MAY 24, 1976 A meeting of=-the Commissioners' Court of.Brazos County, Texas was held in the-Commissioners' Courtroom in the Courthouse in Bryan, Brazos County,.Texas, beginning at 10:00 A. M. on Monday, May 24, 1976, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley,, Commissioner of Precinct 1; Walter W. Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: John Godfrey, Probation Officer Ann Sackett, League of Women Voters. Walton, Bryan Saddle Club The Court heard a detailed presentation by Jane Hughey and Ann Sackett with the League of Women Voters concerning a Juevni.e Center for-Brazos County and received literature compiled by the League on facilities of this type in other areas. It was the recommendation of the League that immediate action be taken by the Court on the program and on a request made by Sheriff Hamilton for a matron to assist juveniles. Judge Vance asked that the League compile actual per centage figures from the sheriff's records and the Pro- bation department prior to the Courts next meeting and advised ttf ' f f ! l= ~S Sheriff Hamilton`to locate someone)to use as a matron on stand by basis. It was the consensus of the Court that a committee be f' i appointed to study the matter of the center, whereby Commissioners Sims and Wilcox were unanimously appointed to study the materials r submitted and report back to the Court. Members of the Bryan Saddle Club and Brazos County 4 H Adult Leaders Association were present to discuss the usage rates for the r Livestock Arena. Judge Vance advised the citizens that the fees collected would be used to maintain the facility and keep it oper- ational. He further stated that the rates set were interim rates f and that a final hearing would be held at a later time. All in- terested organizations were invited to present their proposals of f, f~ the different events that would make use of the facilities and an estimate of fees that should be charged for the Court to use as a guideline and consider before the hearing. r• Edward Slovacek, Certified Public Account, was present to report on the outside audit of the County records for the twelve month period ended December 31, 1975. Mr. Slovacek reported that the County had done a "good job" in the change it had made in a its,accounting system and the automation of the entire bookkeeping system by computer. He pointed out two areas of concern on doc- umendation of records and reported that recommenations had been f made to the County Auditor who was taking the proper steps to correct the matter. Several recommendations were made that Mr. :t Slovacek felt would smooth out the system and recommended that an audit committee be appointed to work with an outside auditor when ` i •ra the County had another audit made. ; The Court next considered approval of the following'plats: ' Preliminary Plat of FOX FIRE, Phase II in Precinct 1. On motion r by Commissioner Cooley, seconded by Commissioner Sims, the Court ~ unanimously approve the plat as submitted. Final Plat of SHERWOOD HEIGHTS, Section I in Precinct 1 as F , submitted by Growth Industries. Certificate of approval by Commissioners Court. 2. Certificate of recording by County Clerk 3. Certificate and acknowledgement of land-owner. 4. Notation that property is not in 100 year flood plain. Final plat of CANYON CREEK, in Precinct 4, as presented by Norman Godwin. On motion by Commissioner Stasny, seconded by Comm- issioner Cooley, the Court unanimously approved plat subject to the filing of a bond of completion on the roads. Next to be considered was a request and bid for drapes for two offices in the Deputy Sheriff's building in the Courthouse. On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court unanimously voted to purchase such drapes from Twin City Draperies in the amount of $346.50, noting that a request had been made to LaMar Carpets and the Early Bird Shoppe for bids with no reply. Next to be considered were applications for soil conservation work as follows: W. W. Gilpin, Rt. 3, Box 166A requested approximately 6 hours grader work to be done at Reliance, in Precinct 3. i; On motion by Commissioner Commissioner Cooley, seconded by Comm- issioner Sims, the Court unanimously voted to approve the application and authorize the Commissioner to do the necessary work. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court unanimously voted to appoint Beverly Burford as Manager for Central County for all county wide elections. On motion by Commissioner Wilcox, seconded by Commissioner Stasny, the Court unanimously voted to approve milage for the elect- rician for April and May. The Court next discussed a diesel mechanic for the County Shop. Commissioner Sims recommended that the County hire a diesel mechanic to take care of all county equipment. No action was taken on the recommendation. On motion by commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to pay the invoice of IBM in the amount of $1,130.00 for two electric typewriters for the County Clerk's Office.
