SPECIAL MEETING i
4 January 26, 1976-
'A special meeting of the Commissioners! Court of Brazos County,
Texas, 'was held in the Commissioners' Courtroom in the Courthouse

in Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday,

January 26, 1976, with the following present:

The Court again considered Liability Insurance for Brazos County.

Having discussed the matter at the January 11, 1976 meeting and haV.:ng
had discussion with both agents submitting bids, Commissioner Sims
moved to accept the low bid of George Webb Agency in the amount of
$8*496.00 plus the cost of the additional coverage of the Saddle
Club Property, County Park and the Old Bryan Hospital and with the.
stipulation that the premium be divided in accordance with the
resolution adopted by the•Commissioners' Court on January 5, 1970
and recorded in Volume M, page 320 of the Commissioners' Court
Minutes. Motion was seconded by Commissioner Wilcox, with Comm-
issioners Sims, Wilcox and the County Judge voting AYE. Commissioner
Cooley voted NO, whereupon the County Judge announced the motion
carried.
Commissioner Sims further moved to ask the Independent
Insurance Agents of Brazos County Association to appoint a three
man committee to investigate all liability policies written for
Brazos`County. Motion was seconded by Commissioner Wilcox and
carried unanimously.
The Court next heard a presentation by Claude Stewart, Criminal
Justice Coordinator for the Brazos Valley Development Council on

the Local Correctional Facility Funding through the Criminal Justice
Council. Mr. Stewart pointed out the items that he felt-the County
would be most interested in and would be to its advantage to look
into such as:
1) Deliquency prevention and treatment
2) Deinstitutionalization of status offenders
3) Prosecution
4) Community based correctional services
5) Local correctional facilities
Mr. Stewart pointed out that there was not much money available for
construction but there was sufficient funds available for preliminary
planning and study. After a discussion, Judge Vance stated that he
felt the County should apply for funds under phase I covering the
local correctional facility, to do a study of__Hrazos.County and
to apply for sufficient funds to do a multi County study as well.
On motion by Commissioner Sims, seconded by Commissioner Cooley,
the Court unanimously voted to authorize the County Judge to make
application to the Criminal Justice Council for $15,000.00 to do
a study of the local correctional facilities.
The Court next discussed an application to the Criminal Justice
Council for a second year grant for the Probation Department. On
motion by Commissioner Sims, seconded by Commissioner Cooley, the
Court unanimously voted to authorize the submission of said application.
The Court next heard a proposal by District Attorney, W. T.
McDonald, Jr. concerning an application to the Criminal Justice
Councilof the State of Texas for grant funds for a three year period
for the employeement of a Juvenile Officer and the purchase of
necessary office equipment. Mr. McDonald pointed out that this was
a 100% grant for the three years.
The Court further considered a proposal by the County Attorney,
Roland M. Searcy, Jr. concerning an application to the Criminal
Justice Council for grant funds for a three year period for the
employeement of a Criminal Investigator, secretary and the purchase
of office equipment for the County Attorney's office for a total
{ cost of approximately $20,000.00 annually. Mr. Searcy pointed out
that this would also be a 100% grant for the three year period.
After much discussion on both proposals the Court agreed that they

Next to be discussed was'the appointment of members to the
Board of Directors of the'Brazos Valley'Development Council. On
the recommendation of the County Judge and on motion by Commissioner
Sims, seconded by Commissioner Cooley, the Court unanimously voted
to reappoint mayor 0. M: Holt and Anderson Jones both for three
year terms.
On the recommendation of Thelma vanOverbeek, Chairman of the
Brazos County Child Welfare Board, and on motion by Commissioner
Sims, seconded by Commissioner Wilcox, the Court unanimously voted
to reappoint Milton Turner and Jesse Vivero to the Child Welfare
Board. Mr. Turner's term would be for one year ending December
1976, and Mr. Vivero's term would be for three years ending December
1978.
On motion by Commissioner Cooley, seconded by Commissioner
Sims, the Court unanimously voted to pay the annual dues of Brazos
County to the County Judge's and Commissioners Association of Texas
in the amount of $100.00.
On motion by Commissioner Cooley, seconded by Commissioner
Wilcox, the Court unanimously voted to pay $6,589.00 to the
Brazos Valley Development Council as the County's share of the
Council's 1976-77 budget.
On motion by Commissioner Wilcox, seconded by Judgc.Vance,
the Court unanimously voted to pay the invoice of South/West Planning
Associates in the amount of $1,207.57 for professional services
rendered in connection wtih the County's Community Development Program.
The Court next considered a request from Spencer J. Buchanan
and Assoicates, Inc. for permission to construct a railroad spur
across Independence Avenue in the Brazos County Industrial Park.
After some discussion and on motion by Judge Vance seconded by Comm-
issioner Wilcox, the Court unanimously voted to allow the spur to
be laid, subject to the following provisions:

The Court next considered a request from the Senior Citizens
of Brazos County for increased exemptions from ad valorem taxation.
After some discussion, and on motion by Commissioner Wilcox,
seconded by Commissioner Cooley, the Court unanimously voted to
increase the exemption from $3,000.00 to $5,000.00.
The Court next received bids for an electronic siren and P A
System for the Department of Public Safety. Having received
only one bid in the amount of $244.72 the Court unanimously agreed
not to accept the bid.
Next to be considered were applications for soil conservation
work as follows:
Otis Beldsoe, 100-A West Brookside, Bryan, requested
approximately 1 hour grader work to be done on FM 1179,
in Precinct 3.
On motion by Commissioner Sims, seconded by Commissioner Cooley,
the Court unanimously voted to approve the application and authorized
the Commissioner to do the necessary work.
On motion by Commissioner Cooley, seconded by Commissioner
Sims, the Court unanimously voted to authorize the filing of an

application for a sanitary landfill in Precinct 1 as signed by
Commissioner Cooley and to appoint Dr. Christopher C. Mathewson
as the County's consultant and engineer.
Commissioner Cooley next presented the matter of updating the
ownership maps in the A&M Consolidated School district. After some
discussion and on motion by Commissioner Sims, seconded by Judge
Vance, the Court unanimously voted to purchase three (3),sets of

Advanced Business Equipment in the amount of $563.00 and Otis

McDonald's in the amount of $595.00.
There being no further business, the Court adjourned.
The foregoing minutes were examined in open'Court and approved on
