COMMISSIONERS' COURT SPECIAL MEETING NOVEMBER 22, 1976 i A meeting of the Commissioners' Court of Brazos Codnty, Texas, was held in the Commissioners' Courtroom, Courthouse, Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday, November 22, 1976, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner, Precinct 1; Walter Wilcox, Commissioner, Precinct 2; Randy Sims, Commissioner, Precinct 3; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Franklin Castanon, Observer Steve Moore, Visitor J. W. Maybery, Visitor Bud Cargill, Commissioner Elect Mrs. Ralph W. Ayers, Youth Livestock Association Bobby Cargill, Youth Livestock Association Hank Wahrmond, The Eagle Chuck Jewett, Bryan Saddle Club Judy Behrens, Bryan Saddle Club John Luckenhill, Bryan Saddle Club Paul Gainey, Bryan Saddle 6lub Don Garrison, Bryan Independent School District Frank Metzer, Bryan FFA The County Judge announced that due to the injury sustained by Commissioner Stasny, he would be excused from further meetings until such time as he is well enough to return to duty. The Court first considered a two part recommendation by the i Brazos County Youth Livestock Association. First to be discussed were fees to be charged for use of the Livestock Arena. After much dis- cussion Commissioner Cooley moved to accept and approve the basic fee schedule with,:chAhges totbe, made.,in"the deposit for clean up and requiring a deposit for damage. Motion was seconded by Commissioner Sims and carried unanimously. A copy of such fee schedule is attached to and made a part of these minutes. The second recommendation to be discussed was management of the facility. It was the recomendation of the Livestock Asgocation that the facilty be governed by a board of five trustees drawn from the Board of Directors of the Livestock Assocation, approved and appoint- ed by the Commissioners' Court. It was the feeling of all members of the Court present that management should be handled~by the Commissioners' Court. Commissioner Sims moved that the existing contract between Brazos County and the Bryan Independent School District be terminated effective January 1, 1977, and the Commissioners= Court resume management of the Livestock Facility. Motion was seconded by Commissioner Wilcox and carried unanimously. The County Judge announced that the_proposed Budget for Brazos County had been completed and asked that a public hearing date be officially set, whereupon the Court set Monday, November 30, 1976, at 2:00 P. M. as the date and hour for the public hearing. The following notice to be published in the manner prescribed by law: "NOTICE OF HEARING ON BRAZOS COUNTY BUDGET FOR 1977" Public notice is hereby given that a public hearing will be held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County., Texas, at 2:00 P. M. on Monday, November 30, 1976, for consideration of the 1977 Budget for Brazos County, Texas, filed with the County Clerk on November 19, 1976, and now remaining on file in the office of the County Clerk of said County, all in accordance with law. Taxpayers and others interested are invited and urged to acquaint themselves with said Budget during the time it remains on file with the County Clerk before the hearing. At the conclusion of the hearing, final action will be taken by the Commissioners' Court of Brazos County, Texas, for the adoption of the Budget for 1977, as finally agreed upon. Commissioner Sims moved that the County Tax office make an appraisal of the property and report its findings to the Court. Motion was seconded by Commissioner Wilcox and carried unanimously. Raymond Buchanan, Tax Assessor-Collector was present to discuss a plan for departmentalizing the Tax office effective January 1, 1977. r-------- • - 411 S, i 1 and stated that by so doing would need an additional deputy for that nffirrx mti,e rn„rt advised Mr. R~i~h?Pan to Present his rArninct at the Budget hearing on November 30th. Next to be discussed was the relocation of a power generator from the old Bryan Hospital Building to the Courthouse. On motion by Commissioner Cooley, seconded by Commissioner Sims, the Court r unanimously voted to advertise for bids for such relocation. t The County Judge next presented a request from Texas A&M Un- iversity for financial aid in connection.with the Easterwood Airport tower utilities extension project. The County Judge also laid be- fore the Court the minutes of the Intergovernmental Coordinating I Committee !1eetin9 held J4nuarY 3 1975 for review concerning the Easterwood Airport. After a review of the minutes and discussion it was the consensus of the Cou-t teat Brazos County decline to' participate in the payment of the project. All members being present the Court procceded to approve Claims 1708 through 1771 in'the General Fund as presented by the County Auditor for payment. On motion by Commissioner Cooley second- ed by Commissioner Sims, the Court unanimously voted to pay such claims. There being no further business, the Court adjourned.
