COMMISSIONERS' COURT
SPECIAL MEETING
OCTOBER 25, 1976
A meeting of the Commissioners' Court of Brazos County, Texas,
was held in the Commissioners' Courtroom, Brazos County Courthouse,
Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday,
Octboer 25, 1976, with the following members of the Court present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
W. A. Stasny, Commissioner, Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

First to be considered was the preliminary plat of BOONEVILLE
SUBDIVISION in Precinct 3. After careful examination of the plat
the Court advised the developer to revise the plat and resubmit it
after reaching an agreruient with Gulf States Utilities concerning
the easements and the removal of an existing building.
The Court next recognized Mayor Lloyd Joyce, Lou Odle, City
Manager and Henry Seale, Councilman representing the City of Bryan
who were present to discuss the proposals made by the City of Bryan
for fire protection to the citizens of the rural area. After dis-
cussing the plans submitted, the County Judge announced that no
action could be taken at this meeting but it was the fealing of all
members of the Court that they would like the representatives of
the City to discuss the following schedule of payment with the full
Commission:
Grass and trash fires and false alarms.....$150.00 per call
Business, house and vehicle fires.......... 300.00 per call

These'rates to,be'on an interim basis until the County could determine
by what means fire protection will be provided to the rural area.
The County Judge announced that Brazos County's second year
application for Community Development Funds had been approved and
that Brazos County had been funded in the amount of $31,000.and
requested authorization to execute the necessary Grant Agreement.to'
receive such funds. Commissioner Sims moved that authorization be
given for the execution of the necessary documents to receive the
second year grant. Motion was seconded by Commissioner Cooley, and
carried unanimously.
The Court next considered the submission of an application
to the Criminal Justice Council for grant funds for a study of the
Brazos County correctional faicility and the feasibility of a multi-
county correctional facility. After discussion, Commissioner Cooley
moved that that the County Judge be authorized to submit such app-
lication on behalf of Brazos County. Motion was seconded by Com-
missioner Sims and carried unanimously:
Next to be discussed were two change orders in connection with
the contract for the remodeling of the Courthouse Annex. Change
order number one in the amount of $3,256.47 for reworking the ex-
isting floor slab in the old section of the building. Change order
number two for overage in toilet accessories allowances. Commissioner
Wilcox moved that both change orders be approved and the contractor
be instructed to proceed with the necessary work. Motion was seconded
by Commissioner Sims and carried unanimously.
The Court next considered the final plat of INDIAN OAKS SUBDIVISION
in Precinct 1. After careful inspection of the plat and on motion by
Commissioner Sims, seconded by Commissioner Stasny, the Court unan-
imously voted to approve the plat as submitted.
Martha Girling and Jeanne Eildand were present to request per-
mission to solicit among County employees for the sale of cancer
insurance. After discussion, Commissioner Sims moved that all so-
licitation among County employees be done in one of two ways:

By permission of and at the discretion of the elected,
official or department head.
2. By prearranged and announced group meetings.
Motion was seconded by Commissioner Cooley and carried unanimously.
The County Judge requested permission to employ a secretary
for,that office full time on a temporary basis due to the illness of
the regular secretary in that office. On motion by Commissioner
Sims seconded by Commissioner Stasny the Court unanimously voted to
? authorize the temporary secretary.
There being no further business, the Court adjourned.
The foregoing minutes were examined in open Court and approved on
