aye", Commissioner Stasny voted "No". There being no further business the Court ad,juourned.
