Home My WebLink About1975-12-15-1000AM-Speciali 61 COMMISSIONERS' COURT SPECIAL MEETING DECEMBER 15, 1975 A special meeting'of the Commissioners' Court of Brazos County Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan,, Brazos County, Texas, beginning at 10:00 A. M. on.Monday, December 15, 1975, with the following present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precicnt 4; ' Frank Boriskie, County Clerk. F The County Judge called the meeting to order and announced the first Public Hearing on the Community Development Progarm Second Year Grant open. Judge Vance stated that it was necessary to have the public hearings and that the purpose was to inform the public that the County is in the process of making application for these funds and of the objectives of the federal legislation, that the level of funding for Brazos County is $101,000, and to receive comments on the needs and priorities, and expenditures to be specified in the County's application to the Department of Housing and Urban Develop- ment for funds. At this time Judge Vance introduced Mr. Ray Abbott and Ms. Susan Frisbie of South/West Planning Associates as the County's consultants in this matter and turned the meeting over to them. Mr. Abbott stated_that the County must apply annually for this grant, that it is a 100% grant to governmental agencies and that the application must comply with 30 to 35 pieces of legislature. Mr. Abbott stated that the County must first submit a pre-application to the DHUD for their approval and then is invited to submit a full application. I y , 6 At~the request of~Judge Vance,.Mr:'Abbott explained that the ,$20,000 received through the first year grant was used in an appli- cation to the Bureau of Outdoor Recreation for matching funds. This grant to be used in the.County.Park.Project for picnic areas, rest rooms, parking areas and marking of nature trails. At this time Judge Vance asked for any comments or requests from the public and heard from the following persons: Mrs. Lola Thompson, 1100 Milner,'College Station, representing NARFE spoke on behalf of all of the Senior Citizens of Brazos County who asked that a Senior Citizen Center be established. Mrs. Thompson stated that they were not asking that a buidling be constructed at this time but would like consideration in the amount of approximately $30,000 for the rental of a building and a director for the center and to help them get organized. Dr. R. D. Lewis, 102 Greenway, representing NARFE, AARP, The Governors Committee on Aging and RSVP outlined the needs of the Senior Citizens and the advantage of a Senior Citizen Center. Dr. Lewis estimated that it would take a building of approximately 7,000 to 8,000 square feet and that the estimated cost of such a center this size to be between $30,000 and $40,000 yearly. He informed the Court that 42% of the people over 65 years are in the proverty level. He stated that the service center would serve all Senior Citizen groups. Dr. Lewis suggested that the members of the Court 'visit the Harvest Housin in Temple, a Senior-'Citizens Center and see what good works come from having such a center. Mr. Harley W. Roath, 3902 Kelli, Bryan, representing the Bryan College Station Senior Citizens and the Governors Committee on Aging and a member of the Brazos Valley Development Council on aging, asked that Brazos County establish a center. Mr. Roath handed the Court a report on the second annual meeting of the Amarillo Senior Citizens Association as a guideline for the Court to study. 'r3~S }~raA:`.`.aM'♦,` "u'u, -'~~S- 9, a ~ S i•4 - ~ if ~f•. ` 111 t ¢A ` petition with approximately'*1,500'names endorsing a Senior Citizen's Center-in Brazos County., The-letter outlined-the activities that could be provided in a Senior Citizens Center such as social fellow- ship and recreation, health maintenance; nutrition planning, comm- unity services to continue and enhance useful productive lives, participation in cultural activities, library, select-(seniorrorgan- izations and club meetings and other cultural exchange activities to improve the level of living, various suitable entertainment programs, and gardening. Mr. Snyder stated that the planning of a center is based on studies of what has been accomplished in other places such as Temple, Waco, Amarillo and Ruidoso. Shirley Plapp, 1003 Glade, College Station, stated that she was interested in any and all activities that would benefit RSVP. Ms. Plapp stated that there were instructors available for °-:•-activities in ceramics and to supervise a program for hot meals and would like to see a Senior Citizens Center organized in Brazos County. ' TI Mr. Tim Moore, 520 Avondale, representing NARFE stated that he felt the activities of a Senior Citizen Center would prolong . the mental attitude of the senior citizens and help them serve a usefule life. Mr. J. Gordon Gay, 201 Suffolk, College Station, representing AARP stated that he would like consideration be given to a Senior Citizen Center, that he felt it would be money well spent to help the welfare of the senior citizens live out a useful life of dignity. Mrs. Lola Thompson state that there had been an unsuccessufl attempt made to start a center in 1970 and would like to see one compeleted and put into operation now. Mr. L. M. Houpt, Rt. 4, Box 38, Bryan asked for support of a Senior Citizen Center. At this time Judge Vance ask the consultant if a center could be funded by the,Community Development Grant and asked that he contact the DHUD to make this determination and report to the Court at its next meeting on Monday, December 22, 1975, at 10:00 A. M. On motion by Commissioner Stasny, seconded by Commissioner Sims, the Court unanimously voted to appoint '.I Mayor:Lloyd Joyce as such representative.
