REGULAR MEETING
DECEMBER 8, 1975
A regular meeting of the Commissioners' Court of Brazos
'County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County; Texas, beginning at 10:00
A. M. on Monday, ;December 8, 1975, with the following present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox,' Commissioner of Precinct 2;
Randy Sims,-Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The minutes of the previously held meetings were examined
and approve without change.
The Court received, approved and ordered filed as submitted
the following reports for
W. T. Sistrunk, County Extension Agent;
Curtis Taylor,, Jr., County Extension Agent;
Douglas Presley, County Extension Agent;
Mable Walker, County Extension Agent;
Wanda L. Pope, County Extension Agent.
The Court received, considered and approved the following
reports from County and Precinct officers showing official fees
of office collected and remitted to the County Treasurer according
to duplicate copies of the Treasurer's official receipts attached
thereto:

;,Judge Vance recognized Mr. Ray Abbott and Ms. Susan Frisbee
with South/West Planning Associates as Brazos County's consultants
relating to the second year Community Development Grant and publicly
1 announced Brazos County's intent to submit a Pre-application for
`I
1 $101,000 block grant from DHUD for Community Development Program.
On motion by Commissioner Sims, seconded by Commissioner Wilcox
the Court unanimously voted to adopt a Citizens Participation Plan
,
i for the Second Action Year of the Community Development Program.

A copy of such plan is attached to and made a part of these minutes.
The Court next considered a request by Sheriff J. W. Hamilton
to appoint Reserve Deputies. The Court was informed that the
Sheriff's Department now had Auxilliary Deputies but that they must
be designated at Reserve Deputies. On motion by Commissioner
Stasny, seconded by Commissioner Sims, the Court unanimously voted
to authorize the Sheriff to appoint these deputies. Mr. Ira Lewis
Capt. of the Reserve Deputies appeared to request financial
assistance with the cost of uniforms for the Reserve Deputies.
After some discussion and on motion by Commissioner Wilcox, seconded
by Commissioner Cooley, the Court unanimously voted to authorize
the expenditure up to,$1,200.00.
Next to be considered was a request for financial support of
the M.A.S.T. radio system. This money would be matched with federal
funds for radios and maintenance of radios for the helicopters.
After some discussion, the request was deferred until more infor-
mation could be obtained.
The Court next considered a maintenance agreement with Honeywell,
Inc. covering the temperature controls for the Courthouse annex at
a cost of $269.00 semi-annually. This matter was deferred until a
later meeting.
Sheriff Hamilton requested permission to hire extra help for
record keeping. Judge Vance advised the Sheriff that no,action
could be taken at this time and deferred the matter to a later
meeting.

On motion by Commissioner Wilcox, seconded by Commissioner Sims,
,.the Court unanimously voted to pay the County's 1976 membership dues
to the Texas Association of Counties in'the amount'of $850.00.
The Court next received the order of the District Judge for the
appointment of Sheri Wilson to serve as Assistant County Auditor,
effective November 1, 1975. A copy of such order is attached to
. and made a part of these minutes.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox
the Court unanimously voted to pay $3,175.00 to the City of College
Station for fires calls for the month of November.
The Court next received a recommendation from the Auditor's Office
that each elected official or department head be designated as the
inventory control officer for his office. Commissioner Sims moved
that the appointments be made according to the recommendations of
the County Auditor. Motion was seconded by Commissioner Cooley and
carried unanimously. A copy of such recommendation is attached to
these minutes.
On motion by Commissioner Stasny, seconded by Commissioner Cooley
the Court voted unanimously to approve the VILLA MARIA EXTENSION,
ROAD DEDICATION PLAT.
The Court next discussed'the possibility of leaSing,the Patterson
property adjacent to the BLD Building for parking purposed to the
law firm of Lawrence, Thornton, Payne and Watson. After a discussion
Commissioner Stasny moved that the County lease the property for
such purposes on a yearly basis at $900.00 per year. Motion was
seconded by Commissioner Cooley with Commissioners Sims, Stasny,
Cooley and the County Judge voting AYE. Commissioner Wilcox voted
NO. County Judge announced the motion carried.
All members being present, the Court proceeded to approve the
following claims as presented by the County Auditor:

CITIZEN PARTICIPATION PLAN/SECOND ACTION YEAR '

This Citizen Participation Plan is a integral part of Brazos County's Community
Development Program and outlines those opportunities for meaningful involvement '
of the citizens of the County in the planning process associated with the second
action year of this Program. I
During the months of December, 1975 and January, 1976, the County Commissioners '
Court will be preparing a pre-application and full application foi funding improvements
t
under the Housing and Community Development Act of 1974. This Citizen Participation,.
:
Plan meets the requirements of this Act of 1974 by: t•
I
*Providing for the distribution of information about the provisions of this Act. {
,
*Providing opportunities for citizens to participate in public meetings held duri ' ,
the preparation of Community Development Program pre-application and full application". The attached schedule of meetings and action is presented as a part of the Citizen
Participation Plan. The Plan also includes and provides for:
Dissemination of information concerning the amount of funds available for•projects
that may be undertaken and other important program requirements through news {
releases, handouts, and presentations at public meetings. This information will
also be available through the Office of the County,Judge.
2. Technical information will be provided by the County to any interested citizen ci
or n
group. Appropriate meeting notices will be publicized in the Bryan Eagle to
make the general public aware of the various stages of developing the County's r
Community Development application.
3. Public meetings will be held when and if it should ever be desirable or necessary to
significantly amend the County's Community Development Program, including the I' 1
reallocation of funds and designation of new activities or project locations. a

4. Public meetings will also be scheduled when I I
the planning process for the second
year's application on Community Development funds begins. '

WHEtEM, MRS MARY NICHOLS# Brazos County Auditor, has submitted
the name of Sheri.Wilson to serve as assistant County Auditor at an annual

salary'of ( $79200.00), in acoorandanoe with the provisions of Article, 1650,
~Vernon'e Texas Statutes, and all other applicable statutes,snd
WHEREAS, the undersigned District Judge has carefully considered
the application for'the appointment of such assistant and has made all the
necessary inquires concerning the qualifications of the above named individual
and the reasonabless of the salary, and
WHEREAS, the undersigned District Judge has approved the appointment
sought to be made and the salary to be paid.
NOW,'THEREFORE, it is ordered that Sheri Wilson be employed effective
November 1, 1975, at an annual salary of ( $7,200.00) to serve as,assistant
county auditor, and
IT IS FURTHER ORDERED that this order be recorded in the Minutes of
the District Court, and that the clerk of the District Court shall certify
the same for observance of the commissioner's court which shall cause the
same to be recorded in the Minutes. The said assistant county auditor shall
(take the oath of office required by law and file the proper bonds required
Eby law.
