M. on Monday, September 27, 1976, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner, Precinct 1; Walter Wilcox, Commissioner, Precinct 2; Randy Sims, Commissioner, Precinct 3; W. A. Stasny, Commissioner, Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Pat Baker, Brazos Valley CAA, Years For Profit Barbara H. Bowerman, Brazos Valley Development Council, Area Agency on Aging Harley W. Roath, Senior Citizen H. L. Cargill, Observer Jack Hodges, KBTX David Lindsey, Eagle Alan Sayer, WTAW :Lary Nichold, County Auditor 1 Franklin Castanon, Observer The Court first considered a Resolution approving an application to the Governor's Committee on Aging by the Brazos Valley Community Action Program to provide the "Years For Profit" program to the citizens of Brazos County. The "Years for Profit" program being a national nutrition program for the elderly. After having the program explained to the Court, Commissioner Cooley moved that Brazos County adopt the Resolution and authorize the implementation of the nutritional program in Brazos County. Motion was seconded by Commissioner Wilcox and carried unanimously. A copy of such resolution is attached to and made a part of these minutes. The Court having advertised for bids for election supplies and services for the General Election, proceeded to consider bids received. The County Judge announced that invitations to bid had been mailed to various companies and had received a "No Bid" from Hart Graphics and a bid of $6,500.00 from Texas Voting Systems. Such contract to be for the total sum of $6,500. On recommendation of the County Judge, Commissioner Stasny moved that Dr. 0. C. Cooper, M. D. Be reappointed to serve'on the Board of Trustees of the Mental Health, Mental Retardation for a two year term, ending March 30, 1978. Motion was seconded by Commissioner Cooley and carried unanimously. The Court next discussed the matter of fire protection for the rural area of Brazos County. The County Judge laid before the Court a proposal by the City of Bryan whereby Brazos County would pay a minimum fee per month. After discussion, Commissioner Sims moved that the proposal from the City of Bryan be rejected and to author- ize the County Judge to negotiate further with the City. Motion was seconded by Commissioner Stasny and carried unanimously. The Court next considered a proposal for janitorial service for the Courthouse annex in the amount of,$225.00. Such service would be performed twice weekly. After discussion, Commissioner Stasny moved to hire a full'time janitor for Brazos County to work at--the annex as well as at the Courthouse complex. Motion was seconded by Commissioner Sims and carried unanimously. The Court next considered a request by Max Hines for the re- fund of the County's portion of auto sales tax in the amount of $4.20. On motion by Commissioner Stasny, seconded by Commissioner Sims, the the Court unanimously voted to authorize the County Treasurer to re- fund the $4.20 auto sales tax. Next to be considered was an invoice from Jack W. Cumpton and 1 Associates in the amount of $6,721.50 for schematic design phase work performed in conncection with the Regional Mulit-Use Facility in the Brazos County Park. On motion by Commissioner Sims, seconded by Com- missioner Wilcox, the Court unanimously voted to pay such invoice. The Court next considered an invoice from South/West Planning in the amount of $1,330.00 for services in connection with Phase I of ~I `enL:~•~. _ ,a:J~1- 1;.~~ictc~.i~~_:SIw°'i • rq.Lepr i the Brazos County Park. No action was taken on this invoice pending clearification of services.Yet-to'be Performed Next to be considered were bids for a typewriter for the County Judge's Office. On motion by Commissioner Cooley, seconded by Com- missioner Sims, the Court unanimously voted to accept the bid of IBM in the amount of $660.00 for a model 895 correcting selectric with 15.5 inch carriage. The other bid received was from Otis McDonald. The Court proceeded-to consider bids.for fire extinguishers for,.the Courthouse. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court unanimously voted to accept the low bid of Mid-Tex Fire and Safety in the amount of $525.00. Other bids received were from Bailey Oxygen and Cen-Tex Fire and Safety. The County Clerk next presented the Court with a notice form Southern Microfim Corp, of an increase in the charge for services performed by his office. On motion by Commissioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to authorize the the County Clerk to pay the increased amount for such services. All members being present the Court proceeded to approve the following claims as presented by the County Auditor frog payment: General Fund - Claims 1390 through 1443 On motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to pay the above claims as presented. The Court next discussed soil conservation for Brazos County. After much discussion and on motion by Commissioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to transfer the soil conservation balances as of January 1, 1976, plus all monies collected in 1976 to four separate bank accounts entitled Soil Con- nervation. I . • I r l• 1 1?y d, 1 • Y. . , RESOLUTION WHEREAS, BRAZOS COUNTY is one of the seven counties in the Brazos f Valley Region designated as high priority counties for a National Nutrition Program for the Elderly by the Governor's Committee on Aging; and i. WHEREAS, The Brazos Valley Development Council, a Regional Plann- ing Commission, has been designated as the pooling, coordinating °~and evaluating agency for these programs in the Brazos Valley Region by the Governor's Committee on Aging; and WHEREAS, The Brazos Valley Community Action Program has requested by action of their board and by letter to The Brazos Valley k; Development Council that they be designated as the delivery agency for said program; and r WHEREAS, the Governor's Committee is receptive to the Community Action Program agency being the delivery agent with the Brazos Valley Development Council as the coordinating and evaluating agency for said program; and c' NuW, THEREFORE, BE IT RESOLVED that the Brazos County Commissimers Court by this resolution approves of an application to the Gover- nor's Committee on Aging by the Brazos Valley Community Action Proggram, reviewed, coordinated, and evaluated by the Brazos Valley-Development Council, to provide the "Years For Profit" program to the citizens of Brazos County; and BE IT FURTHER RESOLVED that a copy of the application be filed with the County Judge of Brazos County; and BE IT FURTHER RESOLVED that the Brazos Valley Development Council and the Brazos Valley Community Action Program keep the Brazos County Commissioners Court fully informed on the progress of the program. NOW, THEREFORE BE IT RESOLVED that Brazos County Commissioners Court authorizes the Brazos Valley Community Action Program to implement the National Nutrition program for the elderly', planned and evaluated by the Brazos Valley Development Council in Bryan, Texas. 1 i 1 i I CERTIFY THAT the above resolution was adopted by the Brazos County Commissioners Court, duly assembled on the 27Th day of September, 1976, and that said resolution is recorded in the j minutes of said meeting. i ' ATTEST: , '/Wi,~liam R.
