HomeMy WebLinkAbout1975-09-15-1000AM-SpecialCOMMISSIONERS' COURT SPECIAL MEETING SEPTEMBER 15, 1975 A meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A. M. on Monday, September 15, 1975, with the following present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner Precinct 1; Walter Wilcox, Commissioner Precinct 2; W. A. Stasny, Commissioner Precinct 4; Frank Boriskie, County Clerk. The minutes of the meeting held September 8, 1975, were ex- amined and approved. Mr. Flop Colson appeared before the Court to request permiss- ion to solicit business among the County employees for cancer insurance and to update the cancer policies now held by some of the employees. There was no objection from the Court and permiss- ion was granted. Judge Vance announced the second public hearing on the Community Development Program open and called on the County's Consultant,•Mr. Ray Abbott with South/West Planning Associates to review the Environmental Analysis for the public, noting that the hearing was again without public participation. After a thorough review of the Analysis Judge Vance asked for any questions either from the public or the Court and receiving none, asked for a motion for the release of funds. Commissioner Stasny moved that the request for release of funds for the proposed Community Develop- ment projects for Brazos County is not an action wich may signif- icantly affect the quality of the human environment. After having'the Application thoroughly reviewed the County Judge asked for any questions,from the public or the Court and receiving none asked for a motion to present the appli- cation to HUD. Commissioner Wilcox moved-that the Application be forwarded to the DHUD for their consideration. Motion was seconded by Commissioner Wilcox•and carried unanimously. At this time the County Judge asked for•any further comments concerning the Community Development Program, and receiving none, announced the public hearing closed. Mr. Dwayne Garner, Coordinator for the Big 8 R C & D in Brazos County presented the preliminary draft of the Big 8 RC&D Plan-for the Commissioners to review. No action was necessary by the Court on this matter. The Court next considered a request,by the Sheriff's Department for additional clothing allowance for the Deputies to enclude 18 pair of pants and 36 shirts at a total cost of $633.60. After some dis- cussion, Commissioner Cooley moved to authorize the expenditure necessary for the clothing. Motion was seconded by Commissioner Wilcox and carried unanimously. Commissioner Cooley further recommended that the County Budget $1,200.00 per year for uniforms for the Sheriff's Department. Commissioner Cooley advised the Court that he had located a 10 acre tract of land in his precinct that he would like to purchase for a sanitary land fill at $1,500.00 but requested the matter be passed until a later meeting. The Court next considered a request by E. W. Sayers, Constable of Precinct 7 that he be allowed to appoint auxilliary deputy Const- ables in his precinct. Motion was seconded by Commissioner Cooley, with Commissioners Cooley, Wilcox 'and the County Judge voting AYE. Commissioner Stasny voted NO whereupon the County Judge announced the motion carried. W. T. McDonald, Jr., District Attorney appeared to request the Court to adopt a Resolution Concerning Augmentation To The District Attorney's office showing its "good faith" intentions to continue the level for which funding is requested by instant application upon the expiration of grant funds by-the Criminal Justice Council., After some discussion, the County Judge moved that Brazos County adopt such resolution. Motion was seconded by Commissioner Stasny and carried unanimously. A copy of such resolution is attached to and made a part of these minutes. The Court next considered a Plat of ARNOLD SUBDIVISION presented, by Charles E. Arnold. After carefull examination and on motion by Commissioner Cooley, seconded by Commissioner Wilcox the Court voted unanimously to approve the plat subject to the filling of a letter of guarantee of completion. On motion by Commissioner Wilcox, seconded by Commissioner Cooley the Court voted unanimously to approve Claim #1809 through 1832 to be paid out of the General Fund. ' 1 ~j i•i.~t5~' L - • _ ,fry THE STATE OF TEXAS X COUNTY OF BRAZOS X A RESOLUTION CONCERNING N AUGMENTATION TO THE DISTRICT ATTORNEY'S OFFICE, 85TH JUDICIAL DISTRICT WHEREAS, the Criminal Justice Division, Office of the Governor through a grant to Brazos County, has assisted since January 1, 1974 in augmentation to the District Attorney's Office, 85th Judi- cial District, with an Assistant District Attorney and legal secre- tary; and WHEREAS, the additions to the staff of the District Attorney has demonstrated marked improvements in preparation and prosecution of cases before the Court;- and WHEREAS, it is the desire of the Commissioners' Court of Brazos County that grant funding be continued in order to extend the afore mentioned augmentation for a third year; NOW, THEREFORE BE IT RESOLVED BY THE COMMISSIONERS'COURT OF BRAZOS COUNTY on this the 'day of September, 1975 that: 1. The County Judge is hereby authorized to make application on behalf of Brazos County to the Criminal Justice Divi- sion for a grant or $,24,936. to assist in supporting the augmentation to the District Attorney's staff for a third year beginning January 1, 1976. 2. Brazos County agrees to provide $3,946. in cash as its contribution to assist in supporting the augmentation to the District Attorney's staff. 3. The County Judge is hereby authorized to accept on behalf of Brazos County funds from the Criminal Justice Divi- sion should they be tendered in response to this applica- tion. 4. While in no way making a budgetary obligation on future Commissioners'Court of Brazos County, it is the "good faith" intentions of this court that the augmentation to the District Attorney's office will be continued at the level for which funding is requested by instant appli- cation upon the expiration of grant funds by the Criminal Justice Division. 5.
