COMMISSIONERS' COURT
SPECIAL MEETING
JANUARY 24, 1977

A meeting of the Commissioners' Court of Brazos County, Texas,
was held in the Commissioners' Courtroom, in the Courthouse in
Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday,
January 24, 1977, with the following members of the Court present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
H. L. Cargill, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

The Court heard a presentation by the League of Women Voters
e
regarding the condut of the c;eneral Election held November 2, 1976,
and made the following recom.T;endations:
1) Alterations be made to the boundry lines of voting precincts
8, 9, 12 and 20 to accomidate the expected population growth
in that area.
2) Purchase of additional voting devices to avoid lines at the
polling places.

3) Correcting o.f the Voter Registration Lists.
4) Strengthening the education of the Election Judges.
5) Correct the tie up of the telephone lines on election day.
6) Require the office of Voter Registration to remain open on
election day.
The Court next considered the plat of LOT 2, of the POWERS SUB-
DIVISION No. 1 in Precinct 4. Such subdivision also being in the
extra territorial jurisdiction of the Citv of Bryan. After careful

inspection of the plat Commissioner Wilcox moved that the plat be
approved subject to the following additions:
1) Dedication of additional 15 foot right-of-way on Villa Maria Road.
2) Dedication of additional 10 foot easement on back of lots.
3) Designation of 16 foot utility easments on Finfeather Road.
4) Statement that developmer is joined by mortagee.
Motion was seconded by Commissioner Cooley and carried unanimously.
Mr. R. E. Stansberry presented a request by the Brazos County
Municipal Utility District No. 1 for authorization to lay a sewer
line in the Villa Maria right-of-way from the West By-pass to Station
No. MHA-17. Ater much discussion Commissioner Wilcox moved that
authorization be given subject to the following conditions:
1. That the Brazos County Municipal Utility District No. 1
or its contractor must notify the Commissioner of Precinct
4 prior to the beginning of construction in order that
the Commissioner might be on hand to designate the actual
location of the installation. I
2. That the Brazos County Municipal Utility District No. 1
or its contractor will repair all damage to the road-
way and right-of-way and restore the roadway and right-
of-way to their original condition to the satisfaction
of the Commissioner if Precinct 4.

3. That Brazos County reserved the right to require the
Brazos County Municipal Utility District No. 1 to re-
locate or lower any such line at no cost to Brazos
County should same become necessary due to the widen-
ing, lowering, or other alteration of the roadway or
right-of-way.
4. That Brazos County will in no way be responsible for
any damage that might occur to any existing utility
lines in the right-of-way.
Motion was seconded by Commissioner Cargill and carried unanimously.
The Court received a proposal from Ramiro Galindo, Developer
of the Villa West Subdivision to pay one half of the expenses of
a curb and gutter road on the extension of Villa Maria Road.' After
discussion, Commissioner Cooley moved that the Court not acepet the
proposal,of Mr. Galindo. Motion was seconded by Commissioner Stasny
and carried unanimously.
Ramiro Galindo presented a preliminary plat of VILLA WEST SUB-
DIVISION, in Precinct 4 and the extra territorial jurisdiction of
the City of Bryan. The County Judge stated that he had requested a
meeting with the City of Bryan regarding subdivision regulations in

the extra territorial jurisdiction and,would like to defer consider-
ation of this plat until such meeting could be had.
Next to be considered was the preliminary plat of BENCHLY OAKS
SUBDIVISION in Precinct 4, presented by Martin Riley. After examin-
ation of the plat as submitted the Court requested a report from the
County Health Department regarding any sewer problems that might
develop in the subdivsion if approved. Mr. Riley was requested to
re-submit the plat at the Regular Meeting in February.
Mr. Carroll Enloe, Developer of the Heritage Hills Subdivision
in Precinct 4 presented a request for the reduction of the Bond that
the County held for completion of the roads in the subdivision,
stating that a major portion of the roads were complete. On motion
by Commissioner Stasny, seconded by Commissioner Cooley, the Court
unanimously voted to reduce the bond to $5,000.
The Court next discussed a contract with the Department of Public
Welfare for Child Support Services in Brazos County. Such contract
provides for 75% reimbursement of expenditures by the State Depart-
ment of Public Welfare for services performed by Brazos County. After
having the contract fully explained-by representative of the Depart-
ment of Public Welfare and the County Judge, Commissioner Cargill moved
to authorize the County Judge to enter into such contract on behalf
of Brazos County for a one year period. Motion was seconded by Comm-
issioner Cooley and carried unanimously.
The Court next considered Requestes For New Employment Or Change
In Status of Employees of Brazos County as follows:
Salary increase for one Deputy in the District Clerks office to
$3.40 per hour.
Salary increase of the County Electrician to $5.00 per hour due
to the omission of the 5% increase at Budget time.
Resignation of Receptionist.
Employment of Assistant County Auditor.
After discussion, Commissioner Cooley moved that the increase in the
salary for the Electrician be given. Motion was seconded by Commissioner
Stasny and carried unanimously.

' Commissioners' Court - Special Meeting, January 24, 1977.....
Commissioner Wilcox moved that the salary of the one Deputy
in the District Clerk's Office be increased to $3.40 per hour.
Motion was seconded by the County Judge, with Commissioners Wilcox,
Stasny, Cargill and the County Judge voting AYE. Commissioner Cooley
voted NO, whereupon the County Judge announced the motion carried.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox
the Court unanimously authorized the employment of an Assistant Auditor
at a salary of $3.00 per hour to work during the absence of one of
the Assistants.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox,
the Court unanimously voted to enter into a contract with the Retired
Senior Volunteer Program for services to be performed by the Program
for Brazos County.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox,
the Court unanimously voted to approve a work order received from the
Sopthern Steel Company of San Antonio for repairs or alterations to
the jail equipment.
The Court next considered bids for sound recording equipment
for the County Court At Law as follows:
Wagon Wheel Audio $702.90
Wagon Wheel Audio 394.90
Sound Communications Systems Inc. 3,224.85
Sound Communications Systems Inc. 1,495.00
No action was taken on the bids pending the clearification of the
differenct of the equipment bid.
All members being present the Court proceededed to the approval of
Claims as submitted by the County Auditor for payment:
Genral Fund Claims 117 through 170
On motion by Commissioner Wilcox, seconded by Commissioner Stasny,
the Court unanimously voted to pay the above claims as submitted.
There being no further public business, the Court adjourned to
Executive Session to discuss a personnel matter and the purchase of
Rea l',-'E state.
