M. on Monday, February 28, 1977, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; H. L. Cargill, Commissioner of Precint 3; W. A. Stasny, Commissioner of Precinct 4; Frank Broiskie, County Clerk. The following citizens and officials were in attendance: Jack Hodges, KBTX-TV Jerry Gray, The Eagle Alan Sayre, WTAW, Radio F. A. Galindo, The Braver Corp., Inc. H. B. Harper, Brazos Valley Kennel Club Nancy Stricklin, Brazos Valley Kennel Club Claude Stewart, Brazos Valley Development Council Thomas Alan Hoerstman, Page Southerland Page Robert W. McKinney, Page Southerland Page Martin Riley, Jr., Spencer J. Buchanan and Assoc. Jesse Montelongo, News Office Supply Co. Raymond B. Buchanan, Tax Assessor-Collector E. W. Sayers, Constable, Precinct 7 Hank Wahrmund, The Eagle Mr. H. B. Harper, with the Brazos Valley Kennel Club was present to discuss the use of the Brazos County Livestock Pavilion and the willingness of the organization to help fund the improvements. Mr. •Harper stated that the organization was looking for a permanent place to hold it semi-annual shows and would be willing to help finance any improvements that were planned for the pavilion. The Court was ad- vised that the organization would not require anything in,addition to what was proposed for the facility at this time. He did state that they would like to consider the possibility of a portable floor for some time in the future but that the Kennel Club would be willing to pay for the construction of that improvement. The Court next considered the following plats-.submitted 'for,,. i approval: 1) Preliminary Plat of ADAMS ACRES in Precinct 2. On motion, by Commissioner Wilcox, seconded by Commissioner Stasny the Court j unanimously voted approve the preliminary plat subject to the follow- . f ing conditions: 1) Show of a turn-around easement at tract 4G; 2) F t' fifty foot building set back lire on FM 974; 3) Installation of street ' signs.. ' i 2) Final Plat of MEMORIAL HOLLOW in Precinct 1. On motion by j Commissioner Cooley, seconded by Commissisoner Cargill, the Court unanimously voted to approve the final plat subject to.the filing of j an easement from the adjoining property owners to Brazos County and referenced on the recorded plat. 3) Final Plat of VILLAWEST in Precinct 4 and the extra-territorial jurisdiction of the City of Bryan. On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to approve the plat subject to the following conditions: 1) Plat to show the completion of streets and rights-of-way; 2) Statement that all•lots in the subdivision lie within the boundaries of the Municipal Utility District No. 1; 3) Elemination of lot 2 in block 1; 4) requirement that the recorded restrictions on the subdivision contain the state- ment that all property owners shall maintain the rights-of-way to the curb line; 5) Subject to the approval of the Planning and Zoning Commission of the City of Bryan. 4) Final Plat of VALLEY RIDGE in Precinct 1. On motion by Com- missioner Cooley, seconded by Commissioner Stasny, the Court unanim- ously voted to approve the plat subject to the filing of a Letter of Credit for the completion of the roads in the subdivsion. 5) -Preliminary Plat in Precinct 1, being part of the C. Edgar Jones Tract. The Court next heard a presentation by Robert McKinney and Tom Hoerstman with Page Southerland Page on the Preliminary Plan Study for the jail: The Court reviewed drawings of the present jail and how it could be remodeled to comply with the current jail standards. The consultant stated that the County had two options; 1) to remodel the existing jail, which would soon be obsolete due to the rapid ,growth of the County and; 2) to remodel the existing jail to be used for certain purposes and to build a new jail. After many questions, the County Judge asked the consultant to do further study into the ,cost of a new jail to be used as a minimum security jail and the cost and feasability of a multi-county jail and make another presentation at a later time. A full copy of the preliminary study is on file in the Commissioners' Office in the Jail Study File. The County Judge announced that the terms of District Judge W..-C. Davis and Commissioner Bill Colley as members of the Board of Directors of the Brazos Valley Development Council expire-on March 31, '1977 and recommended that Commissioner Cooley be reappointed to the Board and asked for a recommendation for the appointmetf-tof - -the other member. Commissioner Cooley recommended that James H. Dozier, College Station City Councilman be appointed and so moved that he and Mr. Dozier be appointed to the Board to serve for three year terms. Motion was seconded by Commissioner Stasny and carried unan- imously. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to pay the request of the RSVP in the amount of $800. for the semi-annual payment of the 1977 contract. The Court next considered a',statement from South/West Planning Associates in the amount of $279.00 for professional services in connection with the County's second year Application for Community Development Grant Funds. No action was taken on the matter pending an itemized statement for the services. Boyd, Sheriff's Department On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to approve the Requests as submitted.. The Court, having received and opened bids for office supplies for the current year for Brazos County, proceeded to the award of the contract. The County Auditor reported that her study of the bids revealed that the bid of News Office Supply was the lowest and best bid received. The County Judge recommended that the contract be awarded to the News Office Supply Co. Commissioner Wilcox moved to accept the recommendation of the County Judge. Motion was seconded by Commissioner Cargill and carried unanimously. The Court next considered a request from Mrs. Mildred Carptener, for the purchase of the typewriter that she had used while serving as secretary and court reporter for the Distict Judge. It was the con- sensus of the Court that the typewriter should be kept by the County and put to use in any such office that was in need of such equipment, and requested the County Judge to notify Mrs. Carpenter. I The Court next considered a request from Mr. E. W. Sayers, Con- stable of Precinct 7, for a four drawer file cabinet and a typewriter. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to authorize Constable Sayers to purchase a file cabinet and to attempt to locate a surplus typewriter in the Courthouse for his use. All members being present, the Court proceed to approve Claims 316 through 389 in the General Fund for payment. On motion by Commis- sioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to pay such claims as presented by the County Auditor.
