M. on Monday, January 12, 1976 with the following present: c William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The minutes of the P-eviously held meetings were examined and approve without change. The Court received, approved and ordered filed as submitted t? a following reports for December, 1975: .;i W. T. 'Having received bids;`,r.eorge~ Webb Agency-in the amount of $16,607.00 and George Mallard.Agency in the amount of $11,265.00 'I all Members agreed that they would like time to study the coverage to determine if it' 'ib the same on both..bids. ' 1 }I The Court proceeded to set the salaries for all County employees for 1976. i Judge Vance laid before the Court a letter from District Judge W. C. Davis setting the salaries for the employees in the Probation Department and the County Auditor's Office, copies of which are attached to and made a part of these minutes. Mr. W. D. Burley, District Clerk requested an additional full time-employee for his office and asked that her salary be set at $475.00 monthly. Mr. Burley further requested a 5% increase for all County officials and employees. Frank Boriskie, County Clerk, requested a 5% increase for all County employees. Roland Searcy, County Attorney, had several requests for the Court. First he requested a 5% increase for all County employees. Mr. Searcy requested that his salary be increased to $18,000.00 annually and that all officials salaries be increased so as to be higher than the nonelected department heads. Mr.•Searcy.•,spoke on behalf of Mr. McDonald, District Attorney to call attention to the letter that the Court had received from the District Attorney requesting a 10% increase for the Assistant District Attorney and the secretary in that office. Raymond Buchanan, Tax Assessor-Collector requested a 5% in- crease for all County employees and further requested that the salary of one appraiser in his office be set at $4.63 per hour to bring it in line with the other appraiser. Mr. B. V. Elkins, County Treasurer requested that the salary of the secretary in his office be set at $2.77 per hour. J. W. Hamilton, Sheriff, requested a 5% increase for all County employees. t~ `.L ~x 4 Commissioner Stasny requested that the salary of J. R. Redman Jr., be set at $3.79 per hour. After hearing from all interested persons on the matter of salaries Commissioner Stasny moved that a 5% increase across the board be used as a guideline for setting salaries. The motion was seconded by Commissioner Wilcox, with Commissioners Stasny and Wilcox voting AYE. Commissioners Sims, Cooley and the County Judge voted NO, whereupon the County Judge announced the motion failed.' Commissioner Stasny then moved that all elected officials be given a 5% increase.' Motion died for lack of a second. Commissioner Cooley moved to stay with the budgeted figures giving all employees a 3% increase and leaving the salaries of the elected officials the same as 1975. Motion was seconded by Comm= issioner Sims with Commissioners Cooley and Sims voting AYE. Commissioners Wilcox, Stasny and the County Judge voted No. The County Judge announced the motion failed. The County Judge moved that a 3% increase across the board be used as a guideline for setting the salaries. Motion was seconded by Commissioner Wilcox and carried unanimously. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to set the salaries for all County officials and employees to include a 3% increase, with certain exceptions. The Court next discussed the application of the Troubled Youth Program for third year funding to be submitted to the Criminal Justice Council. After some discussion and on motion by Commissioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to authorize the County Judge to make such application for the Troubled Youth Program/that has been phased into the Juvenile Probation Department, and submit it to the Criminal Justice Council for their consideration. On motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to pay $5,286.75 to the City of College Station and $5,134.00 to the City of Bryan for fire protection for the month of December. yam,', . - . , . A0016-8 'The Court proceeded"to,set the holidays'for'Brazos County as follows: May 31, 1976- Memorial Day Monday July 5, 1976 - for-Independence Day, (July 4)_ September 6, 1976 Labor Day November 25 & 26, 1976 - Thanksgiving day and the day after December 24, 1976 - Christmas Eve - December 31, 1976 at 12:00 Noon for New Years Day, on motion by Commissioner Cooley, seconded by Commissioner Stasny, the'Court unanimously voted to set-the foregoing dates as the official .holidays for Brazos County for 1976. On motion by Commissioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to pay the•invoice of Bryan Farm and Ranch Center in the amount of $22,683.27 for equipment for the Saddle Club Property. The Court next discussed the return of the deposit made by Rex Jackson for demolition work done on the Old Bryan Hospital Site. After some discussion, Judge Vance moved to return the deposit to Mr. Jackson. Motion was seconded by Commissioner Cooley, with Commissioners Wilcox, Cooley and the County Judge voting AYE. Commissioners Sims and Stasny voted No, whereupon the County'Judge announced the motion carried and ordered