M. on Monday,. February 11, 1977, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; H. Ti. Cargill, Commissioner of Preicnct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The minutes of the previously held meetings were examined and approved without change. The Court received, approved and ordered filed as submitted the following reports for January, 1977: W. T. Sistrunk, County Extension Agent; Curtis Taylor, Jr., County Extension Agent; LeRoy Grebe, Jr., Coungt Extension Agent; Mable Walker, County Extension Agent; Wanda L. Pope, County Extenison Agent. The following citizens and officials were in attendance: Jerry Bishop, Jerry Bishop and Associates Tony Jones, Tony Jones Construction Co. John Godfrey, Probation Officer Claude Stewart, Brazos Valley Development Council j Albert Turek, City National Bank John Birkner, University National Bank i W. T. Riedil, University National Bank Jarvis Porter, H.P. & Co., Farm W. D.,Burnham, First National Bank Martin L. Riley, Jr., Spencer J. Buchanan and Assoc. ! B. V. Elkins, Treasurer t Mary Nichols, County Auditor Alan Sayre, W. T. A. W. Radio Jack Hodges, KBTX-TV ; The Court received bids from the First National Bank of Bryan, i' City National Bank of Bryan, The University National Bank of College Station and a reply of No Bid from the Citizens Bank, to act as Depository for Brazos County for the 1977-78 Biennium. After care- full review of all bids Commissioner Cooley moved to award the bid to the Frist National Bank of Bryan. Motion was seconded by Comm- issioner Stasny and carried unanimously. The Court next considered the following plats submitted for approval: 1) Preliminary Plat of SANDSTONE ADDITION in Precinct 1 and the extra-territorial jurisdiction of College Station. After care-full examination of the plat Commissioner Cooley moved that the preliminary plat be approved subject to: 1) Dedication of future road to-Brazos County; 2) Designation of lots 17 and 18 out of the 32 acre tract. Motion was seconded by Commissioner Stasny and carried unanimously. 2) Vacating and re-subdivsion of WESTWOOD ESTATES, making 18 lots out of the 15 platted. On motion by Commissioner Stasny, 'seconded by Commissioner Cooley, the Court unanimously voted to ap- proved the plat as submitted. 3) Final Plat of BENCHLY OAKS in Precinct 4. After,noting the addition of the right-of-way between Redbud Drive and Benchl.y Drive and the extension of Benchly Drive to tap the adjoining property Commissioner Stasny moved to approve the plat subject to the addition f fl of the statement regarding the sanitary sewer installations in the subdivsion: Motion was seconded by Commissioner Cooley and carried unanimously. The Commissioners' Court next considered an application to the Criminal Justice Division for Grant Funds for a Foster Group Home in the amount of $31,866.00. This application to cover a one year period, from May 1, 1977 through April 30, 1978. It is understood that the project will be funded 90 per cent by the CJD Gram and .f 10 per cent by local funds. After a thorough examination of the application, Commissioner Cooley moved that the County submit an application for such Grant. Motion was seconded by Commissioner Cargill and carried unanimously. i On motion by Commissioner Wilcox, seconded,by Commissioner a Cargill, the Court unanimously voted to pay $6,580.00 to the Brazos Valley Development Council as the County's pro-rata share of the Council's 1977-78 Budget. The Court again considered the following bids re-submitted for the pruchase of an automobile for the Sheriff's Department: Beal Ford - $4,992.00 for a 1977 Ford LDT II S Pharis.Wilkinson - 5,349.00 for a 1977 Pontiac Catalina Pharis Wilkinson'- 5,498.00 for a 1977 Pontiac Catalina Corbusier Chevrolet 5,177.14 fcr a 1977 Impala After consideration of the equipment bid Commissioner Cooley moved to accept the low bid of Beal Ford and to purchase a 1977 Ford LTD II for the.Sheriff's Department. Motion was seconded by Commissioner Cargill and carried unanimously. Next to be considered were applcations for Soil Conservation work as follows: Robert Murphy, Rt. 3, Box 230, Bryan, requested grader work to be done off Weedon Loop in Precinct 3. B. W. Hicks, Rt. 3, Bryan, requested grader work to be done on Hicks Lane off FM 158 in Precinct 3. B. B. Scasta, 3501 Briarcrest Drive, Bryan, requested grader work to be done