M. on Monday,-February 23, 1976, with the following members of the Court present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner, Preicnct 1; Walter Wilcox, Commissioner, Precinct 2; Randy Sims, Commissioner, Precinct 3; W. A. Stasny, Commissioner, Precinct 4; Frank Boriskie, County Clerk. The following are citizens and members of the community present: Ray Abbott, South/West Planning Associates; Mike Murphy, South/West Planning Associates; Lola Thompson, Senior Citizens Group; Roy Durbon, Senior Citizens Group; Henry Ross, Senior Citizens Group; Alma Holden, Senior Citizens Group Timm Moore, Senior Citizens Group; z. D. D. Williamson, Department of Highways and Public Transportation;, Judy Phillips, League of Women Voters; Jane Cash, League of Women Voters Duwayne Garner, Soil Conservation Service June•Bonarrigo, The Eagle John Coleman, KBTX Television Station ,Howard Price, WTAW Radio Station Mary Nichols, County Auditor John Godfrey, Probation Officer Norman Beal, MHMR The Court's first consideration was for representatives to 'work with the Senior Citizens in connection with a Senior Citizen Center. After some discussion, the Court unanimously agreed that Commissioners Cooley and Sims would be the representatives for Brazos County to work on the project. J I Next to be considered was the preliminary plat of'Ouail Runn Estates in Precinct 1. Motion was made by Commissioner Sims to approve the plat subject to slight alteration to Feather Run Rd. Motion was seconded by Commissioner Wilcox, with Commissioners Sims, Wilcox, Stasny and the County Judge Voting AYE. Commissioner Cooley abstained from voting. ~ Y./ • Mr. D. D. Williamson withthe State Department of Highways and Public Transportation was present to discuss them@alignment, of the Federal-aid Highway System. This would be an upgrading of the rural system using federal funds. After hearing the pre- sentation and on motion by Commissioner Stasny, seconded by Comm- issioner Wilcox, the Court unanimously voted to approve the System. The Court next considered a request from the Soil and Water Conservation Service for $1,000.00 for operational expense. On ,motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court unanimously voted to grant the request and forward the money to the Soil Conservation Service. At the request of the Commissioners' Court, Ray Abbott and Mike Murphy with South/West Planning Associates, the County's consultant for the Community Development Program presented a proposal for several alternative plans for the Multi-Use Facility. After discussing the different plans presented, Commissioner Cooley moved to accept the proposal for an over all design and site plan for a total cost of $1,000.00, and that the plan should be presented to the Court at the March 22nd meeting. Motion was seconded by Commissioner Wilcox and carried unanimously. Norman Beal with the Mental Health Mental Retardation Center was present to discuss the utilization of the Courthouse Annex. Judge Vance reported that an architect was working with the Health Unit and the County Extension Service to determine if there would be sufficient space on the ground floor for their offices as well - as other offices now housed in the Courthouse. Mr, Beal requested the County to rent the MHMR space on the second floor of the Annex. , Mr. Beal stated that the Center would take the availabe space in its present condition with some renovationpto be done by the County. Commissioner Wilcox made a motion to rent a portion of the second floor of the Annex to the Center on a monthly basis of $550.00 per month until September 1, 1976, at which time, the rental will be increased to $1000.00 per month with a ninty day notice clause to terminate. Commissioner Sims recommended that a resolution be adopted establishing requirements through which the City could lay such lines. Commissioner Wilcox made a motion that the City of Bryan be authorized to lay its line in Poor Farm Road providing that it shall comply with the following conditions: 1. That the City of Bryan secure the approval of the Commissioner in whose precinct the work is to be done as to the location of, the actual. work, such approval to be obtained prior to the beginning of actual construction. 2. That the City of Bryan repair all damage done to any road by reason of such construction and restore the road and right-of-way to its condi- tion prior to construction, and cause any con- tractor employed by it to do likewise. , ~ ~ Ise 1 3. That Brazos County reserve the right to require the City of Bryan to relocate any such line at no cost to Brazos County, should same become necessary due to the widening, lowering, or other alteration of the road or right-of-way. 4.' That Brazos County will in no way be responsible for any damage that might occur to any existing utility lines in the right-of-way. The motion was seconded by Commissioner Sims and carried unanimously. The Court next considered bids for an adding machine for the office of the Justice of Peace, Precinct 7, Place 2. On motion by Commissioner Sims, seconded by Commissioner Stasny, the Court unanimously accept the bid of Mike Mistovich Business Machines in the amount of $150.00 for an NCR 19-1. Other bids received were from Advanced Business Equipment inthe amount of $199.50 and $139.50. The Court again considered a request for financial support of the M.A.S.T. Radio System. Having been informed that there would be six units purchased and that the cost would include in- stallation and maintenance, Commissioner Wilcox made the motion that the County constribute the amount of $200.00 for such services. Motion was seconded by Commissioner Sims and carried unanimously. r, ~-T iSsrfY44yduStfi!'2;+_~M+.ti;~{1s h, 44 . s The,Court,,;having received the,recommendation from the City, of Bryan'for the'renaming of'the West By-pass (FM 2818), proceeded to,discuss the renaming-of both the East and West By-passes. After 'some discussion and on motion by Commissioner Cooley, seconded by Commissioner Sims, the Court voted unanimously to recommend the name "WEST LOOP" for FM 2818 and "EAST LOOP" for the East By-pass to both Cities for their consideration. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court unanimously voted to pay $9,819.25 to the City of College Station 11 and $3,939.00 to the City of Bryan for fire calls for January, 1976. The Court discussed a maintenance agreement with the Honeywell Corp covering temperature controls at the Courthouse Annex at a cost of $269.00 semi annually. After a discussion the Court agreed to delay action on the matter until the March meeting to determine how many controls the agreement covers. Next to be considered were applications for soil conservation work as follows: Sam Rizzo, 2515 Broadmoor, Bryan requested aproximately 2 hours grader work to be done on Poor Farm Road in Precinct 3. On motion by Commissioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to approve the application and to authorize the Commissioner to do the necessary work. The Court next discussed Fire Insurance coverage on the BLD Building and determined that the present coverage was sufficient. Mrs. Judy Phillips with the League of Women voters introduced Ms. Jane Cash who would be representing the League of Women Voters and would sit in on future meetings of the Commis3ioners Court. On motion by Commissioner Cooley, seconded by Judge Vance, the Court unanimously voted to purchase a Bicentennial meter ad for the County's postage meter to be used on all outgoing County mail. M. at which time to reconvene to hear a presentation by Johnny Houston, housing specialist with the Farmers Home Admin. persons present: Ray E. Tirey, First National Bank Johnnie Houston Farmers Home Administration, Belton,-Texas Herbert 0. Wilson, Farmers Home Administration, Bryan Mary Creund, Home Finders Realty Inez Berger, Inez Berger Realtors Mr. Johnnie Houston, housing specialist with the Farmers Home Administration was present and discussed several housing programs that,-were available through the FHA. The programs discussed were Rural Housing Loans, Repair Loans, Rural Rental Housing Loans, and Rental Site Development Loans. Mr Houston discussed the procedure' for applying for the loans and the requirements that must be met 0 before the Adminstration could make loans.