the deposit returned. On"motion by Commissioner Cooley, seconded by Commissioner Sims, the Court unanimously voted to appoint Dr. George McIlhaney as the Health Officer for Brazos County to fill the vacancy created by the resignation of Dr. Buck and to adopt a resolution commending Dr. Buck for the fine services he performed for Brazos County The Court next,,considered a light bar and electronic siren f ' i. system,for the Sheriff's Department. On motion by Commissioner Sims, seconded by Commissioner Stasny, the Court unanimously voted to ,accept the bid of Modus Operandi Unlimited 'in the amount of $605.00, it being the only bid received. The Court having advertised for bids for a moving radar unit proceeded to open the bid of Kustom Signals, Inc, being the only bid received. On motion by Commissioner Cooley, seconded by Comm- issioner Wilcox, the Court unanimously voted to accept such bid in the amount of $4,470.00 for two units. The Court discussed the matter but no action was taken on the request. Judge Vance presented a letter from the Texas County and District Retirement System outlining increased and improved benefits- avail- able to Brazos County. After much discussion on the,--various options, Judge Vance moved that the County adopt plan three of the attached schedule of options as the increased benefits. for Brazos County. Motion was seconded by Commissioner Wilcox, with Commissioners Sims, Cooley, Wilcox and the County Judge voting AYE. Commissioner Stasny voted NO. Judge Vance announced the motion carried. Next to be considered were applications for soil conservation work as follows: Leonard E. Morehead, 911 Lazy Lane, Bryan, requested approximately 2 hours of grader work to be done in the Steep Hollow area in Predinct 3. Dr. W. H. Ritchey, DDS, 301 Hensel, Bryan, requested approximately 4 hours grader work to be one 1 mile off Highway 21 east on Wallis Road in Precinct 3. Bill Scapinato, 1410 Bennett, Bryan, requested 21 hours of dozier work to be done 9 miles west of Bryan off OSR, in Preiinct 4. Marshal Ross, 2200 Quail Hollow, Bryan, requested W hours dozier work to be done along Bowman Creek, in Precinct 4. Cecil H. Dickson, 1307 Garden Lane, Bryan, requested approximately 5~ hours grader work to be done north of Edge in Precinct 2. Jerry Bullin, P. 0. Box 3155, Bryan, requested approximately 10 hours grader work to be done north of Bryan off Rabbit Lane in Precinct 2. Barnet M. Levy, 3736 Underwood, Bryan, requested approx- imately 5 hours grader work to be done on Broach Road in Precinct 2. Clyde Williams, Rt. 1, Box 46B, Wheelock, requested approximately 9~ hours grader work to be done north:of Edge in Precinct 2. John Kinross-Wright, Rt. 1, Box 55 B, Wheelock, requested approximately 34 hours grader work to be done north of Edge in Precinct 2. S. M. Brown, P. O. Box 471, Bryan, requested approximately 13 hours grader work to be done north of Tabor off FM 974 in Precinct 2. ,.On motion by Commissioner Stasny, seconded by Commissioner Cooley the Court unanimously voted to approve the applications and to auth- orize the Commissioners to do the necessary work. The Court next received from the District Clerk the name-s'cf : all persons serving on the Grand Jury during the past twelve months and proceeded to draw names for the Salary Grievance Committee as follows: Mrs. Ross Todaro Mrs. Mack Cogheri, Alternate Mrs. Jerry Chandler Mrs.'Charles F. Hall, Alternate W. L. Pinbirthy The Court received and noted the report of the Fire Inspector covering the fire inspection made January 8, 1976 and ordered the proper corrections be made.to comply with the report. On motion duly made and seconded the Court unanimously voted to finally approve the plat of FOX MEADOW. On motion by Commissioner Sims, seconded by Commissioner Cooley, the Court unanimously voted to set the 1976 auto allowance for certain County employees the same as 1975. Because of the age (relatively high) and service- f (relatively long) distribution of the Brazos County employees in 1968, it was necessary for us to reduce the retirement benefits based on prior service to 40% Prior Service Credits. A disadvantage of Plan 3 in comparison to either Plan 1 or Plan 2 is that it is a difficult type of plan for the retire- ment system to administer. Further, it is particularly diffi- cult to explain how retirement benefits are calculated because benefits based on service rendered after January 1, 1976 will be higher than benefits based on service prior to January 1, 1976. You will notice that we are appointing a third Assistant Auditor, which was recommended by the C. P. A. firm hired by you gentlemen last year to set up the accounting system, and which I am informed is very badly needed in the Auditor's office at the present time. At the suggestion of+Mrs. Nichols, the County Auditor, we are appointing.Ms. Sheri Wilson, and fixing her salary at $7,200.00 per year. Also, in order that the records necessary for the outside audit to be made next year may be properly and promptly prepared and accumulated, we.are making Ms. Wilson's appointment effective November 1, 1975. We have reviewed her educational and experience background, and find that she'is quite capably 'suited for-employment in the Auditor's office.