in Sheiga Heights in Precinct 3. I s S Mrs. Iris I. Inglehard, 3409 Texas Avenue, Bryan, requested grader work to be done in the Harvey Community off Highway 30 in Precinct 3. Commissioners' Court, Regular Meeting - February 11,1977..... The County Judge announced that his term and that of Travis B. Bryan, III, as members of'the Board of Trustees of the Mental Health-Mental Retardation expires on March 31, 1977, and asked that "he and Mr. Bryan be reappointed. On motion by Commissioner Cooley, seconded by Commissioner Stasny, the Court unanimously voted to appoint Judge Vance and Travis B. Bryan, III to the Board for two year terms, ending March 31, 1979. On motion by Commissioner Cooley, seconded by Commissioner Cargill, the Court unanimously voted to pay $100 to the County and Judges Association of Texas for the County's 1977-78 annual dues. On motion by Commissioner Wilcox, seconded by Commissioner Cargill, the Court unanimously voted to pay the statement of E. E. Merrell, Architect in the amount of $167.10 and the statement of Jordan and Woods in the amount of $14,688.31 for work completed at the Courthouse Annex. Next to be considered were change orders No. 5 and 6 for work needed to be done at the Courthouse Annex. After consideration of the needed changes Commissioner Cooley moved that such change orders be approve. Motion was seconded by Commissioner Stasny and carried unanimously. The Court next considered the application for payment of Bryan Construction Co. in the amount of $1,170.00 for work completed at the Brazos County Park. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court unanimously voted to pay the statement out of the General Fund, with reimbursement to be made out of the Community Development Grant and the Bureau of Outdoor Recreation Grant. ' Next to be considered were requests by various offices for subscriptions to the Business Digest. After discussion Commissioner Wilcox moved to allow for the purchase of two (2) copies of the Business Digest, one for the office of the County Clerk and one for, the office of the Tax Assessor-Collector, and suggested that all other offices utilize those two copies. ~f "o.a.~.::r._.... Commissioner Wilcox,,; seconded by,Commissioner I Cargill,,the Court unanimously-voted•to••-purchase two (2) IBM Correct- ; ' ing Selectric Typewriters, one to be used in the County Attorney's Office and oned to be used in the County Auditor's office. On motion by Commissioner Cooley, seconded by Commissioner Wilocx, ' the Court unanimously voted to amend the 1977 Budget for Brazos County:, for the Child Services Attorney to comply with the figure~as set out in the contract between the Department of Public Welfare and Brazos County. The Court, having advertised for bids for office-supplies for Brazos County for the yea; proceeded to consider bids received from News Office Supply, Engineering and Office Supply and Advanced Bus- iness Equipment. After review and discussion, the bids were referred to the County Auditor for study and recommendation. Next to be considered were the following bids received for the purchase of a dump truck for Precinct 1: Twin City International $10,297.84 Chevrolet 11,682.30 Dodge 12,556.00 Ford 12,550.00 After discussion the bids were referred to Commissioner Cooley for study and recommendation. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court unanimously voted to pay the request of J. R. Loy. Builder for materials to be used in the construction of the Brazos County Livestock Pavilion in the amount of $41,602.50, with mohies to be paid out of the Revenue Sharing Fund. The Court next considered Requests For Change In Status Of Employees for the following employees: Archie P. Clark, in the Sheriff's Department Mary L. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court'unanimously voted to approve the Requests as submitted. All members being present, the Court proceeded to approve the following claims as presented by the County Auditor for payment: General Fund - Claims 171 through 314 Shop - Claims 13 through 25 Probation Department - Claims 15 through 34 - excepting 23 ,Miscellaneous - Claims 4 through 11 Precinct 1 - Claims 17 through 22 Precinct 2 - Claims 21 through 47 Precinct 3 - Claims 16 through 31 Precinct 4 - Claims 13 through 28 On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to pay the claims as submitted.
