COMMISSIONERS' COURT' REGULAR MEETING MAY 10, 1976 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday-; May 10, 1976, with the following present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The Anutes of the previously hel meetings were examined and approve without change. The Court received, approved and ordered filed as submitted the following reports for April, 1976. W. T. Sistrunk, County Extension Agent; Curtis Taylor, Jr., County Extension Agent; LeRoy H. Grebe, Jr., County Extension Agent; Mable Walker, County Extension Agent; Wanda L. Pope, County Extension Agent. Ag. Dept.' Delbert Reed, Bryan High Voc. Ag. Dept. R. B. Buchanan, Tax Assessor-Collector The Court heard a presentation by Alan Witten, a representative of Transport Life Insurance Co., concerning Cancer Insurance for County employees. Judge Vance advised Mr. Witten that the only function the Court had in connection with this matter was to give permission for the representative to solicit business in the Court- house. Mr. Witten was advised that this would have to be done either by holding a meeting after hours or by consent of the office holder of each office. The matter of payroll deduction was also discussed with the representative being advised that this matter would have to be worked out with the County Auditor. Raymond B. Buchanan, Tax Assessor-Collector was present to discuss the setting of a time for the Court to meet as a Board of Equalization. All members agreed that Wednesday and Thursday, July 28th and 29th would be the time set for this purpose. The Court next considered the plat of CANYON CREEK in Precinct 4 as presented by Norman Godwin. After a study of the plat the Court approved the plat layout as presented but withheld final approval until such time as Mr. Godwin could present proof of title, releases for the right-of-way easements, Soil- Conservation report, and a bond of completion for the roads in the subdivision. Roland Searcy, County Attorney, appeared to request permission i to hire an additional full time employee for this office, with.- VOL N PAr= _ ,,..p.•, .,x.~tpre~i~• vr~-i a • : ;'"fp''y~1~'~"~c•r^a^'e ~;,.:Y'~ ~,wi VOL~LPAGEtL421 SSV the-primary'duties to be handling•of hot checks.` Mr. Searcy pointed ,out that he,has had the services of such a person for the past six months, provided by the CETA program, but that the program was sched- uled to end the last. of June.and he would like to put Carla Barrow on his payroll at that time. Several members of the independent Grocers Association were present and spoke in support of the request stating that it had been:•of great benefit to them since this clerk had been put in the County Attorney's Office. Judge Vance pointed out that it was a possibility that the CETA Program would be extended and he would like to defer action pending the outcome of the program. Commissioner Sims stated that if such a person was hired he felt her primary duties should be that of handling hot checks. Commissioner Cooley made a motion that in the event the Federal Program ends, the County pick up the employment of this person. Motion was seconded by Commissioner Wilcox and carried unanimo"usly. The Court next considered the purchase of three (3), five (5) drawer file cabinets for the District Clerk's Office. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court un- animously voted to purchase such file cabinets from Hart Office Center for the total amount of $862.31, noting that a request had been made to Hill Printing and Stationery,Co. and WAlraven for bids with no reply. Frank Metzer and Delbert Reed with the Bryan High Vocation Ag Department were present to discuss the fees to be charged for use of the Livestock Arena. After much discussion Commissioner Stasny moved to set the following rates as enterim rates until such time as a permanent rate'can be set by the Court: $100.00 - night time rate, plus $5.00 per hour after midnight. $ 50.00 - night time practice rate, plbs $5.00 per hour after midnight. This to include arena and speaker stand only.. $ 20.00 - daytime rate. To include only the arena $ 10.00 - daytime rate for speaker stand. $ 25.00 - rate for consession stand $155.00 - rate for day and night. To include everything. Motion was seconded by Commissioner Wilcox, with Commissioners Wilcox, Sims, Stasny and the County Judge voting AYE. The Court next discussed the purchase of right-of:-way by Precinct 1.
