I~ r COMMISSIONERS' COURT SPECIAL MEETING AUGUST 23, 1976 A meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday, August 23, 1976, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner, Precinct 1; Walter Wilcox, Commissioner, Precinct 2; Randy Sims, Commissioner, Precinct 3; W. A. Stasny, Commissioner, Precinct 4; Frank Boriskie, County Clerk. The Court, having earlier discussed the funding of a study of the jail facilities and the feasability of a multi-county facility through a Criminal Justict Council Grant, proceeded to discuss the matter of a consultant for Phase I of the Grant. The County Judge next announced that Brazos County had received an Offer Of Grant in the amount of $616,000 from the Economic Develop- ment Administration as a result of an application made earlier.•by Brazos County. Such funds to be matched with County funds for the con- struction of a Mulit-Use Facility off the East Loop. The County Judge asked if there was anyone who wished to speak on this matter at this time. Mr. Ed Burkhart representing the Arts Council of Brazos Valley requested that consideration be given'to their organ- ization for space in the Facility and stated that the Brazos Valley Museum of Natural Science could also be housed in the Facility. Commissioner Cooley stated that he could not vote for the Facility with the existing plans. After discussion, Commissioner Sims moved that the Grant Offer be accepted and authorize the County Judge to execute the necessary documents of acceptance. Motion was seconded by Commissioner Wilcox, with Commissioners-Sims, Wilcox, Cooley and . the County Judge voting AYE. Commissioner Stasny voted NO,-whereupon the County Judge announced the motion carried. The Court next discussed a request by the Westwood Community i r Improvement Assocation that Brazos County quit-claim the 3.0G acre parcel of land designated as the park in Westwood Estates as shown on the plat filed in Volume 342, page 529 of the Deed Records to the Association. After discussion, Commissioner Stasny moved that the 3.00 acre parcel be quit-claimed to the Association. Motion was seconded by Commissioner Cooley, with Commissioners Stasny, Sims, Cooley, and the County Judge voting AYE. Commissioner Wilcox voted NO, whereupon the County Judge announced the motion carried and ordered the proper instruments prepared. R. A. Galindo with the Braver Corp. was present to discuss the matter of clearing of the rights-of-way in Westwood Estates Subdivision. Commissioner Stasny stated that he felt the right-of-way should be cleared of all trees and obstruction to the property line as indicated' n on the plat. Official action was deferred until the meeting to be held September 27 to allow the developer and the president of the-Homeowners--•Assocation to prepared a contract to be signed by the owner of each lot that has been deeded in the subdivision and by the developer for all unsold lots. Such contract to state that the property owner would be responsible for the primary or surface maintenance between the right-of-way line and curb and that the clearing line would be a minimum of eight feet from the curb. Next to be considered was the final Plat of FOX FIRE, PAHSE II, j.•' in Precinct 1. After inspection of the plat and on motion by Commis- sioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to app+ove said peat, subject to the approval of the Yidrining Commission of the City of College Station. The Court next discussed the advantages of belonging to the National Association of Counties and the question of Brazos County joining the Association. After discussion, the County Judge moved that Brazos County join the Association. Motion was seconded by r Commissioner Wilcox, with Commissioners Wilcox, Cooley and the Countyr Judge voting AYE. Commissioners Stasny and Sims voted NO. The County Judge announced the motion carried. Raymond Buchanan was present to request authorization to hire two additional appraisers for the Tax Office. On motion by Commis- sioner Wilcox, seconded by Commissioner Sims, the Court unanimously voted to authorize the Tax Assessor-Collector to hire two additional appraiser at an annual salary of $8,400 to begin October 1, 1976. Next to be considered were bids for a calculator for the Tax Assessor-Collector's Office. On motion by Commissioner Sims, seconded by Commissioner'Staskiy the,Court'unanimously voted to accept the low bid of Monroe in the amount of $185.00. Such proposal stated that the library staff would catalog i the Law Library collection and that library personnel would keep current the pocket parts in the volumes. It was also requested that ! Brazos County purchase the additional equipment necessary for the storage of the library at a cost of approxiiaately $1,000. After dis- cussion and on motion by Commissioner Stasny, seconded by Commissioner Sims the Court unanimoulsy voted to move the Law Library to the Bryan Public Library and pay the $1,000 for the necessary equipment. On motion by Commissioner Sims, seconded by Commissioner Cooley the Court voted unanimously to pay the expenses of Warren Harmon in the amount of $400.00 for the recovery of a prisioner from California with reimbursement to be made by the bondsman, Elmer Gray. All members being present, the Court proceeded to approve'the following claims as submitted by the County Auditor for payment. General Fund Claims 1217 through 1269 Precinct 4 Claims 136 through 139 On moiton by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to pay the claims as submitted. - i_ members of the City Council of the City of College- Several Station were present to discuss the matter of drawing the ward fines in tht City of College Station and the feasibility-of re-aligning the voting precincts to follow the ward lines in-that city. The County Judge stated that Brazos County_had not received approval from the-Justice Department on the present voting precinct lines,-therefore, felt that Brazos County was not in a position at this time to consider any change to the voting precinct lines, and no action was-taken on the matter. ` i There being no further business, the Court adjourned. ti F ' F ` f U r VOL~PAGE ~~•yGr19-'d..ia' foes.
